About this file
This is a Cost Proposal template (Exhibit D) prepared by the Texas Health and Human Services Commission (HHSC) for the WIC Multi-Media Program solicitation (HHS0016182). The solicitation seeks comprehensive multimedia production services including digital video production, internet content creation, web lessons, educational videos, and virtual live classes. The cost proposal template requires respondents to provide all-inclusive hourly rates for 34 distinct personnel positions spanning creative, production, technical, and talent roles, with quantities ranging from 5 to 500 hours per year. Key personnel positions include Creative Director (400 hours), Director (500 hours), Camera Operator (400 hours), Lighting Director/Gaffer (400 hours), and Grip/Audio/Video Tech (400 hours), along with supporting roles such as Project Manager, Scriptwriter, Editor, Digital Video and Multimedia Producer, and Voice Over Talent. The proposal submission deadline is January 7, 2026 at 10:30 AM Central Time, with evaluation occurring January through February 2026 and an anticipated award in April 2026. The contract includes an initial three-year term with two optional extension years (total potential five-year contract), with potential transition services.
The cost proposal requires respondents to submit all-inclusive hourly rates that encompass labor, materials, tools, supplies, equipment, travel expenses, and all associated incidental costs necessary to deliver the specified goods and services. All costs are calculated on a 12-month basis for the initial term, with the total cost used for evaluation purposes only; actual compensation will be based on actual hours and services utilized. HHSC makes no guarantee of volume, usage, or total compensation and reserves the right to cancel or make partial awards. Respondents may propose an annual inflation adjustment not to exceed a specified percentage (exact percentage to be determined), applicable from year 1 through subsequent contract years. The cost proposal template must be submitted in the original Microsoft Excel format (.xlsx) without alterations, edits to formulas, or conversion to PDF format; failure to comply may result in proposal disqualification. The total maximum compensation across the contract lifecycle shall not exceed $8,750,000, though HHSC reserves the right to increase this amount with additional state or federal funding availability.

Notes:
1: This Data tab is used by the Procurement Financial Services analyst to enter static or controlled data in the cost proposal. This method is used to ensure that all CP tabs have the same data where necessary and allows for one change to update many cells in the CP.
2: The yellow shaded cells are used by the PFS analyst to provide basic solicitation information and the Total term, transition period and initial term durations. This data is used to calculate the Phase, Term and Month data used in the CP worksheets.
3: The Title name of each worksheet tab is used to populate the worksheet header in each worksheet and the Total Price summary. It is important to have these headers match the Phase titles in the solicitation.
4: You will find "defined names" used frequently in this CP. This provides accuracy in the calculation of values used throughout the CP. Do not change the defined names unless necessary as they may be referred in formulas used throughout the CP.
