WORK RESTRICTIONS
1. CONTRACTOR ACCESS AND USE OF PREMISES
1.1 Compliance with Rules, Regulations, and Statutes:
1.2 All Contractor employees shall observe and comply with all applicable local, State, and Federal rules, regulations, and statutes including those concerning fire, safety, sanitation, security, vehicle safety, and hazardous material handling while performing this Task Order. All work shall meet or exceed all applicable industry standards.
1.3 Installation Regulations. The Contractor shall ensure its personnel employed on the installation become familiar with and obey installation regulations including safety, fire, traffic and security regulations. The Contractor shall keep within the limits of the work and avenues of ingress and egress. Contractor personnel shall wear personal protective equipment in designated areas. Contractor personnel shall not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.
1.4 Personnel Entry Approval. Failure to obtain entry approval will not affect the contract price or time of completion.
1.5 Vehicle Emission. Proof of current emission compliance must be shown when required by the Provost Marshal Vehicle Registration Office.
1.5.1 The JBLM compliance program requires any motor vehicle that operates on the installation for more than 60 days per year to show proof of Washington State emission compliance, in accordance with the Washington Administrative Code (WAC) 173-422-030.
1.5.1.1 Companies with out-of-state registration and plates and with current emissions compliance certificate from that state will still be required to show proof of Washington State emission compliance if requested. Washington State does not recognize current emissions tests from any other state.
1.6 Working Hours. Regular working hours shall consist of an 8-hour period, between 7:30 a.m. and 4:00 p.m., Monday through Friday, excluding Government holidays.
1.6.1 Government holidays. The following Government holidays are observed:

1.6.2 *The term “Government holidays" includes days on which Government holidays are observed in lieu of the actual holidays.
1.6.3 Work Outside Regular Hours. Work outside regular working hours requires Contracting Officer (KO) approval. Make application a minimum of 7 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Application shall be sent to the Task Order Project Manager via email and shall be routed to Contracting from there. Based on the justification provided, the KO may approve work outside regular hours. The KO may approve work outside normal hours with shorter notice, but only for work which does not require inspection of work by the Government during that timeframe. If this caveat is provided, the Contractor shall not conduct any work that must be inspected (ex: covering walls with drywall). During periods of darkness, the different parts of the work shall be lit in a manner approved by the KO.
1.7 Occupied and Existing Buildings. The Contractor will be working around existing buildings that are occupied.
1.7.1 Special Scheduling Requirements. Permission to interrupt any activity roads, railroads, and/or utility service shall be requested in writing a minimum of 14 calendar days prior to the desired date of interruption.
1.8 Cellular Telephone Use. Driving or being in physical control of a motor vehicle on a Government installation while operating a cellular phone or like device is prohibited unless the vehicle is safely parked or unless the driver of the vehicle is using a hands-free device. The wearing of any other portable headphones, earphones, or other listening devices (except for hands-free cellular phones) while operating a motor vehicle is prohibited. Civilians, Contractors, and visitors to the installation who fail to comply with this policy are subject to administrative action to include loss of driving privileges on Government installation and removal and/or denial of re-entry to the installation.
1.9 Firearms. Contractor personnel shall carry no firearms while performing work under this Contract
2. SECURITY LEVELS
2.1 Force Protection Conditions (FPCON): Security Forces may incorporate various FPCON levels which impact the ability of the Contractor to perform work. FPCON levels may vary from the least restrictive to most restrictive depending upon current installation-wide potential security threat. Access onto the installation may be limited during increased FPCON levels, which may impact contract operations. All prudent measures will be implemented by the KO to ensure continuity of Contractor operations during the establishment of increased FPCON levels.
2.2 Health Protection Conditions (HPCON): JBLM leadership may incorporate various HPCON levels which impact the ability of the Contractor to perform work. HPCON levels may vary from the least restrictive to most restrictive depending upon current installation-wide potential health concerns. Activities on the installation may be restrictive or require additional protocols during increased FPCON levels, which may impact contract operations. All prudent measures will be implemented by the KO to ensure continuity of Contractor operations during the establishment of increased HPCON levels.
