This is a Solicitation Addendum (Addendum No. 4) issued by the Texas Department of Motor Vehicles (TxDMV) Finance and Operations Division – Purchasing Section for Request for Proposals No. 608-26-96636 for Registration Inserts Printing Services. The solicitation seeks one contractor to design, produce, and deliver approximately 24 million double-sided motor vehicle registration renewal inserts annually (12 million of each design type) in quarterly deliveries of 12 million inserts, boxed at 12,000 units per case and palletized at 32 cases per pallet. Inserts must measure 7.5" x 3.625" and be printed on either #60 or #70 white smooth offset paper. A pre-proposal conference is scheduled for May 25, 2026, at 10:00 AM Central Time, with proposal responses due by June 12, 2026, at 3:00 PM Central Time. The anticipated notice of award is August 1, 2026, with a contract start date of September 1, 2026, and an initial term extending through August 31, 2027, with potential renewal for additional periods not exceeding five years total.
This addendum clarifies that contractor quoted prices must be per unit of measure for each insert, with shipping and freight costs included within the price and not billed as additional costs. Separate pricing must be provided for both #60 and #70 white smooth offset paper types. Respondents must submit cost proposals using the required Excel format Cost Proposal Workbook with tiered pricing for quantity breakpoints. Minimum qualifications include authorization to do business in Texas, at least ten years of experience in large-volume printing services, demonstrated financial solvency, and current VPTS performance ratings of "C" or higher. Respondents must maintain comprehensive insurance coverage including Workers' Compensation, Commercial General Liability, Commercial Automobile Liability, Professional Liability/Errors and Omissions, Cyber/Privacy Liability Insurance, and Umbrella/Excess Liability Insurance. Evaluation criteria weight Proof of Ability to Meet State Needs at 50 percent, Cost Proposal at 40 percent, Qualifications of Staff and Key Personnel at 5 percent, and Overall Responsiveness, Clarity, and Organization of Response at 5 percent. TxDMV makes no guarantee of volume and reserves the right to cancel, make partial awards, or decline to award at its sole discretion.
