About this file

This document is a contract closeout procedures attachment for Ellington Air Force Base (AFB) in Houston, Texas, detailing the requirements and processes for finalizing construction projects. The document outlines comprehensive procedures for project completion including final acceptance processes, inspection requirements, training and demonstration protocols, closeout documentation requirements, and final cleaning specifications. The document is dated May 21, 2024, and emphasizes that liquidated damages will continue to accrue on projects extending beyond the contract completion date until all closeout documentation is submitted and accepted and all punch-list work is complete.

The document specifies detailed requirements for project record documents, operation and maintenance data, warranties, and spare parts/maintenance materials. It requires the submission of as-built drawings in both CAD and PDF formats compatible with the geobase system, operation and maintenance manuals in three-ring binders, and duplicate notarized warranty copies. The contractor must submit one draft copy of completed volumes 15 days prior to final inspection and three sets of revised final volumes within 10 days after final inspection. All final payments are contingent upon receipt of lien waivers from subcontractors and material suppliers, and the contractor must deliver specified spare parts and maintenance materials to the project site before final payment.
