About this file

This document is an operations and maintenance manual specification for Ellington Air Force Base (AFB) in Houston, TX, detailing requirements for contractors to provide comprehensive documentation for equipment and systems maintenance. The specification outlines the format, content, and submission requirements for both preliminary and final operations and maintenance manuals, with preliminary manuals due prior to equipment shipment and final manuals required 30 days before field testing or startup. The document mandates specific formatting requirements including 8.5" x 11" page size, three-ring binders, and electronic submissions in Microsoft Word format.

The specification requires detailed content covering equipment descriptions, operating procedures, maintenance instructions, spare parts lists, and troubleshooting guides for both equipment/systems and materials/finishes. Contractors must submit three copies of preliminary manuals for review and five copies of final manuals. The document includes comprehensive requirements for documenting electrical and electronic systems, architectural products, and moisture protection items. All manuals must include manufacturer's data, maintenance schedules, installation instructions, and detailed drawings. Notably, the specification references a separate Maintenance Summary Form (Attachment G.J.1) that must be completed for each piece of equipment or system.
