About this file

This is a field engineering requirements document for Ellington Air Force Base (AFB) in Houston, Texas dated May 21, 2024. The document outlines requirements for contractor-provided field engineering services, including survey work and professional engineering services required for construction. The contractor must retain a Texas-registered surveyor and is responsible for all vertical and horizontal control, field staking methods, and preservation of survey marks and reference points.

The contractor must maintain detailed records and submit surveys showing installations of roadways, drainage, site grading, buried utilities, and manholes at project closeout. A key requirement is the preparation of a GIS electronic map that integrates with the 147 CES Common Installation Picture (CIP) using GPS geospatial data per ANG ETL 19-12 specifications. The contractor must provide complete data points for all constructed features including building corners, valves, manholes, handholes, light poles, fire hydrants, and parking lots to enable comprehensive location tracking by the government.

b. Civil, structural, or other professional engineering services specified or required to execute the Contractor’s construction method.

B. The method of field staking for the construction of the work shall be at the option of the Contractor.

C. The accuracy of any method of staking shall be responsibility of the Contractor. All engineering for vertical and horizontal control shall be the responsibility of the

Contractor.

a. The Contractor shall be held responsible for the preservation of all stakes and marks. If any stakes or marks are carelessly or willfully disturbed by the

Contractor, the Contractor shall not proceed with any work until he has re-established such points, marks, lines, and elevations as may be necessary for the prosecution of the work.

a. Make no changes or relocations without prior written notice to the Project

Manager.

b. Report to the Project Manager when any reference point is lost or destroyed or requires relocation because of necessary changes in grades or locations.

3. PROTECT SURVEY REQUIREMENTS

A. Establish temporary benchmarks as needed, referenced to data established by survey control points. Record locations with horizontal and vertical data, on Record

Drawings.

B. Establish lines and levels, and locate and lay out, by instrumentation and similar appropriate means:

a. Site improvements, including utility slopes and invert elevations.

b. Batter boards for structures.

c. From time to time, verify layouts by same methods.

4. RECORDS

A. Maintain a complete, accurate log of al control and survey work as it progresses.

B. At Contract closeout, submit a survey of installation of roadways, drainage, site grading, buried utilities, and manholes at the same scale as the Construction

Documents indicating elevations and stationing at 100-foot increments.

ELLINGTON FIELD, HOUSTON, TX 21 May 2024

5. SUBMITTALS

A. On request of the Project Manager, submit documentation to verify accuracy of field engineering work.

B. Submit Drawings showing locations of all pipes and structures constructed. This

Drawing shall be included with the Record Drawings.

6. GEOSPATIAL DATA STANDARD

A. Prepare and furnish geographical Information System (GIS) electronic map of the site and site utilities that integrates into the 147 CES Common Installation Picture (CIP) using Geographical Positioning System (GPS) Geospatial Electronic data per ANG

ETL 19-12, Geographic Information System (GIS) Data Format Specifications Dated

18 November 2019.

B. At the end of the project all data points will need to be provided by the contractor.

Provide all final locations of the corners (outline) of building, valves, manholes, handholes, light poles, fire hydrants, outline of parking lots and other items to provide a complete picture of what has been built and installed. Provide enough data to enable the government to have the location of everything on the project.
