About this file
This is a priority setting and resource allocation determination document for FY23-24 from the South Texas HIV Planning Area, detailing budget allocations and service priorities across three HIV Service Delivery Areas (HSDAs): Brownsville, Corpus Christi, and Laredo. The document outlines two primary funding ratios: 75% for Core Services (including medical services, case management, and health insurance assistance) and 25% for Supportive Services (including emergency assistance, transportation, and housing services). The program periods vary by funding source: Ryan White/State-R runs from April 1, 2023 to March 31, 2024, while State Services and HOPWA operate from September 1, 2023 to August 31, 2024.
The funding structure requires subrecipients to maintain specific allocation rates: 90% for Direct Services and 10% for Administrative Costs in Ryan White B and State Services grants, and 93% for Direct Services and 7% for Administrative Costs for HOPWA. The document specifies mandatory services that must be available across all HSDAs, including health insurance assistance, emergency financial assistance, dental services, and housing assistance. Resource allocations can be adjusted through reallocations during Year 3 to respond to changes in service demands. The determination of service allocations is based on historical demand data, including Final 269 A supplemental forms and TCT star reports.

Appendix G – Budget Allocation / Priority Setting Determination
FY23-24
1. Priority Setting: Priority setting in the South Texas HIV Planning Area will be set on an annual basis. The South Texas HIV Planning Area has developed a protocol that is to be followed during the priority setting process. In this protocol the following factors will be taken into consideration when setting priorities.
· Tier of Service
· Top Needs out of the latest need assessment
· Top Gaps out of the latest need assessment
· Top Barriers out of the latest need assessment
· Expenditure Data of the previous funding year
· Utilization Data of the previous funding year
2. Resource Allocation Setting: Resource allocation setting in the South Texas HIV Planning Area will be allocated on an annual basis. The South Texas HIV Planning Area has developed this document as a guide for the setting allocations.
3. Table 1s/Allocations: The Table 1s is a calculation template that serves to identify service categories that must be available in each HIV Service Delivery Area (HSDA). It contains the estimated number of clients to be served, estimated units to be provided and allocations during a fiscal year. The allocations per each service category are determined by the total grant amount provided to STDC in Table As and % of service demanded during the past completed Fiscal year of a grant.
Service Priority allocations must follow the Core and Supportive Services ratio where Core Services must represent 75% of the total budget and Supportive Services can’t exceed 25% from it.
75% – Core Services
· Early Intervention Services (Part A and B) Priority
· Health Insurance Premium / Cost Sharing Assistance
· Home and Community-Based Health Services
· Home Health Care
· Hospice Services
· Local AIDS Pharmaceutical Assistance (LPAP)
· Medical Case Management
· Medical Nutrition Therapy
· Mental Health Services
· Oral Health Care
· Outpatient /Ambulatory Health Services
25% – Supportive Services
· Childcare Services
· Emergency Financial Assistance (EFA)
· Food Bank/ Home Delivered Meals
· Health Education/ Risk Reduction (HE/RR)
· Housing Services
· Linguistic Services
· Medical Transportation Services
· Non-Medical Case Management
· Other Professional Services
· Outreach Services
· Psychosocial Supportive Services
· Referral for Health Care/Supportive Services
· Rehabilitation Services
· Respite Care
· Substance Abuse Services (Residential)
· Treatment Adherence Counseling (Non-Medical)
Once the amount is set and released to each subrecipient they must observe the suggested allocation rate of 90% Direct Services and 10% Administrative Cost in their Ryan White B and State Services grants and 93% Direct Services and 7% Administrative Cost for HOPWA. The State Services grant allows a higher percentage of 10% Administrative Costs when it is previously approved by this AA (STDC) and DSHS.
In accordance with Needs Assessment 2018-2023 the following service categories must be available in all the HSDAs covered by STDC (Brownsville, Corpus Christi, and Laredo):
· Health Insurance Assistance
· Emergency Financial Assistance
· Support Groups through Mental Health and Psychosocial Services
· Dental Services
· Health Education/Risk Reduction
· Medical Transportation Services
· Housing Assistance
· Outreach Services serve
“Popular” categories and their subcategories need to have sufficient funding to operate. A Detail Unit Cost Form must be generated matching the Table 1. Clients and Units to be served are estimates of services to be provided based on historical demand. Past years reports like Final 269 A supplemental forms and TCT star reports are the most important resources to calculate and verify service utilization projections.
During the Year 3 reallocations per grant are allowed to respond to changes in demand and secure funding for each service category.
2023-2024 Priority Setting based on demands per HSDAs.
