About this file

This is a Request for Proposal (RFP) guidance document from the South Texas Development Council (STDC) for Ryan White Part B Administrative Agency services in the South Texas HIV Administrative Service Area for 2025. The RFP seeks proposals from eligible entities to provide health and social services to persons living with HIV (PLWH) in the South Texas region. Applicants must submit proposals that include detailed work plans, performance measures, budgets, and administrative information. The RFP covers three funding streams: Ryan White Part B (April 1, 2025 - March 31, 2026), HIV State Services (April 1, 2025 - August 31, 2025), and Housing Opportunities for Persons with AIDS (HOPWA) (April 1, 2025 - August 31, 2025).

The guidance document outlines specific budget requirements including a 10% cap on administrative costs for Ryan White and State Services funding and a 7% cap for HOPWA funding. Proposals must include categorical budget justifications, allocation forms by service category, and data sheets for each funding source being pursued. Applicants must demonstrate fiscal solvency and submit recent audited financial statements. Required forms include organizational capacity documentation, work plans, performance measures, budgets, and various assurance forms. The document emphasizes collaboration with other community organizations and proper data collection and reporting requirements to avoid duplication of services.

GUIDANCE DOCUMENT

TABLE OF CONTENTS

SECTION I: INTRODUCTION

A. Request for Proposals (RFP)

Proposals are requested from eligible entities in the South Texas HIV Administrative Service Area (HASA) to provide health and social services to eligible persons living with HIV (PLWH).

B. General Information Pertaining to Proposals

1. Ambiguity, Conflict, or Other Errors in Request for Proposals (RFP). If an applicant discovers any ambiguity, conflict, discrepancy, omission, or other error in the RFP, he/she shall immediately notify the South Texas Development Council (STDC), HIV Administrative Agency (AA) of such error in writing and request modification or clarification of the document. A modification will be made by issuing an addendum.

Written notice will be given to all parties who have been furnished the RFP without divulging the source of the request. If an applicant fails to notify STDC prior to the date and time fixed for submission of proposal of an error or ambiguity in the RFP known to the applicant, or an error or ambiguity that reasonably should have been known to the applicant, the applicant shall not be entitled to additional compensation or time by reason of the error/ambiguity or its late resolution. STDC may also modify the RFP prior to the date and time fixed for submission of proposals by issuance of an addendum to all parties who have received the RFP. All addenda will be numbered consecutively beginning with the number one (1).

2. Proposal Preparation Cost. Costs for developing proposals are entirely the responsibility of the applicants and shall not be chargeable to STDC.

3. Economy of Presentation. Proposals should not contain promotional or display materials, except as they may directly answer, in whole or in part, questions contained in the RFP. Such exhibits shall be clearly marked with the applicable reference number of the questions in the RFP. Proposals must address the requirements set forth in the RFP in a concise and clear manner. Proposals that do not address each criterion may be rejected and not considered.

4. Implied Requirements. Services not specifically mentioned in this RFP, but which are necessary to provide the functional capabilities described by the applicant, shall be included in the proposal.

5. Compliance with RFP Specifications. The applicant’s response must coincide with the format of the RFP, as instructed, beginning with page one of the RFP.

6. Status/Disposition of Proposal. All proposals become the property of STDC and will not be returned to the applicant.

7. Contractual Development. The contents of a successful proposal may become contractual obligations if a contract is awarded. Failure of the applicant’s to accept those obligations may result in the elimination of the proposal from the selection process. The contents and requirements of this RFP may be incorporated into any legally binding and duly negotiated contract between STDC and the selected vendor(s).

FORM E-2: WORK PLANS – INSTRUCTIONS

Ryan White and State Services:

The purpose of the Ryan White Service Delivery and State Services Programs is to improve the quality, availability, and organization of health care and support services for individuals and families living with or affected by HIV. Eligible services to be provided include comprehensive outpatient health and support services for persons living with HIV (PLWH).

In awarding grant funds for these activities, the AA will strive to:

• Complement existing services programs,

• Prevent unnecessary duplication of services, and

• Initiate needed HIV services programs where none exist.

The respondent’s work plan should describe how the funds will be used to deliver comprehensive outpatient health and support services to eligible individuals. The eligible services to be provided with these funds are defined in the DSHS’s Standards of Care available at https://www.dshs.texas.gov/hivstd/taxonomy. The work plan should emphasize the objectives for HIV Services in the HIV Service Delivery Area (HSDA).

Applicants seeking Ryan White Part B and HIV State Services funds should actively collaborate with other community organizations to ensure comprehensive HIV care for eligible individuals, maximize access to needed services, coordinate care and support services by leveraging the strengths of different organizations within the community. This includes partnering with Federal Qualified Health Centers, Local Health Departments, and other Community Organizations in the service area to meet client’s needs, make successful referrals to one another, and avoid gaps in care. Collaboration helps avoid duplication of services and ensures that funding is used effectively by identifying which agency is best suited to provide specific services. By working with other organizations, applicants ensure clients receive a holistic approach to HIV Care and Support Services.

HOPWA:

The purpose of the HOPWA Program is to help eligible persons living with HIV and their households establish or maintain affordable housing, reduce the risk of homelessness, and improve their access to health care and supportive services. Stable housing helps PLWH access comprehensive healthcare, adhere to HIV treatment, and achieve viral suppression.
