About this file
This document is a NASA Research and Education Support Services (NRESS) Work Plan for the 2019 Discovery Program Announcement of Opportunity (AO). Arctic Slope Technical Services, Inc. will support NASA's Science Mission Directorate in managing the solicitation process for the Discovery Program, with a performance period from April 19, 2019 through January 31, 2020. Key responsibilities include publishing the AO on NSPIRES, supporting a pre-proposal meeting, managing Notices of Intent (NOIs) and proposal submissions, coordinating scientific and technical monitoring committee (TMC) reviews, organizing panel reviews, and supporting selection committee meetings.
The work plan outlines a detailed timeline with critical dates, including NOI due date of 4/30/19, proposal due date of 7/1/19, and expected panel dates in September 2019. The contractor will handle multiple administrative and logistical tasks such as setting up electronic submission systems, screening proposals for compliance, coordinating reviewer assignments, preparing evaluation forms, managing conflict of interest reports, and providing support for various NASA review committees. The solicitation is expected to receive approximately 35 proposals, with 70 total panelists (65 non-government) across 6 panels, culminating in a selection meeting in December 2019.
