About this file

This is Amendment 5 to a Request for Proposals (RFP) for NASA Research and Education Support Services (NRESS) III, issued by NASA/Goddard Space Flight Center. The amendment extends the proposal submission deadline to February 24, 2026, at 3:00 p.m. Eastern Time and revises key solicitation requirements including the Statement of Work (SOW) with new Information Technology (IT) and policy compliance requirements, as well as the proposal preparation instructions and page limitations. The RFP solicitation number is 80HQTR26R0002, with a contract value range from a minimum of $2,000,000 to a maximum of $365,000,000 over the five-year base performance period beginning December 1, 2026. The contract type is Cost-Plus-Fixed-Fee (CPFF) Indefinite-Delivery Indefinite-Quantity (IDIQ) with task orders, and the incumbent contractor information is referenced as Contract Historical Data. Award is expected in December 2025, with a 60-day phase-in period to commence October 1, 2026, to be performed under a separate firm-fixed-price order.

The revised RFP requires offerors to submit four proposal volumes: Offer Volume (Section L.8), Mission Suitability Volume (Section L.10, limited to 50 pages), Cost Volume (Section L.11), and Past Performance Volume (Section L.12, limited to 50 pages for information from the offeror). Key proposal components include organizational conflict of interest avoidance plans, risk identification and management approaches, task order management procedures, staffing and phase-in plans, position qualifications, total compensation plans, and IPv6 and Artificial Intelligence (AI) disclosures. Evaluation will be based on Mission Suitability (weighted at 400 points for technical approach and 400 points for management approach, plus 200 points for IT Requirements Analysis), Cost (price analysis and cost realism), and Past Performance factors, with cost being significantly less important than the combined Mission Suitability and Past Performance factors. Proposals must be submitted electronically via NASA's Enterprise File Sharing and Sync Box (EFSS Box), and offerors should notify the Contracting Officer (Chanda Cannon) at least 48 hours before submission.

(a) The minimum amount of supplies or services that shall be ordered during the effective period of this contract is $2,000,000.00. The maximum amount of supplies or services that may be ordered during the effective period of this contract is $365,000,000.00. All orders placed under this contract will be applied to the minimum and maximum specified in this paragraph.

Funds clause, equals or exceeds the minimum amount stated in paragraph (a).

(c) The maximum amount is reached when the sum of the dollar amounts of all ordered supplies or services, except for any adjustments made pursuant to the Limitation of Cost or Limitation of

Funds clause, equals the maximum amount stated in paragraph (a).

(d) The maximum amount, if reached, precludes the issuance of further orders for supplies or services under this contract. However, reaching the maximum amount does not preclude adjustments to the dollar amounts of existing placed orders, for actions that are within the scope of the placed orders, and which are made pursuant to existing contract authority, such as the

Changes clause.

(End of clause)

B.3 GSFC 52.216-91 SUPPLEMENTAL TASK ORDERING PROCEDURES (COST

(b) A proposal is required to support a request for an increase in the estimated cost of the contract or the task order. The proposal should be submitted as soon as possible after the above notification but no later than 115 days before the incurred costs are expected to exceed the estimated cost. This will allow adequate time for the Government to evaluate the proposal and to mutually establish any increase in estimated cost with the Contractor.

(c) (1) The proposal shall be submitted in the following format unless some other format is directed or approved by the Contracting Officer:

Incurred costs to date

Projected cost to completion

Total cost at completion

This data shall be submitted for all items in the property classifications of real property, equipment, special test equipment, special tooling, and agency peculiar property.

(2) Monthly data shall also be submitted for items of any acquisition cost in the classifications of materials and contract work-in-process (WIP). (2) If the Contractor, through the performance of this contract, is required to participate in technical reviews or provide engineering consultation services on its own proposals/quotations, products, or services (or those of its affiliate(s) or competitor(s)) provided under a different contract(s), the Contractor shall be ineligible to perform such work as a prime or subcontractor.

In the absence of available license exemptions/exceptions, the Contractor shall be responsible for obtaining the appropriate licenses or other approvals, if required, for exports of hardware, technical data, and software, or for the provision of technical assistance.

(b) The Contractor shall be responsible for obtaining export licenses, if required, before utilizing foreign persons in the performance of this contract, including instances where the work is to be performed on-site at NASA HQ and other NASA centers, where the foreign person will have access to export-controlled technical data or software.
