About this file
This is a procurement determination letter issued by the Arizona Department of Administration, State Procurement Office, regarding a late offer submission for a Foreign Language Translation and Interpretation Services contract (Reference No. BPM005633). The determination addresses whether a late offer submitted by Effectiff should be accepted under Arizona Revised Statutes Section 41-2534 and Arizona Administrative Code Section R2-7-C307.
The State Procurement Office rejected Effectiff's late offer submission, determining that the offer would not have been received by the due date and time but for the action or inaction of personnel directly serving the purchasing agency. However, the procurement officer's rationale indicates that Effectiff did not contact the APP Help Desk to seek assistance with technical difficulties and failed to proactively address submission issues. Although Effectiff claimed they were not informed of the open solicitation, documentation shows that Procurement Officer Stephanie Stevens sent a direct email notification to ricardo.guzman@effectiff.com on September 11, 2023. The determination was made following a thorough review of timelines and has been placed in the procurement file for documentation purposes.
