Offeror Response:
1.1 Overview of Business Operations
In 2006, Cayuse Technologies started as a go-to-market relationship between Accenture and the Confederated Tribes of the Umatilla
Indian Reservation (CTUIR), as an affordable, U.S.-based alternative to offshore delivery centers. In 2018, Cayuse Holdings was established as the parent/holding company for a set of subsidiary companies, providing the mechanism to separate its commercial business from its Government business, permitting a separation of Cayuse’s federal government practice.
In 2018, we established Cayuse Government Services, LLC (Cayuse) to represent our growing portfolio of Federal and State, Local, and Education (SLED) business. Cayuse is a Small Disadvantaged Business, 100% Indian-owned Small Business Economic
Enterprise (ISBEE), and a certified Disadvantaged Business Enterprise (DBE). We are a foremost provider of programmatic and certified diversity solutions for state and local clients. Our diverse business lines, workforce, and projects have extended across all 50 states, two U.S. territories, and 19 foreign countries, demonstrating our ability to scale and serve the client wherever they are.
Cayuse is ISO 9001:2015 Quality Management certified, demonstrating our commitment to quality, continuous improvement, and customer satisfaction. We implement rigorous principles and tools, data-driven decision making, and right-sized solutions to eliminate waste and save our customers time and money. We will form a close working partnership with the Arizona Department of
Administration (AZ DOA) to provide high quality interpretation and translation services and the best value to the State. We provide highly relevant services on our program for the Department of State (DoS), Overseas Support and Administrative Services (OSAS) contract, valued at $100M, which includes a task order for translation and interpretation services at US Embassies around the world and in the United States. Under the DoS OSAS, we also provided translation and interpretation services in the Middle East most notably for peace talks between warring factions in Afghanistan. We also currently provide bilingual English-Spanish speakers at our
Tier 2 service desks that serve the Bureau of Indian Affairs (BIA) customer in various locations throughout Arizona.
For the AZ DOA Foreign Language Interpretation and Translation Services (FLITS) contract, Cayuse is teaming with our partner, Translingua, LLC. TransLingua was founded and incorporated in 1984 as a language school offering foreign language and English classes to individuals, private businesses, and government agencies. Over the years, TransLingua has expanded, and today they offer a full range of translation, localization, interpretation, transcription, proofreading & editing, desktop publishing and other language services.
TransLingua is a small, fully woman-owned and controlled company with 10 permanent staff covering offices in New York City and
Boulder, CO. They are a nationally certified Woman Business Enterprise (NWBOC – RWBE 14505), New York State WBE certified
(no. 203887280), and New York City WBE certified (MWCERT2018-12). As a small business, their flexibility and thoroughness have gained many loyal clients and numerous accolades, such as the 2018, 2019, & 2020 Readers Awards for Top Language Service
Provider by the New York and New Jersey Law Journals. Backed by strong communication and project management systems, TransLingua’s experience and flexibility enable our team to keep clients informed at all times on the progress of their projects and to deliver on time and within budget.
Together, Team Cayuse presents highly relevant past performance in foreign language interpretation and translation, with strict quality standards, and at the best value to the AZ DOA. In our combined 40 plus years of experience, Team Cayuse has worked with numerous government entities servicing immigrants and non-English speaking populations across the United States. This work has included translations for US Diplomats, legal proceedings, peace-makers, public service notices, press releases, election literature, public health notices, educational materials, and webinars; interpretations for local government and school district meetings, court hearings, legal depositions, conferences, webinars, hospitals; as well as audio and video productions for public announcements, broadcast news, and documentaries. This combined with our broader work in the private and public sector means that our in-house staff is familiar with these types of projects and knows how to manage them, and our linguists are well versed in the subjects concerning AZ DOA’s target audiences.
