Document Page No. Section Paragraph Question Answer

Atch 01 3, 4 CLIN1005 and

CLIN2005

Can you clarify whether Year 1 for CLINs 1005 and 2005 should incorporate warrantees for systems purchased during Option 1 and Option 2, as it does for Year 1 of CLIN005 in the Base Program?

See "NOTE: One Year Included Warranty" located at the end of CLIN 0005. Hardware procured during either of the Option Periods for CLINs 0001 and 0002, if exercised, should include an initial pre-paid warranty period (of nominally one year) that commences following installation of the hardware. Any ongoing maintenance support beyond the warranty period (nominally, beyond the first year after installation) would be procured under CLIN 0005. Note that at this time, DNDO does not plan to procure new hardware during the Option Periods, and the Ordering Scenario described in Attachment 1 Pricing List does not include new hardware procurements during the Option Periods.

Atch 01 Will there be the opportunity to reevaluate the pricing after phases 1 and 2 due to technology changes and/or other criteria that may modify the equipment proposed to provide the government with best value?

The government reserves the right to request Final Proposal Revisions (FPR). Awards may also be made on the basis of initial Proposals without discussions with the Offerors. Offerors are therefore cautioned that each initial Proposal should contain the Offeror’s best terms.

Atch 02 60 Requirement Group 16 The cybersecurity requirements referemced are modeled after NIST SP 800-53 controls. The cyber security requirements are (1) NIST SP 800-53 controls (system specific) and (2) other CBP policies.

Atch 02 1 If a vendor has software solutions already deployed by CBP compliant with DHS hardening guidance are these solutions compliant for the RPM RP IDIQ requirements? No. While some RPM RP requirements may be identical to those from other programs, the RPM RP RFP contains new requirements. Compliance certification for RPM RP must be based on RPM RP requirements as listed.

Atch 02 3 FR-424 Are these artificial occupancies intended for replay and simulation purposes? Artificial Occupancies are occupancies generated by means other than use of the occupancy sensors and are primarily for operational testing and specialized vehicle scanning activities.

Atch 02 3 FR-450 Can you define the artificial occupancy functionality?

Artificial Occupancies are occupancies generated by means other than use of the occupancy sensors and are primarily for operational testing and specialized vehicle scanning activities. An example of an artificial occupancy functionality supplied by a vendor would be as follows. The system would provide inputs at the control console GUI that specifies that the system is to generate a variable number of (T) “test occupancies” (or other nomenclature per choice of the vendor) each with a given length of variable time (Z) . When the instruction is given by the operator to the RPM to conduct the “test occupancies”, the RPM will scan the detection zone for the set amount of time Z, regardless of the occupancy sensor readings. The resulting scan data is then sent to the recognition process to determine the categorization of any sources in the detection zone present (excluding sources mapped as part of the background radiation). This process will be repeated for the T times specified by the operator. The RPM will provide T occupancy files corresponding to each T occupancy of length Z.

Atch 02 3 FR-11-4 Is there a need to reset the occupancy counter?

No, there is no requirement for a resetting occupancy counter. But, the occupancy index is intended to allow reference of specific occupancies occuring at a given RPM, so a resetting counter combined with date information would meet the occupancy index requirements.

Atch 02 4 RPM-FR-20-1 Does each portal need to be fully functional in both directions or does the portal just need to sense the direction of the conveyance? (e.g. if a driver backs through the portal to be rescanned, do we want to eliminate/ignore the occupancy?) DNDO declines to provide further details. Offeror is encouraged to propose and explain its solution for this requirement.

Atch 02 4 OR-01a; FR 72 Does DNDO envision oversized loads to go through wide lane configuration ?

Over-size load is a term defined by Department of Transportation regulations while wide lanes are the physical configuration of inspection lanes built to accommodate oversized loads crossing through POE (when such loads occur frequently.) Over-sized loads are inspected even when no wide lane system is available.

Atch 02 4 OR-01a; FR 72 The terms of oversized and wide load are used interchangeably between OR-01a and FR-72; is there a difference between the load sizes, or are we to treat them the same? If there is a difference, please provide clarification.

Over-size load is a term defined by Department of Transportation regulations while wide lanes are the physical configuration of inspection lanes built to accommodate oversized loads crossing through POE (when such loads occur frequently.) Over-sized loads are inspected even when no wide lane system is available.

Atch 02 5 RPM-FR-64 Will DNDO define X and Y in the stated requirements as part of the classified document?

Yes. However, DNDO cannot share classified data with a vendor prior to contract award. Offerors are encouraged to refer to the range of brightness and radionuclides identifed in Attachment 15 in regards to the test data they provide for evlauation in Phase I. In Phase II, systems will be evaluated against modeled and benchmark sources.

Atch 02 5 Group 2 Does the government intend to supply X and Y values for Requirement RPM-FR-64? If so, how many weeks before proposal submission will this information be made available?

Atch 02 5 RPM-FR-06 Threshold Please provide performance data from the "currently-deployed technology" in order to demonstrate meeting Threshold or Objective. DNDO declines to provide information other than contained in the RFP (as amended) for this topic.

Atch 02 5 RPM-FR-58 Threshold ANSI N42.38-2015 Test Method 6.4.2 is assuming a speed of 2.2 m/s (or approx. 5 mph) for dynamic testing. How does this relate to requirement RPM-FR- 82 requiring perfromance at 7 mph (Threshold) or 12 mph (Objective) speed?

FR-58 sets the minimum level of neutron sensor sensitivity required for an RPM at ports of entry, and is tested to that sensitivity at 5 mph using the provided test method. FR-82 is based on operating the RPM with sources that change speed (i.e.

accelerate or decelerate) during the occupancy -- a practice the RPMs commonly see at ports of entry, and will be tested using the method described in the Clarification statement for that requirement in Attachment 2. Although these requirements are related, they are specified independently, will be tested independently (and using different procedures), and can be treated as independent requirements in a proposal.

Atch 02 5 RPM-FR-64 The requirement states “The system shall refer conveyances containing the presence of nuclear threats and materials in conveyances undergoing scanning, either with correct or incorrect categorization.“ Explain the intent of the X% and Y% values?

The values of X% and Y% are cumulative measures of the probability that a system will properly detect an object, weighted by each object’s importance and likelihood. The value of X is the classified value at which the currently deployed fleet performs; any future passive radiation detection system that is scanning vehicles at Ports of Entry must meet this threshold for deployment. The value of Y is the classified level of performance at which systems are desired to perform. For the specific RPM functional design required by the Government for this procurement, ‘detection’ occurs when a conveyance with a source is referred for inspection (rather than when the system alarms, because there can be multiple alarm conditions). FR-64, which is a daughter functional requirement of OR-6, states that for an evaluation of an RPM against the value of X and Y, the detection component is based on the proper referral of these objects and not correct categorization of the objects.

Atch 02 6 RPM-OR-06a Threshold Please provide a fluence rate from the Sr-90 source with 1 cm steel shielding DNDO will not provide information beyond the source activity previously provided.

Atch 02 8 FR-105-1 In the case of multiple isotopes or classes identified, what is the order for displaying the alarms? In order of confidence or threat severity? There is no requirement for the order of alarm display in this case.

Atch 02 8 FR-48 If the raw spectra account for 20 keV or higher, do we have the freedom to have a higher cut off in software (e.g. 50 keV)? Can this cutoff be determined based on a tradeoff between reduced noise and absolute need to detect specific low-energy isotopes? DNDO leaves it to the discretion of the offeror to select best settings. Note that the software cut off value should be fully documented in the manual and changeable in accordance with the requirements.

Atch 02 8 RPM-FR-48 Clarification "… Poisson distribution of the background radiation" Please clarify the background radiation is the natural background without depression by the conveyance undergoing scanning.

No. The background radiation in this context includes suppression. A system which does not account for background suppression in determining the level of background radiation might meet Requirement RPM-FR-48 but possibly fail other requirements.

Atch 02 9 RPM-FR-83 Requirement "… when the background radiation counts are suppressed by 15 to 50% due to shielding effects". Please confirm the shielding effects are only caused by the conveyance undergoing scanning. Confirmed. The shielding effects are caused by the conveyance and its contents.

Atch 02 10 RPM-OR-08 Requirement "… operational settings selected to meet Requirement #6" Is Requirement #6 relating to RPM-OR-06 or RPM-OR-6a? DNDO will evaluate the requirement using the same system parameter settings as used for OR-6 and OR-6a.

Atch 02 15 RPM-OR-05 Clarification "… selected to meet Requirement 6" Is Requirement 6 relating to RPM-OR-06 or RPM-OR-6a? DNDO will evaluate the requirement using the same system parameter settings as used for OR-6 and OR-6a.

Atch 02 10 RPM-OR-08 Threshold Please confirm "… a flux of 0.93 photons/cm2 -sec" is the same as "… a fluence rate of 0.93 photons/cm2 per second"? DNDO declines to comment on the equivalency of fluence rate. To avoid potential errors and ambiguities, offerors are requested to use variables and units as specified.

Atch 02 11 RPM-65-2, RPM-65-3 Threshold & Objective Please clarify "... of at least 0.93 +/-0.5 Gamma-photons/cm2 per second ..." as the error of +/- 0.5 seems large when compared to RPM-FR-65-1. This was a typographical error. 0.5 should be 0.05

Atch 02 12 OR-3 Is the administrative operator the same as the manager? Yes, administrative operator in OR-03 should have been renamed manager per the functional requirements. Government staff members trained to operate RPMs will staff this position, although they may not be at any given site at all times.

Atch 02 12 OR-3 Is the administrative operator a vendor representative or someone trained on site? Yes, administrative operator in OR-03 should have been renamed manager per the functional requirements. Government staff members trained to operate RPMs will staff this position, although they may not be at any given site at all times.

Atch 02 13 RPM-FR-448 Can you provide clarification on the meaning of “3) Gamma Background Energy Spectral History”?

On legacy RPMs, the system managers can refer to historic background radiation measurements. These are broken down into energy spectra and are compared to more recent spectra to identify long term issues and trends at a site. The Government would prefer to keep this capability if available from the Offeror.

Atch 02 13 RPM-FR-09 & FR-448 Please provide description of "Calibration" as part of "Calibration settings", "Calibration validation", "Calibration values" and "Calibration date" Specific definition of calibration depends on the nature of the gamma and neutron sensors being used in the proposed solution. Sensor signal response to source radiation flux and radiation photon energy to sensor signal energy spectra would be considered the most common terms of alignment (and calibration) for most gamma sensors.

Atch 02 19 FR-388 What is the typical rep rate of the pulsed radiation imaging system? Two of the systems currently in use operate at 200 Hz with a 4 µsec pulse, or at 400 Hz with a 7 µsec pulse. Typical operation is 20 scans/hr, with duration of 25 sec/scan.

Atch 02 19 RPM-OR-14, RPM-FR-388 Threshold Please provide detailed information towards the duration of the increase Two of the systems currently in use operate at 200 Hz with a 4 µsec pulse, or at 400 Hz with a 7 µsec pulse. Typical operation is 20 scans/hr, with duration of 25 sec/scan.

Atch 02 19 RPM-OR-14, RPM-FR-388 Threshold Please provide detailed information towards the duty cycle of the Imaging System Two of the systems currently in use operate at 200 Hz with a 4 µsec pulse, or at 400 Hz with a 7 µsec pulse. Typical operation is 20 scans/hr, with duration of 25 sec/scan.

Atch 02 19 RPM-OR-14, RPM-FR-388 Threshold Please provide detailed information towards available signals to indicate activation of the Imaging System Further information is not currently available. The Government prefers that offerors indicate the type of signals they can process.

Atch 02 19 RPM-OR-15 Requirement "… performance to Requirements #6, #6a, and #8". Is Requirement #6, #6a, and #8 relating to resp. RPM-OR-06, RPM-OR-6a and RPM-OR-08? Yes.

Atch 02 20 RPM-FR-74 The Requirement seems to be missing a word (The RPM shall be shielded by ?). Can you provide the rest of the information? The sentence should read: "At minimum the RPM should be shielded by the equivilant of 1 cm steel and 0.64 cm lead when measured using a source producing 1.5 MeV radiation."

Atch 02 20 RPM-FR-74 Is the contractor required to shield the back and sides of the RPM? The Offeror is required to shield the back and sides of the RPM to the levels specified (or an equivalant level of reduction of external radiation). Verification will occur at 1.5 MeV.

Atch 02 20 RPM-OR-16 The private vehicle lanes require a 10ft max height. Can you confirm that the RPM must fit within this specification? No. Height restrictions refer to maximum vehicle heights.

Atch 02 20 RPM-FR-74 Objective "… at least 1 cm steal and …" Please confirm "steal" should be replaced by "steel"? Confirmed.

Atch 02 21 RPM-FR-266 Do these 4 images have a threshold and objective resolution? Are monochrome images sufficient in low light? Is additional light provided at the site or does the contractor have to provide them? What information do these images have to contain? Unfortunately, the answers to these questions are site-dependent due to vehicle location with respect to booths. Proper integration of the four images will be addressed during the integration phase, which occurs after contract award.

Atch 02 21 RPM-OR-18 Threshold

RPM enclosure requirements apply to basic consoles if a proposed console is designed to be operated out of doors. A means of providing basic operational capability needs to be supplied to officers working in invidual lane booths. The basic console may be detatchable from the system if the RPM system is typically operated by another console.

Atch 02 33 RPM-OR-10, RPM-OR-10a, RPM-

FR-100

Requirement & Clarification Please define a description of "the system" as this is lacking in Appendix 3 Glossary.

"System" in regards to OR-10 and OR-10a refers to the RPM data system being interoperatble with CBP data bases of PRIDE and ARDIS. In FR-100, "system" is the RPM of each selected vendor, being that the inferface for each vendor system will need to be defined for their specific output data.

Atch 02 39 RPM-FR-158-1 Is the “Basic Control Station” the same as the basic console? If not, what is included in a Basic Control Station? Yes. The correct term in both cases is actually Basic Control Console.

Atch 02 41 RPM-FR-414 Threshold Please clarify "water up to 4 feet deep" The system is required to prevent the intrusion of water into the enclosures when the static level of water rises to four feet above the base of the RPM.

Atch 02 42 RPM-413 Does this apply to connectors above 4ft? Or just to connectors in the 4ft flood zone? The requirement applies to all connectors for a Zone A system except those with appropriate conduit installation.

Atch 02 44 RPM-OR-31 Threshold Does "the same physical configuration" allow for replacing parts in the RPM? Yes. Same physical configuration allows for replacement of identical or government-authorized replacement parts.

Atch 02 45 RPM-292-1 Would something inside the enclosure be considered “accessible”?

No. Per the UL 61010 definitions, "Accessible" means those surfaces and controls that are accessed or can be touched during normal operations. Neither situation would occur unless something inside the enclosure needs to be accessed while the operator is scanning.

Atch 02 47 RPM-308-2 Can we assume shore power will be disconnected prior to maintenance? Or do we need to provide a lockout for the shore input inside the enclosure? For maintenance purposes, both shore power and UPS power must be isolated using a lockout device.

Atch 02 50 RPM-FR-400 Threshold Will the procedure be provided?

Where will the label be placed not to contravene with RPM-FR-298?

The procedures should be vendor-defined if procedures are needed. If the clarifications for FR-400 require a label be affixed to the outside, then FR-400 takes precedence over FR-298. If not required to be placed on the outside, labels may be placed inside of an access panel, thus only viewable when required.

Atch 02 52 RPM-FR-406 Can you clarify whether the intercoms mentioned in the requirement are provided or if the contractor is expected to provide and/or power them? With whom is the supervisor communicating (driver, operator, portal?). The Offeror should provide a means of integrating intercoms within their operator control stations only.

Atch 02 53 RPM-FR-114 Can you clarify whether the console must be built into the portal? Can it be removed as required? Can you provide additional information on the physical console requirements?

The console does not have to be built into the portal. Control Consoles permanently located with the RPM outdoors must meet the requirements for the RPM enclosure as they are considered part of the RPM. Alternately, the Control Console can be located within the booth nearby the lane, which is a controlled environment.

Atch 02 53 RPM-FR-410 Requirement Please provide a description of "task window" In this instance, "task window" refers to an element of the Graphical User Interface - a graphical control element on a display screen in a system. A task window is a display screen window for a given RPM task, such as calibration.

Atch 02 56 RPM-FR-8-1 Do we need to alert the drive on an over-speed condition? Is it sufficient to have these indicators on the console only? There is no requirement to notify the driver.

Atch 02 58 RPM-FR-375 Do the images dispalyed need to account for bi-directional traffic? No

Atch 02 60 RPM-OR-11 Requirement & Threshold please supply "requirements and guidelines provided by the CBP ISSO" and "CBP's IT security and cybersecurity protocols" Please refer to Attachment 2, Group 16, Cyberecurity Requirements.

Atch 02 70 RPM-FR-434 Requirement Where is the "red visual indicator and audio error indicator" to be located? They must be located so that the operator of the control console can see or hear them, as appropriate.

Atch 02 71 RPM-FR-102-5 Requirement Is this requirement to be interpreted that a manager can pick-and-choose the type of errors that will be recorded in the event log? Yes.

Atch 02 75 Req Group 19 N/A Is CLIN item 0007A - Operator/User Training equivalent to the listed Requirements Item RPM-FR-469? Yes.

Atch 02 75 Req Group 19 N/A Is CLIN item 0007B - Train-the-Trainer Training equivalent to the listed Requirements Item RPM-FR-468? Yes.

Atch 02 75 Req Group 19 N/A Is CLIN item 0007C - Technical Maintenance Training equivalent to the listed Requirements Item RPM-FR-471? Yes.

Atch 02 75 Req Group 19 N/A Is CLIN item 0007D - Technical Staff Training equivalent to the listed Requirements Item RPM-FR-472? Yes.

Atch 02 75 Req Group 19 N/A Is CLIN item 0007E - Annual Web-Based Refresher Training equivalent to the listed Requirements Item RPM-FR-470? Yes.

Atch 02 76 Req Group 19 N/A RPM-FR-470 states that an annual refresher course shall be web-based and in “CBP Office of Training Development (OTD) format.” Can DNDO provide a copy of the CBP OTD format? Please see the archive "ILT_Templates_2014-June.zip" obtainable through the instructions in RFP Attachment 19.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Threshold Please confirm "... emitting a flux of at least ..." is the same as "... emitting a fluence rate of at least ..." DNDO declines to comment on the equivalency of fluence rate. To avoid potential errors and ambiguities, offerors are requested to use variables and units as specified.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Threshold Please clarify "... per second at 122 cm." Assuming 122 cm is a distance, please clarify between which points the distance of 122 cm is measured.

Alternatively can the offerer assume a uniform radiation field over the surface of the detector? This reference means "at a radius of 122 cm from the center of the source."

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Threshold Please clarify "... categorize 99% (at 70% confidence) cargos with …" To meet this requirement, Offeror's system must correctly categorize 99% of NORM cargos passed through the RPM, with a sufficient number of passes to determine performance with a confidence level of at least 70%.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Objective Please clarify "... categorize 99,9% (at 70% confidence) cargos with …" To meet this requirement, Offeror's system must correctly categorize 99.9% of NORM cargos passed through the RPM, with a sufficient number of passes to determine performance with a confidence level of at least 70%.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Threshold Please indicate where the dose rate (in uR/h) of the "...Minimum Net Emission Rate (MNER) …" is measured. Please review the Clarifications Column for this requirement in RFP Attachment 2, Amendment 1.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Objective To demonstrate, RPM-65-1, -2 and -3, "...a correct categorization probability of 99.9% @ 70% confidence..." it will take 1205 trials with all correct categorization. Has DNDO determined the number of test cases required to meet all requirements for false alarm rate, detection and classification rate at the stated confidence levels and if yes, how many? DNDO will assess all requirements, to the levels of confidence specified, through a combination of empirical measurements and modeling. DNDO declines to disclose evaluation factor information not included in the RFP.

Atch 02 10&11 RPM-65-1, RPM-65-2, RPM-65-3 Threshold & Objective

Does DNDO expect the vendor to provide objective evidence for the performance, including all different isotopes listed and all combinations, if not which ones?

Offerors should provide whatever evidence of performance that they can to support the requirement. Since NORM materials can contain mulitple NORM radionuclides, providing evidence that demonstrates both low-flux categorization and mixed nuclides will strengthen claims of meeting the objective.

Atch 02 various various various Which of the consoles mentioned in the document ("SUPERVISORY CONTROL CONSOLE", "CONTROL CONSOLE", "MONITOR CONTROL CONSOLE", "PORTAL CONTROL CONSOLE", "PORTAL CONSOLE" and "BASIC CONSOLE") are included in "All Controle Consoles"? All items referred to as "console", as well as references to "basic control station", are included in the "all control console" category.

Atch 02 Appendix 1,2,3 and 4 The Appendicis in Attachment 2 are all marked "HSHQDC-17-R-000XX". Does this imply these appendicis are to be modified? No, this was an oversight. The solicitation number for the appendices to Attachment 2 should be the same as listed on each page of the main section of Attachment 2.

Atch 02 Appendix 3 What is the difference between "SiteID" and "StationID" as the glossary provides same description? This was an oversight. "Site ID" refers to a port of entry. "Station ID" refers to a specific RPM.

Atch 02 RPM-OR-22 Attachment 2, RPM-OR-22 defines the high equipment operational availability (AOE) requirement as AOE=97.5%, where AOE = MTBM/(MTBM + ATAT). We interpret the Ao referred to in Attachment 6, Section 2.1 as the Site Operational Availability (AOS). Please confirm or clarify. Also, is AOS an Operational Requirement?

The AOE requirement focuses specifically on the availability of the RPM systems procured under this solicitiation, excluding turn around time due to work performed on-demand and due to delays by the customer. Attachment 6 is only an example of a maintenance plan which can be used as a reference for Offerors in developing their proposal. AOS is not an operational requirement.
