SECTION I – Supplies or Services and Pricing/Cost
(CONTINUATION OF SF 1449, BLOCK 10)
1.1 Contract Type
This is a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) Contract with Time and Materials (T&M) CLINs for Ad Hoc Engineering Services and Ad Hoc Maintenance Services and Material. This Contract will be issued in accordance with Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items for Radiation Portal Monitors (RPMs) in support of the Department of Homeland Security (DHS), Domestic Nuclear Detection Office
(DNDO).
1.2 Contract Term
The term of the contract(s) will be a five-year base ordering period, with two five-year option ordering periods for a total term, if all options are exercised, of fifteen years.
1.3 Contract Minimum/Maximum
(a) The minimum guaranteed amount for each IDIQ contract is three (3) RPM systems. The minimum guarantee will be obligated on the base IDIQ contract at the time of award. Orders beyond the guaranteed minimum will be determined by user needs. The exercise of an option does not re-establish the contract minimum for the IDIQ contracts. The Government has no contractual obligation to issue Orders beyond the guaranteed minimum.

RPM RP Request For Proposal Section II – Description/Specifications/Statement of Work
SECTION II– DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
INTRODUCTION
2.1 Background
One of the highest-consequence terrorist threats to the nation is the potential detonation of a nuclear weapon on U.S. soil. Other nuclear and radiological threats, such as the use of an improvised nuclear device, radiological dispersal device (RDD), or a radiation exposure device (RED) may also result in significant loss of life and economic damage. As the unified border security agency, U.S. Customs and Border Protection (CBP) has a priority mission to prevent terrorists and terrorist weapons from entering the United States, and to interdict potentially dangerous cargo or individuals attempting entry. Concurrently, CBP must ensure the timely and efficient movement of legitimate trade and travel in support of the U.S. economy. CBP’s mission integrates homeland security, safety, and border management to ensure all goods and persons crossing U.S. borders do so in accordance with applicable laws and regulations including Nuclear Regulatory Commission and Department of Transportation regulations for the importation and movement of radiological material.
CBP employs a layered enforcement protocol to execute this mission, including cooperative supply chain security efforts at ports of departure, industry partnerships, screening of inbound shipment data, and scanning and inspection at ports of entry (POEs). CBP’s inbound advanced targeting activities ensure high-risk shipments are pre-selected for inspection prior to being allowed entry into the United States. Furthermore, CBP employs a variety of advanced inspection technologies or physical examinations to locate threat objects which may be smuggled in legitimate commerce. Scanning for radiological/nuclear (R/N) threats and materials at POEs is one of CBP’s primary methods to detect the presence of R/N material. CBP currently uses Radiation Portal Monitors (RPMs) to conduct this scanning. See Attachment 16, Radiation Portal Monitor Role, for a more detailed description of how the RPM is used at US POEs.
The Domestic Nuclear Detection Office (DNDO) was established within the Department of Homeland Security (DHS) on April 15, 2005, with National Security Presidential Directive- 43/Homeland Security Presidential Directive-14 (NSPD-43/HSPD-14). It directed the DHS Secretary, in coordination with the Attorney General and Secretaries of State, Defense, and Energy, to establish the national-level DNDO. Although CBP began working to procure, install, and operate RPMs in direct response to the September 2001 terrorist attacks, DNDO assumed authority for all RPM Program acquisition activities in October 2006 upon enactment of the Security and Accountability for Every Port Act (SAFE Port Act) of 2006.
The SAFE Port Act mandates radiation scanning at the 22 seaports through which the greatest volume of containers enters the United States. It further mandates the deployment of next generation radiation detection technology, where practicable. The act also requires development of a strategy for deploying radiation detection capabilities to all other U.S. POEs.
CBP now scans 99.8% of the containerized cargo entering the United States through sea POEs using polyvinyl toluene (PVT) gamma detectors and helium-3-based neutron detectors. These RPMs employ an energy windowing algorithm to discriminate potential special nuclear material (SNM) from naturally occurring radioactive material (NORM). The remaining 0.2% of containerized cargo arrives at lower volume sea ports and is scanned via a mixture of fixed RPMs, mobile RPMs, or handheld radiation detection equipment (RDE) based on risk. CBP also uses RPMs to scan 100% of passenger and cargo vehicles entering at land POEs.
See Attachment 15, Benchmarks for a description of general performance characteristics of related detection systems and a broad overview of how systems are evaluated against the threat.
2.2 Mission and Objectives
The mission of the DNDO is to coordinate development and implementation of the Global Nuclear Detection Architecture (GNDA), including the trans-border sub-layer, to detect (through technical and non-technical means), analyze, and report on nuclear and other radioactive materials out of regulatory control. In support of this mission, RPMs are utilized at U.S. sea and land POEs by CBP to scan cargo and conveyances in order to prevent the smuggling of R/N threats or threat materials into the United States, while facilitating the flow of legitimate trade and commerce.
DNDO’s objective is to protect the United States, its people, territory, and its interests against the unauthorized importation, possession, storage, transportation, development, or use of an unauthorized nuclear explosive device, fissile material, or radiological material, and protect against attacks using such devices or material. It accomplishes this objective, in part, through the acquisition of radiological/nuclear detection systems for DHS components.
2.3 Definitions
The following terms are defined for use in this document:
• Ancillary: Providing something additional to a main part or function; auxiliary or assisting. For the scanning of R/N material at Sea and Land POE, the traffic control equipment (such as gate arm, traffic lights, monitoring cameras, etc.) at the POE Gate/Lane is considered ancillary.
• AOE: Equipment Operational Availability. AOE = Mean Up Time/(Mean Up Time + Mean Down Time).
• Average Turn-Around Time (ATAT): The average amount of time the system is not available for operations when removed from service (i.e., tagged out of operation) for repair or scheduled maintenance, to include logistics delays in obtaining necessary components, parts, tools, and technicians to complete the repair or maintenance.
ATAT is the combined total of MTTR and logistics delay time.
• Configuration: A form of the RPM designed for a specific location or scanning purpose using the same model gamma sensor and same model neutron sensor as the Standard Cargo RPM.
• Conveyance: A transport which carries some form of cargo, persons, or both.
Conveyances include, but are not limited to, motorcycles, personally operated vehicles, semi-trucks and trailers, motor homes and farm or construction equipment, such as tractors or dump trucks.
• Cumulative Operating Hours: Total amount of time the system (or fleet of systems) has been on line in actual operation during a specified period of calendar time.
• Diagnostics Data: System software data used to determine or troubleshoot the cause(s) of faulty function or error in the system’s operations.
• Downtime: The amount of time that the system is not capable of being operated for any reason, such as breakage, being out for repair, or the logistics associated with the repair. Mean Downtime is the average downtime for a fleet of systems, or a single system unit, over a specified period of calendar time.
• Error Logs: System software data files containing recorded instances of system software malfunctions during system operations.
• False Alarm: Referrals for additional inspection of occupancies that contain no radiation signature above normal background levels. False alarms take time to adjudicate, delay legitimate commerce, and divert limited CBP resources away from other inspection functions.
• Line Replaceable Unit (LRU): A modular component that is designed to be replaced quickly at an operating location. Each is assigned a unique logistics control number.
• Locally Accessible: System operation, status, and maintenance data can be accessed from the system interface located nearest to the scanning site.
• Mean Time Between Maintenance (MTBM): The average time interval that the system successfully operates without being removed from service due to maintenance, be it scheduled preventive maintenance or unscheduled repair from system failure.
• Mean Time to Repair (MTTR): The average time required to repair the system after failure or for preventive maintenance (active repair time only). MTTR activities include tag-out, troubleshooting, disassembly, repair, removal, replacement, reassembly, alignment, adjustment, and checkout. The logistics delay time is not part of MTTR.
• Micro-Roentgen: Unit of measure depicting radiation energy in 1 gram of air.
• Modification Kit: A set of replacement hardware designed to modify/upgrade an existing system. The new hardware replaces specific components in the legacy system, and relies on the remaining legacy hardware to provide complete system functionality.
• Nuisance Alarm: Referrals for additional inspection of legitimate commerce where a Naturally Occurring Radioactive Material (NORM) signal above normal background is present in the occupancy. Nuisance alarms are generated by NORM, which is primarily composed of the nuclides K-40, Th-232, Ra-226 and daughters, both individually and in combinations. Nuisance alarms take time to adjudicate, delay legitimate commerce, and divert limited CBP resources away from other inspection functions. Nuisance alarms also have the effect of diverting officer attention away from potentially more serious threats. The RPM system must have the capability to detect and categorize/identify NORM levels spanning the range from less than one pallet to a whole container-full.
• Occupancy: When the detection zone is occupied with an object (e.g., person, vehicle, package) that is being monitored.
• Parameter Settings: Specified metrics that define the objects, radionuclides, categories, alarm settings, etc., which the system uses to recommend referral for additional inspection or release.
• Predictive Maintenance Data: Data regarding key operational parameters of system components and communications that, through periodic analytical review by maintenance technicians, can reveal emerging signs of upcoming failure or degradation, enabling corrective maintenance actions that preempt a system casualty.
• Referral: Alarm condition of a primary RPM detector, in which an occupancy is referred to secondary screening for further inspection and adjudication.
• Release: Non-alarm condition of a primary RPM detector, in which an occupancy is released for onward travel. Note that this condition includes situations where the RPM detects the presence of legitimate medical nuclides or NORM in permissible quantities.
• Remotely Accessible: System operation, status, and maintenance data can be accessed from system interface sites located in CBP command centers away from the scanning site.
• Replay Tool: A stand-alone software tool that mimics, given an input file, the signal processing, recognition algorithm, and alarm logic of a radiation detection system.
• Spare: A complete system, or equivalent number of subsystem components, that is/are held in inventory as a contingency for unexpected repairs or system demands.
• Special Configuration: An alternative configuration of a standard cargo RPM that uses add-on options, such as additional LRUs or different enclosures, to meet specific subsets of requirements (for example, cold environments, hot environments, and flood zones). Note: if the alternative configuration requires substantively different hardware from the standard cargo RPM configuration (for example, different gamma or neutron detectors), then the configuration is considered a separate, different system.
• System Health/Maintenance Status: A summary description of the system’s state of readiness to operate, compliance with performance parameters, and compliance with preventive maintenance and calibration schedules.
• Uptime: The amount of time that the system is operating or capable of operating, not including scheduled preventive maintenance. Mean Uptime is the average uptime for a fleet of systems, or a single system unit, over a specified period of calendar time.
2.4 Requirements Overview
RPM Definition
A Radiation Portal Monitor, as defined in the American National Standards Institute (ANSI) N42.35-2016, is a “radiation detection system that measures radiation intensity, compares it to alarm criteria, and produces an alarm if the measured radiation intensity exceeds the criteria when monitored material passes through the detection zone.” In this case, the detection system monitors “people, packages, containers, and vehicles.”
Program Focus
The focus of the RPM Replacement Program (RPM RP) is the selective deployment of new RPMs to enhance mission effectiveness, gain operational efficiencies, and to address emerging mission needs. Currently, plans are to acquire and deploy approximately 200 RPMs between Fiscal Year (FY) 2018 and FY 2020. The new RPMs will be targeted for installation at high-volume POEs, particularly those that experience higher nuisance alarm rates than typically found at other locations.
2.5 Enterprise Architecture Requirements
The Contractor shall ensure that products and services conform to the applicable enterprise architecture—including DHS and DHS component business reference model (BRM), technical reference model (TRM), data reference model (DRM), service reference model (SRM)—of DHS and any DHS component to which the Contractor products and services are provided/fielded.
The Contractor shall provide documentation and technical assistance to support validation of product and service alignment and compliance with the enterprise architectures of DHS and any DHS component to which the Contractor products and services are provided/fielded. The Contractor shall also provide documentation and technical assistance, as required to support insertion of Contractor provided products and services, as directed by DHS and DHS component architecture governance bodies.
The Government will coordinate the details of DHS and DHS component enterprise architecture governance reviews and insertions and will determine requirements for supporting Contractor documentation and technical assistance. Modifications to equipment to ensure TRM compliance are not permitted unless authorized in writing by the IDIQ CO.
2.6 Post Contract Award Government Testing
Following contract award, DNDO and CBP will determine the changes required to optimize and deploy contracted systems at operational ports of entry. Systems installed at land and sea POEs will undergo System Optimization which involves adjusting parameters in order to maximize detection performance while minimizing nuisance alarms. Later, these same systems will be used for Field Validation (FV) and Operational Testing (OT).
In parallel with these test activities, the third group of systems will be tested at a national laboratory to ensure that they can be integrated on the CBP Information Technology network, that they meet CBP’s cybersecurity requirements, and to validate performance against selected sources using System Optimization settings. The Ordering Decision will be made in coordination with CBP based the Government’s needs at the time of ordering. The Government will purchase the selected systems for fielding at selected POEs via the existing IDIQ contract(s).
CBP Government requirements may necessitate procurement of the 200 RPM systems from more than one vendor. Examples of this possibility would include RPM solutions that work better than others in a given operating environment (e.g., hot versus cold weather, low versus high humidity/moisture conditions, etc.) or the use of more capable systems as secondary screening devices. Alternately, it is possible that one RPM solution may be capable of meeting all the distinct requirements of CBP at the time of the final ordering decision.
Note: the Government will conduct security vulnerability testing during post award testing, as a part of the cybersecurity assessment described above. For systems that are selected for fielding, the Using Component will conduct recurring security vulnerability testing unless a more advantageous solution is proposed as part of the contractor’s annual maintenance.
