DRAFT
REQUEST FOR PROPOSAL – ATTACHMENT 2
Radiation Portal Monitor System Requirements
In support of the Domestic Nuclear Detection Office (DNDO) RFP #HSHQDC-17-R-000XX, below are the Government’s requirements for the Radiation Portal Monitor (RPM) system.
Background: There are two requirement sections to this Request for Proposal. The first section consists of the Operational and Functional requirements which define the operational and functional capability of the system. The second section defines the Cyber Security requirements that the system must meet to provide baseline cyber security capabilities to support secure operation of the RPM Replacement on CBP’s network. The first section of the document is divided into the following Sub-factor groups:
Operational and Functional Requirement Sub-factors
1. Applicability 7. Physical Interoperability 13. Law Enforcement Suitability
2. Detection Capability 8. Manpower 14. Cybersecurity
3. Selectivity 9. Network Interoperability 15. Availability
4. Flexibility 10. Survivability 16. Maintainability
5. Noise Tolerance 11. Safety 17. Training
6. Capacity 12. Human Factors
The requirements consist of operational requirements (marked as OR), which indicate the operational needs of the Government, and related functional requirements (marked as FR). A subset of these requirements is considered key performance parameters (KPPs) and, as such, are those requirements deemed essential or critical for an effective system. Failure to meet a KPP requirement will weigh heavily as a significant weakness, in assessing the overall value and performance of the system. Similarly, failure to meet a non-KPP requirement will be considered a weakness in assessing the overall value and performance of the system. DNDO is providing this information so that Offerors may have a better understanding of the totality of characteristics that DNDO values in a system. A tradeoff analysis will determine whether the overall value of the total system outweighs the compromise of any requirements not met. DNDO is interested in selecting from among a wide range of offerings, trading combinations of performance against price.
The second section of the document defines the cyber requirements in tables which indicate the essential cyber security requirements that an RPM Replacement system must achieve. The first column provides a reference to the NIST 800-53 control, the second column provides the NIST control name. The specific cyber security requirements are listed in the third column. These requirements are modeled after the NIST controls and in a few cases modifications have been made in order to meet CBP’s needs for the RPM Replacement system.
