Phase 1 screen

DS-1 indicates a notification to vendors for bailment agreement planned for April 2017. Once the offeror has received notification of the bailment, in ADE-2b; when is the offeror required to deliver the agreed to, two units, after receipt of order (ARO).

4 N/A N/A N/A How quickly after DS1 do you expect to receive systems?

5 N/A N/A N/A There is a short period to produce systems. How does the government define "Off the Shelf?"

The objective of this program is to procure commercially available non-developmental devices. These devices are expected to already be designed and to some extent integrated. It is understood that vendors may be providing some customization to meet Government requirements. Refer to Section 12.4 of the RFP for more information.

6 N/A N/A N/A What is the RFP schedule? The RFP has been released to FedBizOpps

8 N/A N/A N/A At what phase will a system be required to communicate with the CBP network?

Integration with the CBP network will occur after Phase II of the source selection, for systems selected at Phase 2 and awarded an IDIQ contract then communication with CBP network will start

9 N/A N/A N/A TSA is sharing classified threat basis, why don’t you?

10 N/A N/A N/A Will the new threat basis be made available to vendors?

11 N/A N/A N/A

Acceptance criteria w/o a threat matrix to enable us to tune the algorithms is not effective. Is it possible to get someone from the company read in (to the classfied list)?

12 N/A N/A N/A Is the new threat matrix at DNDO the same at NNSA ?

Although the origin of both is identical, NNSA and DNDO's RPM programs are focused on different pathways.

Vendor systems included in the competitive range at Downselect 1 now

Phase I would be expected to ship in May 2017 to support the start of

Characterization and Environmental testing in June 2017. For vendors included in the competitive range, details and concerns with respect to shipping timelines should be communicated to the Contracting Officer.

TSA's threat basis and DNDO's threat basis are neither identical nor classified at the same level. DNDO is considering sharing threat basis information with vendors selected after Phase II, once a contractual relationship has been established. See Attachment 15 of the RFP for a list of vendor benchmarks consisting of isotopes that span a range of brightness and shielding configurations, that vendors can use to help tune their systems. Vendors should tune their systems in a manner that would detect and refer as much of the vendor benchmark list as possible, while maintaining a low chance of referring cargos containing low activity

Naturally Occurring Radioactive Material (NORM) and empty cargo conveyances.

RFP HSHQDN-17-R-0002 Page 1 of 35

13 N/A N/A N/A How should a vendor respond to the new threat matrix?

14 N/A Attachm ent 2

RPM-OR-

There are no instructions in the dRFP as to how to obtain access to the referenced Classified Annex within Attachment 2. Is this material available for review prior to final RFP? If so, could DNDO provide instructions to offerors to enable their review of the content.

15 N/A N/A N/A Is there a classified annex?

16 N/A N/A N/A Some vendor people are read into programs at other agencies. Is that an option for RPM RP Phase 3 ?

Access to classified information is dependent on multiple criteria that will be considered for each vendor selected in Phase 2 and with whom a contractual relationship has been established.

17 N/A N/A N/A Will companies be able to get any results from the STR?

Although the threat matrix will not be shared, all offerors will be debriefed on the overall System Threat Review (STR) methodology.

Offerors not selected in the source selection will be debriefed on the results of the STR for their proposed system. DNDO is also considering sharing with vendors selected in the source selection and with whom a contractual relationship exists the full results of the STR for their selected systems.

18 N/A N/A N/A Is it DNDO's intention to award 3 IDIQ contracts?

DNDO intends to award up to 3 IDIQ contracts based on a best value determination of capability and price.

19 N/A N/A N/A Will delivery orders be specific to a POE, vendor, etc?

Yes, Delivery Orders will be issued to the contractor using the IDIQ contract in place with that contractor, and will specify quantities and installation locations desired. A single order may cover multiple locations.

20 N/A N/A N/A Since two or more companies may choose to team, does DNDO need a copy of the teaming agreement in the proposal?

Yes, evidence of a teaming agreement is required.

DNDO will not be able to share the threat matrix with vendors before a contractual relationship exists.

22 N/A N/A N/A Do you require evidence of a life cycle cost?

23 N/A N/A N/A Rapid aging tests?

24 N/A N/A N/A For pricing, should it include unit cost as well as line items for maintenance and installation costs?

Yes, the price structure should include unit cost, installation costs (which may vary based on location), and maintenance costs. See questions # 54 and 55 for more information about installation pricing.

25 N/A N/A N/A Should the solution include neutron maintenance and life cycle costs?

Yes, the proposed annual maintenance cost should include any planned neutron detector maintenance over the lifecycle of the system.

26 N/A N/A N/A Is there a budget that supports the current fleet?

Phase 2 select

Does DNDO have procurement funding in 2017 to support contract award?

28 N/A N/A N/A Is RPM RP fully funded?

29 N/A N/A N/A If a vendor proposes a technology that has not already been vetted by

DNDO, is additonal testing required?

Every system selected at Phase I will be evaluated against the requirements in their totality. No additional testing is envisioned.

30 N/A N/A N/A Who has responsibility for security vulnerability testing?

The Government will conduct security vulnerability testing after Phase II and after awards are made. Following fielding, the using component will conduct recurring security vulnerability testing unless a more advantageous solution is proposed as part of annual OEM maintenance.

31 N/A N/A N/A Pre DS-1 how does the government validate KPPs ?

KPPs are heavily weighted during the source selection process. See

Sections 13.2 and 13.3 of the RFP for more information.

DNDO will consider relevant artifacts submitted to validate information provided in the proposal, giving the Government confidence in the offeror's ability to deliver as promised. Offerors are encouraged to submit test data concerning the performance, durability, and lifecycle of their systems (if available). DNDO does not plan to conduct accelerated lifecycle testing, but if the proposed system has undergone this type of testing, the results would be welcome. In this particular case, the onus of ensuring adequate system performance over the lifecycle of the system will be on the OEM, or any Industry partner performing maintenance services, within the maintenance price agreed to upon contract award.

The DNDO budget supports the planned acquisition of approximately 200 new devices and associated equipment, to include alternative material

(non Helium-3) neutron detectors. Additional new systems and/or mod kits would be considered if follow-on acquisition programs are delayed for any reason. Neither the 200 systems, nor the additional systems and mod kits, are sufficient to recapitalize the entire RPM fleet of approximately 1300 operational devices; follow-on programs are expected to do so.

RFP HSHQDN-17-R-0002 Page 3 of 35

32 N/A N/A N/A So the phase 1 testing is similar to the VCDE?

Characterization (Data Collection) testing performed during Phase II of the source selection will have some similarities to the VDCE but will be much more extensive. Refer to Section 13 of the RFP, and to the Test &

Evaluation Master Plan, for more detailed descriptions of the test events.

33 N/A N/A N/A Is there a role for the vendors during the data collection event?

Vendors will be requested to assist in installing and checking out their systems, providing training for Government-provided test operators, and available for phone and in-person troubleshooting (if necessary).

Normalization data may be collected with the vendor present, at the start of the Characterization Testing campaign. However, vendors will not be present during the Characterization testing conducted for evaluation purposes.

34 N/A N/A N/A When would the system connect to ancillary systems for evaluation?

Vendors' systems will be required to work with ancillary systems during

Phase 3, specifically Integration Testing. The Government is planning to assess evidence of the capability in Phase 2, as well. Refer to Section 13 of the RFP, and to Attachment 19, Test & Evaluation Master Plan, for more detailed descriptions of the test events.

35 N/A N/A N/A If a vendor brings multiple configurations -would the multiple configurations (different system componets) be tested?

For this procurement, "configurations" are considered to be designs that use the same sensor packages and Line Replaceable Units (LRUs) as the baseline "standard configuration", but either add additional components or use alternative sensor enclosures. Minor variations such as these can be considered as add-one to the "standard configuration" system and included under a single proposal. Offerors will be required to submit separate proposals for systems that use different sensor packages (for example NaI versus PVT) or for mod kits, and will be evaluated separately from other proposals submitted by the same offeror.

36 N/A Attach 2, Sect 1

RPM-FR-

“This requirement shall be tested when exposed to a Cf-252 neutron source with an emission rate of 20,000 n/s.”

The Cf-252 neutron test source above, will it be surrounded by 4 cm of high density polyethylene (HDPE), as specified by 6.1.8 of ANSI N42.38

2015?

Yes.

Objectiv e

Has DNDO determined the number of test cases required to meet all requirements for false alarm rate, detection and classification rate at the stated confidence levels and if yes, how many?

The Government is currently developing the detailed test plans to support this source selection.

RFP HSHQDN-17-R-0002 Page 4 of 35

38 N/A

RPM-65-

1, 2, 3

Does DNDO expect the vendor to provide objective evidence for the performance, including all different isotopes listed and all combinations, if not which ones?

Although it is not mandatory, Offerors are encouraged to submit objective evidence to validate any performance claims made in their proposals. Refer to Sections 12 and 13 of the RFP for desired forms of evidence. Relevant evidence provided by an offeror will give the

Government confidence in the Offeror's ability to deliver as promised, and will ultimately benefit the Offeror in the evaluation.

39 N/A N/A N/A Will the Govt test He3 and non-He3 systems if a vendor proposes both?

Yes, if both systems are selected to advance at Phase I Systems using different detectors should be proposed separately, and each proposed solution will be evaluated under its own merits.

40 N/A N/A N/A What is scope of test?

The Government will include in the Final RFP package a list of environmental tests that will be performed during Phase 2 of the source selection, in order to verify system performance against the requirements. Offerors will be given the option to decline having their system included in any of the individual Environmental Test events, but such a declination will be considered a failure of the test event (such a declination may be advisable in situations where the system is not expected to pass an individual test and may sustain damage as a result).

41 N/A N/A N/A What can Oak Ridge do test facility-wise?

The Government is still considering optimal facility options, based on the list of Environmental Tests to be performed and pros/cons of testing at each of the locations under consideration. If required, ORNL may construct a facility to perform all or part of the Enviornmental Tests.

42 N/A N/A N/A Does DNDO want the ability change settings remotely? DOE has prohibited this ability in their systems.

43 N/A N/A N/A Will there be a real time testing of changing system settings remotely?

Yes. DNDO and CBP desire the ability to change system settings remotely and securely. The Government will test if systems can accept changes to system settings during Phase 2, Characterization Testing, and will examine the response of the system against the replay tool for each set of settings. Furthermore, the Government will test if systems can accept changes to systems settings remotely over a simulated CBP network after award, Integration Testing.

RFP HSHQDN-17-R-0002 Page 5 of 35

44 N/A N/A N/A Can DNDO share what kind of testing was done?

The Government intends to provide test reports to each Offeror that participates in this source selection, detailing the results of their system's performance. The Government will include the maximum amount of information permitted by security regulations. The test reports are expected to be suitable for inclusion, at the Offeror's discretion, in proposals submitted for future procurements.

46 N/A N/A N/A Re: DS-1, there are 3 kinds of portals, standard, wide, and special.

SubCLINs 0001C and 0001D identified in the RFP are notional and can be tailored to best describe the configurations proposed by each Offeror. At the Phase I decision point, the Government will select the systems that will be tested during Phase 2 of the source selection. The Government anticipates selecting for testing the configuration that best meets requirements, nominally the standard configuration solution or the configuration certified for flood conditions.

47 N/A N/A N/A How will you deal with non-KPP requirements?

With the exception of KPPs, the word “requirements”, as it relates to

Attachment 2, means “desired capabilities.” DNDO is interested in selecting from among a wide range of offerings, trading combinations of performance against price. At a minimum, awardees’ systems must meet all KPPs before full rate production. See Section 13 of the RFP for more information on the evaluation.

Are there additional testing activities occurring between October 2017-

June 2018; the schedule as depicted seems to have a lot of extra time built in?

The Acquisition Strategy Flowchart provided at Industry Day has been updated to reflect estimated timespans based on current schedule performance, and will be included with the Final RFP. See RFP

Attachment 21 for this information.

49 N/A N/A N/A Will the government provide the weight of the curent infrastrure?

53 N/A N/A N/A Will the Government provide info on aspects of system that will be changed?

The Government will provide in the Final RFP more detailed specifications on the legacy system devices and the standard site physical interface

(concrete pads, foundation bolts, power and communication wiring, etc.)

currently in use. See RFP Attachment 19 for this information.

RFP HSHQDN-17-R-0002 Page 6 of 35

54 N/A N/A N/A Should procurement price include installation? How do you determine installation pricing?

Yes, installation should be included in the proposal and broken out on the pricing sheet as shown in RFP Attachment 1. When pricing installation, Offerors should assume a site will conform to the standard physical interface that will be included in Attachment 19 of the Final RFP. The

Government acknowledges that installation pricing may depend on geographical location, in which case offerors should provide a complete installation pricing structure, to include regional cost differences if necessary. DNDO intends to order installation with each device procured, and a single delivery order may procure a large number of devices intended for multiple locations.

55 N/A N/A N/A Our company doesn't do civil works, we contract that out. Should we include that fact in our proposal?

56 N/A N/A N/A Will systems be installed in existing lanes?

57 N/A N/A N/A Will the Government provide more information regarding a typical

RPM installation design?

59 N/A N/A N/A Can vendor conduct site survey? Guidance on cost/maintenance to assure price to standard.

The Government intends to reuse existing infrastructure (concrete pads, foundation bolts, power and communication wiring, etc.) to the maximum extent possible, so costs for civil works should not be included in proposals. DNDO will provide in Attachment 19 of the Final RFP more detailed specifications on the standard physical interface currently in use.

Offerors are encouraged to design their systems (or physical interface plates, if necessary) to allow for installation on existing infrastructure.

For locations with non-standard infrastructure, or for systems that do not conform to the standard physical interface, the Government will contract for civil works using a separate contract vehicle, in conjunction with the applicable Port Authorities. Minor location-unique changes may be required and DNDO understands that.

Site surveys will not be conducted prior to contract award, since systems procured under this solicitation will be installed in dozens of locations. To address this question in preparation for proposal submittal, the

Government will provide in the RFP a physical interface specification that details the infrastructure a vendor can expect to find at the majority of locations. Refer to question #55 for more information. Vendors which receive a Delivery Order under their IDIQ contract may elect to perform site surveys prior to system delivery and installation.

RFP HSHQDN-17-R-0002 Page 7 of 35

60 N/A N/A N/A Installation costing is difficult to do without site surveys. How will this be addressed by DNDO?

61 N/A N/A N/A Are you looking at systems going into inventory and then installation?

In general, delivered systems will (at a minimum) receive an acceptance inspection before installation at a field site. Depending on delivery and installation schedules, some systems may also be held in inventory until a designated installation date. Currently, acceptance tests are performed at Pacific Northwest National Laboratory (PNNL). The Government would be willing to explore different delivery and acceptance inspection procedures with Vendors selected to enter into an IDIQ contract.

62 N/A N/A N/A Will the OEM be expected to do more installation and sustainment support?

Yes, the OEM will be expected to provide installation, training, courseware, and annual recurring maintanance (planned and unplanned) for their fielded systems. Provisions for Ad Hoc Maintenance are planned, which will cover unplanned maintenance as a result of accidents, Acts of God, etc. Provisions for Ad Hoc Engineering Services are also contemplated. Additional details are available in Section I of the

RFP.

63 N/A N/A N/A If a system doesn't fit in the existing foot print, is that a criteria? Will that be clear in the RFP?

Conformance with standard Federal Highway Administration lanes and loads are specified in both Operational and Functional Requirements.

The Government intends to reuse existing infrastructure (concrete pads, foundation bolts, power and communication wiring, etc.) to the maximum extent possible. Systems which have substantially different physical interfaces and require either adaptation to meet the standard physical interface, or changes to the physical infrastructure itself, will require adjustments to life cycle cost during the proposal evaluation phase to account for additional costs incurred by the Government for non-conforming systems.

64 N/A N/A N/A New Systems in a new place ? New system in current RPM shroud?

What if a mod kit system doesn't need the shroud?

"New systems" are considered to include new shrouds and electronics enclosures as well as new detectors and electronics. "Mod kits" are considered to include new detectors, electronics, and possibly a new enclosure, intended for installation in an existing legacy shroud and electronics enclosures. A mod kit system that does not require a shroud is essentially a new system.

65 N/A N/A N/A Is the 200 system requirement for new systems/locations?

The 200 system requirement is for new systems, installed in existing locations.

66 N/A N/A N/A Does the Government offer training to Vendors on the RPM maintenance process?

No, the Government does not anticipate offering training to Vendors on the RPM maintenance process. In addition to the overview of current maintenance concepts briefed at Industry Day, the Government is including a notional Statement of Work for maintenance services in

Attachment 6 of the Final RFP, and typical tasks in Attachment 12 of the

Final RFP. Questions concerning maintenance services for the purpose of proposal preparation may be directed to the Contracting Officer.

Vendors selected for IDIQ contracts as a result of this solicitation will work with the Contracting Officer to ensure the their contract captures the proposed maintenance concept.

67 N/A N/A N/A What is the role of PNNL?

Currently, PNNL serves as the integrator of legacy devices into CBP operations, btoh physically and in terms of network connectivity. The

Government envisions a greater role for system vendors under this solicitation; however, PNNL will continue to assist with integration and will likely be called upon to fill any capability gaps that may exist with vendors selected under this solicitation.

68 N/A N/A N/A How would DNDO evaluate training?

Refer to the proposal submittal requirements in Section 12, Tab O, and the evaluation methodology in Section 13.2. Paragraph E.

69 N/A N/A N/A If DNDO has an idea about ideal training, would guidance be provided?

Additional guidance concerning the types of training desired by CBP will be included in the Final RFP. In addition, the Government will provide with the Final RFP a collection of Microsoft Office templates for use in creating courseware.

Is the administrative operator / manager a vendor representative or someone trained on site?

The Manager in this scenario is Government personnel trained in using and operating the system at that level. The Administrator is a CBP IT system administrator.

71 N/A N/A N/A Does the program envision replacement RPM to be NaI system?

72 N/A N/A N/A How big a deal is having PVT as part of the solution?

73 N/A N/A N/A Will DNDO consider non-PVT based systems?

74 N/A N/A N/A Spectroscopy or PVT solutions?

79 N/A N/A N/A Will OCONUS ports be expected to follow the DNDO standards? How many systems will be OCONUS?

The Government is open to all types of detection technology, however we believe PVT systems are capable of meeting the threshold requirements within the budget allocated for the program.

OCONUS deployments are not within the scope of this procurement.

RFP HSHQDN-17-R-0002 Page 9 of 35

80 N/A N/A N/A How will DHS value technology that exceeds the threshold of the requirements? Is just meeting the threshold sufficient?

The minimum acceptable proposal will need to meet proposal compliance check submission (replay tool, Attachment 1, attachment 10, etc.) as well as an important consideration on meeting the threshold value for all KPPs. After meeting that minimum, DNDO is looking to get the maximum value across all requirements specified in Attachment 2 of the RFP, in a best value using trades determination.

81 N/A N/A N/A Is communication with PRIDE a requirement for Phase 1?

82 N/A N/A N/A How will standarization with CBP PRIDE work?

83 2 Attach 2, Sect 1

RPM-FR-

"The RPM shall indicate a fault when the conveyance occupies the detection zone longer than the operator set occupancy duration threshold of at least 600 seconds." What is the range for "operator set occupancy duration threshold"?

The range for operator set occupancy duration should be equal to, or greater than, 600 seconds.

84 3 Attach 2, Sect 1

RPM-FR-

“The Station ID is a unique code for each POE lane across the nation.”

Who is responsible to set the Station ID to be “unique across the nation”?

The system must have the capability of an administrator-settable Station

ID, and the value will be set by the Government.

85 6 Attach 2, Sect 1

RPM-FR-

“The RPM shall categorize and refer an occupancy as <Neutron> when neutron radiation is detected at levels above the neutron threshold.”

What is the required RPM categorization and referral response when both neutron and gamma radiation are detected at levels above their corresponding thresholds?

The neutron response should take precedence.

RPM-OR-

Threshol d

Does "the same physical configuration" allow for replacing parts in the

RPM?

Yes, replacement parts of the same form, fit, and function are permitted, if needed due to planned/expected component lifetime or due to unplanned failure.

87 58

RPM-FR-

Require ment

Where is the "red visual indicator and audio error indicator" to be located?

The red visual indicator should be a part of the system's primary User

Interface(s), for example the Control Console, Supervisor Computer, and/or Annunciator Panel.

89 N/A N/A N/A Is ther a quantifiable goal with respect to nuisance alarm reduction?

Refer to operational requirement OR-08 in RFP Attachment 2 for details.

No more than 1% of NORM above small sources; total emission rate of

0.93 photons/cm2 -sec. Misidentification of NORM is considered a nuisance alarm. Additional details are specific to each site.

The Government will be looking for evidence that the capability exists in

Phase 1 of the source selection, and will assess evidence of the capability in Phase 2 as well, but won’t be testing the capability until after award of the source selection (specifically, Integration Testing).

RFP HSHQDN-17-R-0002 Page 10 of 35

90 N/A N/A N/A How are you testing for the 1%?

Testing for this requirement will consist of a combination of using multiple passes of test objects, combined with modeling and simulation as part of the System Threat Review. This will be of utmost importance during Optimization, which occurs after award.

91 N/A N/A N/A Does the annual maintenance include replacement parts, upgrades?

Replacement parts that don’t change the baseline configuration are included, but upgrades would need to go through a CCB for configuration changes. Upgrades to the system would also have to be reflected in the

Replay Tool as well.

92 N/A N/A N/A

DNDO has spent a lot of resources on optimizing the algorithms of the current systems. Is there a plan to share this with the vendors in order to provide a better solutions?

Algorithms are proprietary to each vendor, and optimized settings are specific only to that algorithm. The Government plans to optimize system settings after award, working closely with contractors.

93 N/A N/A N/A Is imaging important?

Providing a visual image of the system with the occupancy data is required for law enforcement reasons.

Technical Suitability- Interoperability will be evaluated based on ability to be successfully integrated with peripheral systems at POE. Will

DNDO provide a list (make, model) of required peripheral systems?

102 N/A

RPM-FR-

379-1

Threshol d Please define the commands to traffic control equipment

Secondary screening is defined by a Concept of Operations policy that may be revised in the future, but will not be considered as any part of the evaluation in this procurement. For now, it is expected that RPM RP devices will reduce the occurances of secondary screening.

Current peripheral systems, to include traffic control equipment, is typically controlled by the RPM either through use of a TTL signal (FR-94) or via an industrial protocol (FR-93). System-unique integration work will occur in the Optimization Phase of the solicitation, after contract award.

See Attachment 2, Requirement Group 9 Physical Interoperability for more information.

103 N/A Attachm ent 2

Group 1;

FR-450

Can you define the artificial occupancy functionality?

The artifical occupancy functionality is the ability of the system to generate an occupancy when the occupany sensors themselves do not indicate a vehicle present in the detection zone. This functionality is used by CBP and DNDO for a large number of secondary activities related to supporting and verifying the operation of RPMs.

108 N/A Attachm ent 2

FR-251-

Do the three configurations refer to different CFAR operating conditions, signatures, etc? Can you provide more info on what constitutes each configuration.

For systems that have configurable settings (for example, detection sensitivity parameters for the alarm algorithm), the requirement is to have three pre-defined sets of parameters saved on the system and able to be recalled as a set, rather than changing several individual parameters manually. The pre-defined configurations may correspond to different modes of operation desired by the user (for example, different threat postures, or known variations in background levels) but are provided ultimately as a time-saving and error-prevention feature for the users.

109 N/A Attachm ent 2

FR-130

Is the requirement for a single spectrum associated with a given occupancy duration or multiple, shorter integration time spectra? Or a single short IT spectrum at a given temporal position during the occupancy? Is there a need for user to pull spectrum on a per quadrant basis as well?

There is a requirement for a temporal radiaiton trace as well as spectra associated with a given period of time. Currently the government can look at the cumulative spectra for a selected time period of the occupancy and the government would prefer to maintain this capability.

110 N/A N/A N/A Will the Government ask for Engineering Services capability?

Yes, the Government anticipates ordering engineering services from

Vendors selected for IDIQ contracts under this solicitation, on an occasional basis as described for CLIN 0008 in the Final RFP.

111 N/A N/A N/A Draft solicitation didn't ask for info on Engineering services. No details in draft RFP?

The Government is requesting proposed labor rates for engineering services anticipated from Vendors selected for IDIQ contracts as a result of this solicitation.

112 N/A N/A N/A Engineering services seperately priced?

When engineering services are required, the Government expects to enter into a new Task Order under an IDIQ contract established as a result of this solicitation, using labor rates included in the proposal and agreed to when the contract was established.

113 N/A Attach 2, Sect 1

RPM-FR-

“The RPM shall have a settable threshold for alarming on the total occupancy radiation above background reaching the sensors.” What is the required RPM categorization and referral response in this case?

If the type of radiation is recognized by the system, then the appropriate category should be reported in addition to the referral indication.

114 N/A N/A N/A Will the Replay Tool be a static device (no changes)?

No. The Replay Tool must accurately model the performance of the RPM.

If design changes affect system performance, the Replay Tool must be modified accordingly.

115 N/A N/A N/A Will the Replay Tool be scored as part of the proposal evaluation process? Will Replay Tool be scoring factor?

Yes, the Replay Tool will be scored at two points in the overall evaluation and will be a separate element in each instance. See Section 13.2 and

Section 13.3 of the Final RFP for more information on the evaluation of the Replay Tool.

116 N/A N/A N/A Can vendors propose a cloud-based Replay Tool?

No. The Replay Tool must be able to be used on secure goverment computer systems that do not have internet access.

117 N/A N/A N/A Who will own the IP rights for Replay Tool?

The Government does not expect to own the Intellectual Property rights to vendors' detection algorithms, alarm algorithms, or Replay Tools. The desire for the Replay Tool is to have a license for Government-purpose use.

118 N/A N/A N/A What is the purpose of the replay tool? Who proivdes the tool? What is the role of JHU-APL with the Replay Tool?

The purpose of the Replay Tool is to model (i.e. mimic) the performance of the alarm algorithm in the vendor's RPM. Vendors are required to provide a Replay Tool for each configuration of RPM system that uses a unique alarm algorithm or settings. The Replay Tool will allow the

Government to optimize system settings (especially detection performance versus nuisance alarms) based on changes to the the possible threats facing the United States as well as changes in the cargo types entering a specific Port of Entry. John Hopkins University - Applied

Physics Labratory has exstensive experience with operating exisiting replay tools for RPMs for the Goverment and has been identified as supporting the Goverment efforts in validating Offeror supplied Replay

Tools.

119 N/A N/A N/A How would the Replay Tool measure the false alram rate?

Generally a large number of known empty cargo vehicle occupancies are generated from archived data and modeling and then passed through the replay tool using the injection process.

120 N/A N/A N/A The vendor will not have access to some replay tool data?

121 N/A N/A N/A In talking about the replay tool, would the vendor have access remotely for monitoring system health in real time?

122 N/A N/A N/A Replay tool maintenance wasn't described in any detail. Possible for prime to conduct replay analysis?

The Replay Tool must be able to be used on secure government computer systems that do not have internet access. Vendor will not have access to any data from the replay tool that is determined to be either classified or source selection sensitive. Some elements of replay analysis, particularly analysis associated with unclassified data, may be conducted with vendors that successfully complete Downselect-2 and are awarded contracts.

RFP HSHQDN-17-R-0002 Page 13 of 35

123 N/A N/A N/A Replay tool has maintenance issues on its own. Would you consider hosting it at vendor site?

124 N/A N/A N/A Have you established role-based translator for Replay Tool?

The Government is unclear on the 'role-based' aspect of the translator for the replay tool. The only translator that is required is for converting data between N42.42 format and an Offeror's system native format, if they are different. See Attachment 7 of the RFP for more information.

125 N/A N/A N/A In the replay tool- are you validating real measurements?

The replay tool will be validated twice during the source selection process: first, in terms of successful installation using Offeror-provided example files; and second, modeled performance against observed operational data from the bailment test systems. The replay tool will be evaluated against the replay tool requirements and will be an element in the selection process.

126 N/A N/A N/A If the system conducts pre-processing inside the detector before data output is sent to decision software will that affect the replay tool?

The replay tool is geared towards allowing changes to the settings of the

"decision software". Therefore not including pre-processing of the sensor LRU is acceptable. However, the more pre-processing the sensor

LRU conducts, the less flexible the system will be in terms of Goverment operations which rely on the replay tool for determination.

127 N/A N/A N/A If a vendor requests an open dialog with the replay tool experts how should that be conducted?

Open dialog was provided under a CRADA specific to Replay Tools.

Limited dialog with Johns Hopkins University Applied Physics Lab was also permitted until the release of this solicitation. Vendors will have very limited opportunity to provide troubleshooting information with JHU/APL after proposals (and formal Replay Tools) are submitted, in accordance with Section 13.2 of the RFP.

128 N/A N/A N/A Will non particpation in the Reaply Tool CRADA impact selection?

No. CRADA participants will have been provided guidance in developing their replay tool but will have no advantage in their replay tool being evaluated against the requirements.

129 N/A N/A N/A

As part of the VCDE, data was sent from the vendor to DNDO. Will anything be provided back to the vendor? Did the government do anything with the data?

The data provided to the Government was used for training and planning purposes only. No analysis of the data in terms of the procurement requirements was conducted.

130 N/A

Require ment

Will a real-time operating system such as WindowsCE be allowed on certain components of the RPM?

For cybersecurity and network compatability purposes, portions of the

RPM which are to be hosted on the Government Network must be

Windows 7, 10, or Winserver 2012 per RPM-FR-382 and the CBP

Technical Reference Model. Portions of the RPM which are not directly hosted on the Government network may use alternative operating systems (for example, embedded controllers that interface with a computer or Control Console, if the computer/console is the device that is hosted on the network and uses a compliant operating system). See

Attachment 19 and Attachment 2, Requirement Group 11 Network

RPM task, such as calibration.

137 N/A N/A N/A 60 sets of data? How big?

The 60 data files will be used to conduct a basic check to confirm that the

Government has installed the Replay Tool successfully on its computer system and that the Replay Tool is capable of processing data with repeatable results. The data sets should be representative of occupancy data.

138 N/A N/A N/A How are NORM levels set in the replay tool?

NORM levels during replay studies, both those in the enviroment

(background) as well as those in cargo, are generated either from field measurements, modeling or a combination of both depending on the needs of the Government. NORM levels tend to be unique to a given site, at a given time for a given environment (season, locality, etc.).

143 N/A N/A N/A Will the govt make He3 tubes available?

Yes, if a system using He3 is selected to go forward at Downselect-1;

however, the tubes must not be modified. The Government has approximately 100 He3 tubes of various sizes available for use, but that cannot be modified. Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal.

144 N/A N/A N/A What is intent with regard to neutron detectors?

145 N/A N/A N/A

Please provide guidance as to whether the neutron detector for the

Standard Cargo RPM testing in DS-1 is to be He3 tubes or He3 alternative?

146 N/A N/A N/A Will the Govt test He3 and non-He3 systems if a vendor proposes both?

The two different design solutions will compete with all the other solutions (including each other) throughout the source selection. If both solutions are selected to go forward at Phase 1, the expectation is that both solutions will undergo testing, resources permitting.

147 N/A N/A N/A Would the same system with He3 tubes and non-He3 tubes be considered two systems?

Yes, solutions with different neutron detectors are considered substantially different and warrant two separate proposals. See RFP

Section 12.4 for more information.

148 N/A N/A N/A

On Neutron detectors, White House mandate. I thought mandate was to not use? How will the government He3 supply support the program?

The Government has approximately 100 He3 tubes of various sizes available for use, but that cannot be modified. Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal.

149 N/A N/A N/A About price difference between using He3 as GFE and alternative detector?

The government has a limited supply of He3 tubes available in inventory so that procurment of new systems will focus on use of He3 alternative technologies.

The Government understands the price differences involved with these two alternatives (GFE He3 versus new neutron detector). Solutions with different neutron detectors are considered substantially different and warrant two separate proposals. See RFP Section 12.4 for more information. Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal. The DNDO budget supports the planned acquisition of approximately 200 new devices and associated equipment, to include alternative material (non

He3) neutron detectors.

GFE in the portals? There could be significant price differentials between new systems using He3 alternative technology versus GFE.

151 N/A N/A N/A You started alternative neutron detector program but it didn't finish, so you'll start from scratch, right?

Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal. All systems selected at Phase I will undergo a full suite of testing, including environmental testing. However, the Government does not plan to conduct accelerated life testing as part of this procurement.

152 N/A N/A N/A Are non He3 solutions part of the desired solution?

Yes, DNDO is looking for non-He3 solutions because of the limited supply of He3.

153 N/A Att.13 2

Requirement: Government Furnished Property states that "The availability of GFP-supplied Helium 3 (He3)-based neutron detector tubes cannot be assumed, so vendors should have a non-Government furnished neutron detection capability that will be validated through

Government testing." Question: Should the word "should" be replaced by "shall"? Does the Government require a proposal response including pricing and supporting data for both a GFP He3 RPM solution and for a non-Government furnished neutron detection capability?

Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal. Vendors that propose systems which use alternative materials for their neutron detection capability will be assessed as having an advantage over systems which use He3.

154 N/A N/A N/A Are He3 solutions precluded from the initial bid?

No, He3 solutions are not precluded. However, given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal. Vendors that propose systems which use alternative materials for their neutron detection capability will be assessed as having an advantage over systems which use He3.

155 N/A N/A N/A How will we get the He3 tubes?

If a system using He3 is selected to go forward at Phase I, the

Government will make arrangements with that Vendor to provide He3 tubes from the existing inventory. The Government has approximately

100 He3 tubes of various sizes available for use, but that cannot be modified. Given the limitations on the existing He3 inventory, vendors are requested to provide an He3 alternative in their proposal.

156 N/A N/A N/A

The RFP focuses on the new 200 systems. Is the mod kit an additional item that can be submitted? How to price mod kits for delivery after
