ARC-JAC

TO: All Potential Offerors

SUBJECT: Draft Request for Proposal (DRFP), Solicitation No. (80ARC025R0001), for Ames Facilities Support Services II (AFSS II)

You are invited to review and comment on the National Aeronautics and Space Administration (NASA) Ames Research Center’s (ARC) Ames Facilities Support Services II (AFSS II) solicitation. The principal purpose of this requirement is to provide operations, maintenance, and repair services to the Moffett Field site comprising of approximately 1960 acres, of which the ARC campus occupies approximately 389 acres. The ARC campus includes large wind tunnels, clean rooms, laboratories, computing facilities, shops, warehouses, administrative offices, research and mission support complexes, as well as overhead and underground utility systems, utility yards and vaults, and paved surfaces. Moffett Field contains approximately 5 million square feet of floor space including (primarily) office space, technical/laboratory space, and mechanical/storage spaces.

Potential offerors are encouraged to comment on all aspects of the draft solicitation, including the requirements, schedules, proposal instructions, and evaluation approaches; and any perceived safety, occupational health, security (including information technology security), environmental, export control, and/or other programmatic risk issues associated with performance of the work.

Potential offerors are also encouraged to comment on the DRFP Contract Line-Item Number (CLIN) structure, Performance Work Statement (PWS), classification of any labor categories, and any unique terms and conditions. ARC is interested in lowering maintenance costs by extensively using predictive testing and inspection (PT&I) and remotely monitored condition-based maintenance (CBM) techniques and technologies. Additionally potential offerors are encouraged to comment specifically on any requirements or evaluation terms that are unclear and what revisions, if any, would make it more likely for a potential offeror to submit a proposal to a future RFP for this procurement.

NASA will conduct this acquisition as an 8(a) set-aside. This competitive acquisition will result in a hybrid performance-based contract with Cost Plus Award Fee (CPAF) Core requirements and an IDIQ requirement with the ability to issue CPAF or Firm Fixed Price (FFP) task orders.

This Performance-based contract will acquire these services through the following:

1. FFP Phase-In Services: Phase-in Activities, which includes all activities necessary to start-up the contract during the 60-day Phase-in period.

2. Core CPAF Operations and Maintenance: Operations & Maintenance of Ames Research Center Facilities. This CLIN represents the majority of the work in this AFSS II contract and includes, most notably, the Preventative Maintenance (PM’s) for all systems on center (other than in Divestment or Leased buildings).

3. Core CPAF Reactive Maintenance: Reactive Maintenance which includes Trouble Call (TC) response and management, and any other immediate response activities.

4. Core CPAF Specialty Support Services: Specialty Support Services includes preparation and readiness to respond to Environmental cleanup needs and Emergencies. Preparation includes maintenance of emergency equipment so that this equipment is always at the ready, as well as training & certification needs for contractor personnel to be able and ready to provide a response for Environmental Cleanup.

5. IDIQ Task Orders: Task orders under the IDIQ portion will be issued as FFP, or CPAF.

IDIQ requirements cannot be adequately defined for inclusion in the Core Mission Services portion of the contract; therefore, the establishment of this IDIQ portion will allow the Government to acquire IDIQ services.

The contract will consist of a 60-day Phase-In period, a 12-month Base period, and four one-year Option periods for a total of five years. The IDIQ CLIN will have an ordering period of five (5) years.

The following potential periods of performance are estimates and subject to change. The current estimated period of performance is inclusive of the following:

Phase-In Period December 12, 2025, through February 11, 2025 Base Contract Period February 12, 2026, through February 11, 2027 Option Period 1 February 12, 2027, through February 11, 2028 Option Period 2 February 12, 2028, through February 11, 2029 Option Period 3 February 12, 2029, through February 11, 2030 Option Period 4 February 12, 2030, through February 11, 2031

The North American Industry Classification System (NAICS) code for this acquisition is 561210

– Facilities Support Services and the small business size standard is $47M.

Any comments regarding the DRFP should be submitted electronically in writing, to Anna Foreman, Contracting Officer, at Anna.m.foreman@nasa.gov, within 21 calendar days after the release of this DRFP. If a respondent believes their comments contain confidential, proprietary, competition sensitive, or business information, those questions/comments shall be marked appropriately. However, questions that are marked as containing confidential, proprietary, competition sensitive or business information will not be provided a Government response. The Government will consider all comments received in preparation of the Final RFP. To the extent a comment leads the Government to revise the acquisition approach or requirements, the change will be reflected in the Final RFP. Some DRFP questions and comments may receive a posted response to the Government Point of Entry if the Contracting Officer determines that a response would facilitate additional understanding of the solicitation.
