None None None Does the $2k limit on emergency tasks include cost of labor only or both labor and material?

Per PWS 8.01.c, reactive Maintenance (or 'trouble calls') are classified into three categories: Emergency, Urgent or Routine.

Urgent and Routine trouble calls have a dollar value limitation of $2,000.00 which is inclusive of all necessary labor and materials required to perform the work. Emergency Trouble Calls have a $5,000 limit that includes all labor and materials necessary to arrest the urgency. However, for all three types of trouble calls the contractor is to stop performing work on a trouble call once it believes the work to complete the trouble call will exceed the applicable dollar threshold.

34 The Summary

PWS

None None C.11 The Summary PWS states “The Contractor shall conduct a comprehensive physical field inventory of all facility assets and its subcomponents at ARC, which consists of nearly 60,000 active items, during the contract phase-in period.” We believe the last Phase-In Period was only 60 days.”

Question: How long in the Phase-In Period? How long did the comprehensive physical field inventory of all facility assets and its subcomponents at ARC during the last contract phase-in period as 1,000 items a day seems quite challenging to inventory?

There was an error in the PWS that stated the Initial Joint Physical Inventory was to be completed during Phase-in, which will be corrected in the final RFP. This Initial Joint physical inventory per, PWS Section 5.05, is not required to be conducted during the Phase-in period. This will be required within the first 90 days following the end of Phase-in as per Attachment J1(a) Contract Data Requirements List, DRD 021. For clarity, this contract contains approximately 60,000 active items (i.e.. PM's), approximately 18,000 unique physical assets, and the Initial Joint Physical Inventory is conducted between the Government and the AFSS II contractor. The government anticipates modifying the PWS to more clearly state this in the final RFP. The intention of allowing 90 days for this inventory is to allow a large amount of these inventory verifications to be done as part of normal business, i.e.. when visiting hardware for weekly, monthly, and quarterly PM's to minimize additional labor needed to complete this inventory.

Please note, this question references the "Summary Performance Work Statement" issued December 2023. This document has been superseded by the J.1(a) Attachment 1 Ames Facilities Support Services Performance Work Statement in the AFSS II Draft RFP posted April 2025. Any historical information referenced/provided in the DRFP, is for informational purposes only.

44 None None None None Is the magnitude of past performance $30M for total PoP?

Yes, Section L.(3)(b) states the total contract value of $30,000,000.00 for Prime contract references. A total contract value would correlate to the total potential period of performance of the contract.

45 None None None None Like other NASA centers, Ames has experienced fluctuations in funding allocations, impacting various research programs. Budget constraints have occasionally led to the reprioritization of projects and the need to seek alternative funding sources or partnerships.

Question: Can the Government provide a list of all deferred projects from the last 5 years?

At this time we are unable to predict what projects will remain deferred through the end of the current contract. During the Phase-in Period, the government will determine what projects will remain deferred and will decide what projects to have the AFSS II Contractor to quote.
