About this file

This document is a Draft Request for Proposal (RFP) for NASA Ames Research Center's Ames Facilities Support Services II (AFSS II) contract. The solicitation seeks a single award hybrid contract for comprehensive facilities support services at NASA Ames Research Center in Moffett Field, California, covering approximately 389 acres with 5 million square feet of floor space including wind tunnels, laboratories, computing facilities, offices, and utility systems. The contract will be a combination of Firm-Fixed-Price (FFP) and Cost-Plus-Award-Fee (CPAF) contract types, with a 60-day phase-in period, a 12-month base period, four 12-month option periods, and a potential 5-year Indefinite Delivery/Indefinite Quantity (IDIQ) ordering schedule.

The contract's primary objectives include operations, maintenance, and repair services, with an emphasis on using predictive testing and inspection (PT&I) and condition-based maintenance (CBM) techniques to lower maintenance costs. The total contract value is not explicitly stated, but the IDIQ component has a maximum ordering value of $100,000,000. Potential offerors are encouraged to submit comments on the draft solicitation within 21 calendar days of release, with comments to be sent to Anna Foreman, the Contracting Officer. The solicitation is structured as a competitive procurement, with proposals to be evaluated based on Mission Suitability, Past Performance, and Cost/Price factors, with Mission Suitability being the most important evaluation criterion.
