77 None None None The DFARS amendment published in November 2024 updated Section 215.305(a)(2)(c ), now reads: When a past performance evaluation is required by FAR 15.304, and the solicitation includes the clause at FAR 52.219-8, When evaluating the past performance of an offeror that is a small business concern in response to a competitive solicitation, contracting officers shall consider relevant past performance information provided for affiliates of the offeror. Why does the RFP state we must bring an 8(a) affiliate on as a major subcontractor in order to provide that affiliate's Past performance example(s)?
This question appears to have an incorrect understanding of the requirements in the DRFP since the question infers that each Offeror is required to use an “8(a) affiliate on as a major subcontractor.”
The requirements in Section L.3(b) permit submission of past performance contract references that meet the criteria stated in Section L.3(b) which can include: (1) the Prime Offeror’s own past performance contract references; (2) the references of “major subcontractors” (which can include both large AND small businesses that meet the dollar thresholds stated in the DRFP); and (3) the references of first-tier small business subcontractors that don’t meet the dollar thresholds stated in the DRFP for a subcontractor to be considered a “major subcontractor” for evaluation purposes if the 8(a) Prime Offeror does not independently demonstrate capabilities and past performance necessary for award. Section L.3(b) will be updated in the Final RFP to improve clarity of the past performance requirements addressed in this response.
Please note, the DFARS provision referenced in the question governs the procurement activities of federal agencies falling under the Department of Defense (“DoD”). NASA is not a DoD agency;
therefore, NASA is not subject to the referenced requirements of 48 C.F.R. § 215.305(a)(2)(C).
Although the referenced DFARS provision does not apply to the AFSSII contract, NASA is otherwise subject to 13 C.F.R. § 125.2(g), which serves a similar purpose as the referenced DFARS provision, while having distinct differences.”

84 None None None None President Trump has recently issued Executive Order 14151. This order mandates the elimination of Diversity, Equity, Inclusion, and Accessibility (DEIA) initiatives across federal agencies. In compliance, NASA dissolved its DEIA branch, placing affected employees on administrative leave. NASA has also announced the closure of its Office of Technology, Policy, and Strategy; the Office of the Chief Scientist; and the DEIA branch. These closures are part of a phased reduction in force to align with the executive orders.
Question: How does Executive Order 14151, and the closures of its Office of Technology, Policy, and Strategy; the Office of the Chief Scientist; and the DEIA branch affect the next AFSS II acquisition?
The Draft RFP was posted to sam.gov on April 3rd, 2025, and is consistent with current regulations and guidance, including Executive Order 14151.
85 None None None None President Trump has recently issued Executive Order 14168: Aimed at "Defending Women from Gender Ideology Extremism and Restoring Biological Truth," this order led NASA to remove references to LGBTQ+ employee resource groups and diversity initiatives from its websites. Employees were reportedly instructed that displaying LGBTQ+ symbols, such as pride flags, could result in administrative leave.
Question: How does Executive Order 14151 potentially affect the next AFSS II acquisition and the Contractor’s workforce?
The Draft RFP was posted to sam.gov on April 3rd, 2025, and is consistent with current regulations and guidance, including Executive Order 14168.
86 None None None None On March 4, 2025, the Trump administration, aiming to reduce federal expenditures, identified 443 federal properties nationwide for potential sale.
However, the General Services Administration (GSA) subsequently removed this list from its website, citing
Any GSA list, posted to their website, are not relevant to this solicitation.
Original Posting 7_3 Page 10 of 33 the need to reassess and clarify the properties included.
Question: Are any of the NASA Ames Facilities one of the 443 properties?
87 None None None None As of March 2025, it is reported that the Department of Government Efficiency (DOGE), led by Elon Musk under President Trump's administration, has initiated a comprehensive audit of NASA's operations. This initiative aims to identify and eliminate inefficiencies within the agency. DOGE is scrutinizing NASA's contracts to pinpoint areas for potential cost reductions. Specific contracts under review have not been publicly disclosed, leading to uncertainty about which programs might be affected.
Question: Is the AFSS II contract part of DOGE’s focus currently?
The agency is collaborating with the DOGE team. At this time, there are no known impacts to the potential AFSS II contract.
88 None None None None On March 27, 2025, President Donald Trump signed an executive order that effectively eliminates collective bargaining rights for federal employees in agencies with national security responsibilities.
Question: Does this Executive Order affect NASA Ames and the AFSSS II Contract?
The Draft RFP was posted to sam.gov on April 3rd, 2025, and is consistent with current regulations and guidance. At this time, there are no known impacts to the potential AFSS II contract.

89 PWS None 2.01.f C1.3 The Summary PWS states the Government's normal (regular) working hours range from 0600 to 1730 hours local (6:00 AM to 5:30 PM)?
Question: Are the Contractor’s expected hours to also be from 0600 to 1730 hours local (6:00 AM to 5:30 PM)?
The PWS will be revised in the final RFP to clarify this requirement to establish the normal working hours for the AFSS II Contractor to be 0600 to 1730 local. Per PWS Section 2.01.f, the AFSS II contractor may schedule their employees in any manner it sees fit within this range of normal business hours in order to perform the requirements in the PWS in a cost-effective manner. While the AFSS II contractor is expected to provide coverage of all AFSS II requirements during normal working hours, there is no requirement that an individual employee is required to work 0600 to 1730 as the contractor is required to perform the PWS requirement in a cost efficient manner and in compliance with all CBA's, WD's, and labor regulations.
However, there are requirements within the PWS that mandate specific working hours or hours of operation such as Section 6.03.a.iv which states: "The Contractor shall schedule pesticide application work to coincide with other than normal working hours of all occupied landscaped areas, buildings, facilities, or structures." In addition, per PWS 2.01.g, when work is to be done outside of normal business hours, the CO must approve of this work.
Please note, this question references the "Summary Performance Work Statement" issued December 2023. This document has been superseded by the J.1(a) Attachment 1 Ames Facilities Support Services Performance Work Statement in the AFSS II Draft RFP posted April 2025. Any historical information referenced/provided in the DRFP, is for informational purposes only.

91 None None None Pricing During the call last week, the pricing analyst said the as part of our proposal, bidders were required to submit evidence of an adequate accounting system – as well as three years history for indirect rates. We have recently had our accounting system audited by an independent advisory firm (Cherry Bekaert) who has performed a pre-award survey and deemed our accounting firm adequate to support cost type contracts.
However, this assessment was completed in October 2024. We do not have three years of history for our indirect rates. Our question is will NASA Ames accept our built-up rate without the three years history? Since we don’t have the historical data, we are willing to cap our indirect rates.
In accordance with FAR 16.301-3, contractors are required to have an adequate accounting system for determining costs applicable to the contract prior to the award of a cost reimbursement contract. In accordance with section L of the RFP, "If an Offeror does not have a current FPRA, it shall provide its current Forward Pricing Rate Submission/Proposal submitted to DCMA/DCAA (if applicable) and the past three years of historical actual indirect rates."
Offerors shall provide the last three years of historical actual indirect rate data for it's company even if some of those years used a different accounting system. As a reminder, per Section L "Failure to provide supporting documentation for the unburdened direct labor rates may result in an adjustment to the proposed price by taking the higher of the proposed unburdened direct labor rate and readily available market data."
92 General None None General Would it be possible for the ARC group to move elevator maintenance out of the O&M contract and put it into its own separate requirement?
No, at this time, this is a core requirement of the AFSS II RFP. Subcontracting is an acceptable means of meeting various contract requirements.
93 None None None None As a small business contractor with AFSS II, is a top security clearance required to provide services?
No, a top-secret clearance is not required.
Also see answer to question 21.
Original Posting 7_3 Page 13 of 33

98 None None None None Why are you not already more proactive?
And because NASA has been operating under these same NPRs, for some time.
What kind of level of maturity is your RCM program on a scale of, 1 to 10?
No level of maturity assessment of ARC's RCM program has been done
99 None None None None Will the government, or do you know if the government will provide as government furnished property the RCM equipment that's there rather than having contractors purchase that?
All provided Government-Furnished Property (GFP) can be found in attachments J2.02.05-1 thru J2.02.05-7, and for Facilities available to the Contractor to use, see Attachment J2.02.04.These attachments will be provided with the final RFP.

130 Pricing and Rate Structure
None None None Please confirm that labor rates submitted for CLIN 0005 (IDIQ) in Attachment 13 are ceiling rates and may not be exceeded for future task orders.
Offerors are required to complete the Cost/Price Template Workbook as part of the Cost/Price Proposal. The direct labor rates proposed for the IDIQ CPAF task orders and the fully burdened rates proposed for the FFP task orders in the Cost/Price workbook will be incorporated into the contract as Attachment J(a)13 by the Contracting Officer. These rates will be the maximum rates that the contractor will be able to propose in any future task order proposal. Offerors are not required to submit a separate Section J.1(a)13 in its proposal as the completed Cost/Price Template Workbook contains the required information for the Contracting Officer to complete this attachment for the successful Offeror.
131 Pricing and Rate Structure
None None None CPAF Rates Ceiling. For IDIQ CLIN 0005, can the Offeror propose different CPAF labor rates per task order, or are the labor rates proposed at award binding throughout the life of the contract?

133 Pricing and Rate Structure
None None None Base Fee for CPAF CLINs. The solicitation states that the base fee is $0. Is this fixed for the duration of the contract, or may it be adjusted under certain conditions (e.g., transition to CPFF)?
A base fee under a CPAF contract is a fixed fee amount that is separate from the award fee. As the Draft RFP states, there is no base fee for the CPAF portions of the contract. In the event that the CPAF portions of the contract are converted to a CPFF contract type, the fixed fee percentages incorporated into the contract in accordance with H.1 OPTION TO
TRANSITION FROM AWARD-FEE TO FIXED-FEE
will be applied to the applicable CLINs.
134 Pricing and Rate Structure
None None pricing Are offerors required to provide backup documentation or detail for the Phase In amount?
