This document contains a draft request for proposal for personal radiation detectors and associated training. The Department of Homeland Security's Countering Weapons of Mass Destruction office intends to award multiple indefinite delivery, indefinite quantity contracts with a five-year ordering period to a minimum of three and maximum of five vendors. The draft RFP includes 34 technical requirements for the personal radiation detectors and additional requirements for training, mobile applications, inventory management, and cybersecurity. Interested vendors are requested to provide feedback on the draft RFP by April 28, 2020 and the agency plans to hold a pre-solicitation conference on May 5, 2020 to discuss requirements and address industry questions.

As noted here. 1. Prior to the over range test, expose the PRD to the same 50 uR/h Cs-137 test field used for the gamma alarm test. Collect 10 readings and calculate the mean response. This is the pre-test response. Remove the source.

2. Expose the PRD at the required over range dose rate using Cs-137 (2x manufacturer’s stated max) for a period of 1 min and verify the PRD indicates an over range condition for the duration of the exposure.

3. Remove the over range exposure rate test field and verify the PRD returns to the response observed prior to the over range exposure within 30 min.

4. Repeat the pre-test exposure with the Cs-137 source placed in the same position used to obtain the pre-test mean. Collect 10 readings and verify that the mean response is within 15% of the mean response obtained prior to the PRD being exposed to the 2x radiation field.
