About this file
This document is an Appendix E example of an Integrated Strategic Real Property Plan (ISR) that evaluates the condition and functionality of operational fuel facilities. It provides detailed ratings and descriptions for various categories of fuel facilities, including aircraft direct fueling, marine fueling, propellant storage, and kerosene dispensing. The document outlines the CATCODE designations, unit of measure, and best practices for each facility type. It also includes information on POL pumps, fuel product recovery tanks, and waste POL storage tanks. This ISR example serves to assess the quality and standards compliance of operational fuel facilities.
The related federal contract opportunity is for a Fuels Recurring Maintenance and Minor Repair (RMMR) program, which provides maintenance and repair services for federal petroleum facilities and systems. The contract requires a contractor experienced in the repair, maintenance, and operation of these facilities to ensure compliance with relevant codes, criteria, regulations, and laws. The recurring maintenance follows the Unified Facilities Criteria 3-460-03, while the minor repair component addresses corrective actions for deficiencies in the facilities, systems, and supporting DLA capitalized facilities.

APPENDIX E-ISR EXAMPLE
14 - OPERATIONAL FUEL FACILITIES
Rating Term Description Mission (Functionality)
F1/Q1 Good Minimal/Limited Issues - Meets or exceeds standards Fully acceptable size, location, layout to support the designed use as is without restoration or modernization.
F2/Q2 Adequate Moderate Issues - Minimally meets standards Only adequate size, location, layout to support the designed use without restoration or modernization.
F3/Q3 Poor Significant/Major Issues - Does not meet standards Several functions not being met because of size, location, layout, etc.
F4/Q4 Failure Replace/Dispose/Repurpose - In addition to not meeting standards, replacement or modernization is costly.
Does not meet functional needs, obsolete, and not mission capable.
CATCODE TITLE DESCRIPTION UM IMAGE BEST PRACTICE
12110 Aircraft Direct Fueling
Facility A structure for dispensing aircraft fuel under pressure from storage tanks directly into the fuel tanks of the aircraft. The refueling surface areas are operational facilities accounted for under FAC 1121 or FAC 1131.
OL
12120 Aircraft Fuel Truck Loading Facility
A structure for transfer of aircraft fuels from storage tanks to refueling vehicles (tank, truck, fuel, and tank and pump units).
OL
12210 Marine Fueling Facility A structure for transfer of marine fuel from storage tanks directly into the fuel tanks of any size marine vessels. Each fueling facility consists of a central pumping station with electrical power and control wiring to valve and equipment pits. Pipelines and electrical control circuits extend from these pits to individual refueling points. Control and fueling support facilities are operational facilities accounted for with 14165, Fueling/POL/Wash Support Building.
OL
12460 Propellant Storage Tank, Underground
Underground storage tanks for dispensing facilities of liquid propellants. See the 411-series, Bulk Liquid Fuel Storage, for bulk fuel storage and 12461, Propellant Storage Tank, Above Ground, for operational storage tanks above ground.
GA
12461 Propellant Storage Tank, Above Ground
Above ground storage tanks for dispensing facilities of liquid propellants. See the 411-series, Bulk Liquid Fuel Storage, for bulk fuel storage and 12460, Propellant Storage Tank, Underground, for operational storage tanks underground.
GA
12615 Kerosene Dispensing Facility A structure to dispense kerosene. This CATCD includes only the fuel dispensing system and not the storage tanks. Kerosene storage is in the 124-series, Operational Fuel Storage. One OL is the equivalent of one dispensing nozzle.
OL
Standards are not met and restoration or modernization will be costly. (over 40%)
CUI
Quality (Condition)
Fully acceptable for continued use as is with normal care and maintenance.
Requires restoration to be completely suitable but is in adequate condition without immediate need.
Requires major restoration and the condition adversely affects operation.
12620 Propellant Fueling Facility A structure for ready use storage of propellant rocket fuels for (noncryogenic) fixed site weapons systems. A propellant is any agent used for consumption or combustion in a rocket from which the rocket derives its thrust. Facility design is determined by the type of fuel to be stored. One OL is the equivalent of one dispensing nozzle.
OL
12621 POL Pumps And Related Equipment
POL Pump Station includes all pumps, filter separators, valves, controls, secondary containment and accessory equipment associated with fuel transfer, circulation and operation of bulk fuel storage facilities (4111, 4112, 4113), hydrant systems (1211), rail car load/unload facilities(12640), large truck load/unload facilities (>300GPM) (1261) that support all ground fuel operations, and all truck load/unload facilities (12630) for aviation specific fuels. Catcode does not include the building (14165 - POL Ops Building) or canopy (14179 - Overhead Protection) that is used to protect and extend the life of the system and any associated product recovery tanks (89550).
GM
89550 Waste Pol Storage Tank A structure for the temporary storage of waste POL products until they can be processed and/or properly disposed. Generally, these tanks are of much smaller capacity than other operational fuel storage tanks.
GA
89570 Fuel Product Recovery/Pressure Relief Tank
Aboveground or underground storage tanks used at military fuel storage and dispensing facilities using JP-8/F24 fuel. They are connected to pumps (outlets) truck load/unloading points and at storage tanks. These tanks range in size of 250-5,000 gallons. Unlike waste POL storage tanks that the product is removed from the site, the product from the PRT or pressure relief tank is collected and re-introduced into the system.
