About this file
This Contract Data Requirements List (CDRL) establishes four data items to be delivered under a federal contract for repair and overhaul services of F-4 parts for Greece. The Air Force Materiel Command Lifecycle Management Center requires a monthly Contractor's Status and Progress Report, Teardown Testing and Evaluation Report within 30 days of part receipt, an Over and Above Report within 30 days of identifying additional repair needs, and a Cost Proposal within 30 days of submitting inspection reports. Distribution of the data items will be limited to the Department of Defense and contractors. The CDRL provides formatting requirements and delivery timelines for the data items over the course of the contract period.

1 Scope
The Contract Data Requirements List (CDRL) establishes the data to be delivered by the
Contractor to include the submittal, approval, and distribution requirements of all of the data items contained within. The data requirements are listed on the enclosed copies of the Department of Defense (DD) Forms 1423, Contract Data Requirements List. The
Contractor is legally obligated to meet these requirements because the CDRL is a contractual document and, as such, is therefore, binding in and of itself.
2 Applicable Documents
The associated data item descriptions (DID) are identified in block 4 of the enclosed copies of each DD Form 1423. All DIDs are available to the Contractor at the following website: http://quicksearch.dla.mil/.

4 Data Deliveries
4.1 English Language
The contractor shall prepare all CDRLs using the English language per FAR
52.214-34 --Submission of Offers in the English Language.
4.2 Delivery Dates and Times
The Contractor shall submit CDRL deliverables IAW with blocks 10, 11, 12 & 13 of each
CDRL as a minimum. In addition, the contractor shall submit out-of-cycle updates http://quicksearch.dla.mil/ whenever an update is required due to the program activities.
Unless otherwise specified in block 16 of the CDRL, all references to “days” will refer to calendar days. The data must be delivered by 2359 (11:59 pm) Eastern Standard
Time on the due date in order to be counted as on-time. In the event a CDRL delivery date falls on a Saturday, Sunday or holiday, the delivery must be made no later than the last workday before the weekend or holiday to be counted as an on-time delivery.
4.3 Tailored Data Items
Tailoring instructions are as described in block 16 of each affected CDRL. If the data preparation instructions contained in block 16 of the CDRL are different than the instructions contained in Block 10 of the DID, the instructions in the CDRL shall take precedence.
4.4 Approval of Data
An "A" designator in block 8 of the CDRL indicates the Government will formally reply to each data submittal with either: (1) an approval, (2) approval with comments, (3) rejection, or (4) disapproval. The Government will respond to all data deliveries requiring an approval by issuing a Contracting Officer (CO) letter to the Contractor. The FMS
Program Office will respond within 30-calendar days, unless otherwise specified block
16. If the Government cannot respond within the 30-calendar days, the contractor will be notified, and a new suspense date will be mutually established. The Government will approve a data delivery with comments if there is a reasonable expectation the document can be corrected to meet the requirements. The Government will reject a data delivery if it is determined to be incomplete or inadequate to the point where a comprehensive review cannot occur. The Government will disapprove a data delivery if, after a comprehensive review, it is determined the document is not acceptable as prepared.
This 30-day calendar response time does not apply to Engineering Change Proposals
(ECP) or Contract Change Proposals (CCP). Any ECP or CCP will be reviewed and briefed to the Government Configuration Control Board (CCB) for disposition. After the CCB, a CO letter will be sent apprising the Contractor of the action, followed by a contract modification to implement the change.
The Contractor shall submit CDRL deliverables IAW with blocks 10, 11, 12 and 13 of each CDRL as a minimum. In addition, the contractor shall submit out-of-cycle updates whenever an update is required due to the program activities.
For those CDRLs with an "N/A" in block 8, Government approval of the content is not required; however, compliance with data item format and content requirements as specified in either block 10 or the Requirements paragraph of the DID (and as tailored in block 16 of the CDRL) is mandatory. If there is an “N/A” in block 8, the Government will not provide a formal response back to the Contractor; however, the Government retains the right to reject or disapprove any data submittal(s) not in compliance with requirements of the contract, the DID, or the CDRL.
For those CDRLS with a “BLK16” in block 8, the Government will provide an approval on the first submittal for content, format, and methodology of determining the data. The
Government will not provide approvals on subsequent submittals unless the contractor changes either the content, format, or methodology.
If the program office fails to provide a written response or a written request for an extension from the CO to a data delivery within 60 days of receipt, the data will be considered approved.
The Program Office may experience extenuating circumstances or events that may prevent a government response back to the contractor within 30-calendar days of receipt of a CDRL deliverable. A lack of government response does not constitute an automatic approval.
4.5 Resubmittal of Data
If resubmittal of a CDRL is required, it shall be resubmitted within 20-calendar days after the date the CO letter is sent, unless otherwise specified in the CO letter. Should the Contractor disagree with the proposed resubmittal requirements, it shall submit its comments in writing to the CO within 15-calendar days of notification.
When resubmission of data is directed, complete documents shall be submitted unless otherwise specified in the CO letter. Each page of a resubmittal shall have changes indicated by a vertical line in the left margin to designate any areas of the document
(including figures and tables) that have been revised. The document revision number shall be indicated both on the title page of the data delivery and in the header of each page of the data delivery.
The contractor shall insert a “revision” page in each data delivery resubmitted. The revision page shall provide a history of changes made to the document. The page shall include the following, as a minimum:
a. The reason for the revision, i.e., proposal number, modification number,
b. A brief description of the changes made,
c. Revision identification letter or number and revision date.
The FMS Program Office will respond within 20-calendar days for resubmittals of data, unless otherwise specified in block 16. If the Government cannot respond within the 20-calendar days, the contractor will be notified, and a new suspense date will be mutually established. A lack of government response beyond 20-calendar days does not constitute an automatic approval.
4.6 Final Submittal of Data
For the final delivery against each CDRL in the contract/delivery order, the Contractor shall clearly state in its Letter of Transmittal (LT) that the last submittal is being made and that all contractual requirements concerning that data item have been fulfilled. The proper format and required information for the Contractor’s LTs is covered in section 6 below.
4.7 DD Form 250, Material Inspection and Receiving Report Requirements
Block 7 of the CDRL directs the method of submittal— an individual DD Form 250 is required only if indicated in block 7. All other submittals shall be via an LT.
5 Electronic Data Transmission
5.1 Multi-User Engineering Automated System (MEARS)
The Contractor shall electronically deliver all contractual data using the Government-controlled MEARS database. The Contractor shall ensure that an adequate number of
Contractor personnel obtain the necessary security certificates to access MEARS. The
Contractor shall complete training required by the Government on the MEARS system.
5.2 Alternative Delivery Formats
The Contractor shall inform the FMS Program Office in writing if any of their data deliverables cannot comply with the required electronic formats. In such cases the
Contractor shall recommend, for Program Office approval, an alternative delivery format(s). A request for an alternative delivery format should not be considered an automatic approval for late delivery of the data.
5.3 Editable Format Requirements
When the contractor is required to make deliveries in MS Excel or in MS Project, the contractor shall submit two copies, one official submittal and one that can be edited by the
FMS Program Office. The two copies shall be identical in content and shall be submitted together. The .pdf file will be documented as the official data submittal. Portable Document
Format (PDF) documents shall be in search-able format and not scanned.
6 Method of Transmittal
6.1 Required Format (General)
▪ All data deliveries shall include an LT. As a minimum, the LT shall contain:
o Letter date and control number o Contractor’s address and point of contact (POC) o Contract number, delivery order, CLIN and program name o Document revision level o Resubmittals shall contain a reference to the original documents o Document date and document control number o CDRL sequence number o DID number o Data title/subtitle o Reason/frequency of submittal (monthly, draft, final, update, etc.)
o List of all previous/pertinent correspondence relating to the documentation being submitted o List of distribution addressees as identified in block 14 of the CDRL
6.2 Required Format (Paper)
If a paper copy of the data delivery must be prepared, a complete list of addressees shall be placed at the end of the LT, annotating the recipients (as identified on the DD Form 1423, block 14), including the transmittal-letter-only recipients. Paper copies shall be submitted on standard 8 1/2 x11-inch document size bond paper. Fold-outs are permissible for large tables/flow- charts.
6.3 Required Format (email)
If submittal is made via e-mail, the list of addressees in the “To” line shall include the complete list of addressees and shall be considered sufficient.

8 Modification of Data Requirements
8.1 CDRL Changes
During the performance of this contract, the CO may unilaterally accomplish Changes to
Exhibit A and associated CLINs. Subject changes may include the following:
▪ Increase or decrease the number of addresses
▪ Increase or decrease the number of paper copies provided
▪ Change the place of delivery
▪ Change the requiring office for the CDRL
▪ Other administrative and/or clarification changes
8.2 Changes to Contract Price (Limits & Conditions)
Any amendment shall be made at no change in contract price, provided the increase for an individual line item of data is not greater than 150 percent (150%) nor a decrease to less than 50 percent (50%) in the total number of copies initially specified in the CDRL.
In the event of an increase greater than 150 percent or of a decrease to less than 50 percent, the parties will negotiate any equitable adjustment.
The contract price will constitute full satisfaction of any entitlement of equitable adjustment under the “Changes” clause, provided the Contractor agrees to accept such change at no change in contract price. Unilateral action shall be by the issuance of a CO's letter, which will reference this paragraph as its authority. The Contractor shall notify the
CO of the estimated cost if the changes impact the contract price.
8.3 Subsequent Submittals
Action directed by these paragraphs shall be put in place by the Contractor beginning with the first submission of the particular data item or items after receipt by the Contractor of the CO’s direction.
9 Marking Technical Documentation
9.1 Distribution Marking System:
Required distribution statements have been annotated in block 9 of each CDRL and are defined in paragraph 9.2 below. If the Contractor feels a different distribution statement is appropriate, the Contractor must notify the CO with its recommendation and justification.
The Government will review the request, determine which statement is the most appropriate, and provide the Contractor with either an acceptance of its proposed change or the
Government’s reason for not accepting the Contractor’s request for change.
The contractor shall mark all technical information, regardless of its medium, with the appropriate distribution statement as prescribed by the controlling DoD office. This includes technical reports, blueprints, drawings, technical orders, technical manuals, plans, instructions, computer software, film, technical papers, photographs, email, PowerPoint etc. If the document contains export-controlled technical data, it shall also be marked with the export control warning statement prescribed in DoDI
5230.24. Distribution statements are also applied to technical data that contain proprietary information used.
Technical data categorized as cryptographic/communications security, communications/electronic intelligence, and similar categories as may be designated by the Director, National Security Agency, whose distribution is limited through alternate methods, are exempt from these marking provisions.
Certain types of technical data preclude placing the entire notice on the document. To accommodate this problem, each distribution statement contains an authorized abbreviation form. Abbreviated distribution statements are to be used only when space precludes placing the entire notice on the document. The use and wording of these statements are described in the following paragraphs.
The contractor is not authorized to provide copies of any data on the CDRL to entities who are not specifically identified in the distribution block of the CDRL without written Government approval from CO.
Contractor Imposed Distribution Statements. DFARS Subpart 227.4 stipulates control procedures for contractor controlled technical information in which the Government has limited rights. These procedures shall be followed as described in DoDI 5230-24.
The term Controlled Unclassified Information (CUI) is now to be used and replaces the term, marking and control measures “For Official Use Only (FOUO)” for any new documents dated after 05
October 2021 when DoDI 5200.48 _DAFI 16-1403, was published; legacy documents do not have to be re- marked, but CUI should be applied if/when content is being revised/modified. At minimum
CUI markings for unclassified DoD documents will include the acronym “CUI” in the banner and the footer of the document, or it may say the following:
“CONTROLLED UNCLASSIFIED INFORMATION” marking at top and bottom of each page.
Additionally, contractor shall apply the appropriate releasability control measure.
CUI markings in classified documents will appear in paragraphs or subparagraphs known to contain only CUI and must be portion marked with “(CUI).” “CUI” will not appear in the banner or footer.
(1) There will be an acknowledgement added to the warning box on the first page of multi-page documents to alert readers to the presence of CUI in a classified DoD document, as shown in Figure
1.
Figure 1. CUI Warning Box for Classified Material
This content is classified at the [insert highest classification level of the source data] level and may contain elements of controlled unclassified information (CUI), unclassified, or information classified at a lower level than the overall classification displayed. This content shall not be used as a source of derivative classification; refer instead to [cite specific reference, where possible, or state “the applicable classification guide(s)”]. It must be reviewed for both Classified
National Security Information (CNSI) and CUI in accordance with DoDI 5230.09 prior to public release. [Add a point of contact when needed.]
The first page or cover of any document or material containing CUI, including a document with commingled classified information, will include a CUI designation indicator, as shown in Figure 2.
Documents and materials containing CUI will require a generic “CUI” marking at the top and bottom of each page.

9.2 Marking Technical Data
9.2.1 The Contractor shall mark all requested technical information to the appropriate level when required with either a distribution statement or disclosure notice and a destruction notice as applicable per the below instructions. This marking requirement for technical data includes technical reports, blueprints, drawings, technical orders, technical manuals, plans, instructions, computer software, film, technical papers, photographs, CDs/DVDs, etc. If the document contains export-controlled technical data, it also must be marked with an export control warning statement. Distribution statements can be applied to technical data that contain or reveal proprietary information.
9.2.2 Certain types of technical data may preclude placing the entire notice on the document. To accommodate this problem, each distribution statement contains an authorized abbreviation form. Abbreviated distribution statements are to be used only when the available space precludes placing the entire notice on the document.
The use and wording of these statements are described in the following paragraphs.
9.3 Distribution Statements
In accordance with block 9 of the CDRL, the Contractor shall place the following distribution statement on the cover and title page of each document submitted, including the first sheet of each drawing.
Distribution Statement D:
