CONTENT DETAILS: The contractor shall provide the user manuals and guide, to include setup, configuration, system diagnostic, repair and replacement. The contractor shall submit drawing showing the “as built” configuration in Microsoft Visio format and a courtesy copy in PDF. The As Built Drawings shall include the locations of all IWS equipment, media converters, switches, CAT 6 cables and FOC network connectivity infrastructure, a detailed logical FOC diagram of the IWS system, the facility location of the IWS equipment, a floor plan of the room location, power source facilities and connections, a rack elevation plan of the IWS equipment, and tested coverage areas for Kleine Brogel AB, Belgium. The coverage area drawings shall be shown on facility locations.

Item C. Mark (X) appropriate category: TDP - Technical Data Package; TM - Technical Manual; Other - other category of data, such as "Provisioning," "Configuration Management," etc.

Item D. Enter name of system/item being acquired that data will support (e.g., Mission Design Series (MDS) designator).

Item E. Self-explanatory (to be filled in after contract award).

Item 17. Specify appropriate price group from one of the following groups of effort in developing estimated prices for each data item listed on the DD Form 1423.

a. Group I. Definition - Data which is not otherwise essential to the contractor's performance of the primary contracted effort (production, development, testing, and administration) but which is required by DD Form 1423.

Estimated Price - Costs to be included under Group I are those applicable to preparing and assembling the data item in conformance with Government requirements, and the administration and other expenses related to reproducing and delivering such data items to the Government.

b. Group II. Definition - Data which is essential to the performance of the primary contracted effort but the contractor is required to perform additional work to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, or quality of the data item.

Estimated Price - Costs to be included under Group II are those incurred over and above the cost of the essential data item without conforming to Government requirements, and the administrative and other expenses related to reproducing and delivering such data item to the Government.

c. Group III. Definition - Data which the contractor must develop for his internal use in performance of the primary contracted effort and does not require any substantial change to conform to Government requirements with regard to depth of content, format, frequency of submittal, preparation, control, and quality of the data item.

Estimated Price - Costs to be included under Group III are the administrative and other expenses related to reproducing and delivering such data item to the Government.

d. Group IV. Definition - Data which is developed by the contractor as part of his normal operating procedures and his effort in supplying these data to the Government is minimal.

Estimated Price - Group IV items should normally be shown on the DD Form 1423 at no cost.

Item 18. For each data item, enter an amount equal to that portion of the total price which is estimated to be attributable to the production or development for the Government of that item of data.

These estimated data prices shall be developed only from those costs which will be incurred as a direct result of the requirement to supply the data, over and above those costs which would otherwise be incurred in performance of the contract if no data were required. The estimated data prices shall not include any amount for rights in data. The Government’s rights to use the data shall be governed by the pertinent provisions of the contract.

The purpose of the report is to inform IPT members of project progress, problems being encountered, identified system and outside plant deficiencies and/or discrepancies identified throughout the life of the project, and other topics necessary/beneficial to ensure success and timely completion of the contract requirements. A weekly report shall be submitted indicating progress/status and listing any deficiencies/discrepancies found and actions to correct them.

CONTENT DETAILS: The contractor shall chair a weekly IPT meeting that includes Contractor representatives, the Contracting Officer (CO), 38 ES/ENIU, 38 ES/ENPG, representatives of 701 MUNSS/ MXMC and all required base personnel from Kleine Brogel AB, Belgium. The Contractor shall provide a worldwide “Meet Me” Teleconference capability for the duration of the project. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/ beneficial to ensure success and timely completion of the Task Order. The contractor shall be responsible for the meeting minutes. A copy of the minutes shall be provided to each attendee and disseminated via e-mail addresses.

CONTENT DETAILS: The contractor shall submit how they will test the IWS system, CCUs, ISUs, and all speakers in a detailed written test plan and ensure compliance with Unified Facilities Criteria (UFC) 4-021-01. The cutover and test plan shall based on the contractor's design. In addition, the contractor shall submit written instructions to system operators for conducting periodic system tests. The IWS system shall be tested and demonstrated to the Government that the system is fully operational and meets or exceeds the specified requirements and that the system is fully ready to be placed into service. These tests shall be scheduled at least 5 calendar days prior to the acceptance, and accomplished prior to the system being placed into service.

CONTENT DETAILS: The Contractor shall provide an installation test report of the results of the testing accomplished under the installation test plan. The contractor shall furnish all test equipment and personnel required to conduct all required testing. The contractor shall document all test results in a “Test Report(s)” and distribute within five (5) calendar days of completion of each test. This includes fiber optics tests for continuity, open, splice dB loss, faults and transposed pairs, testing the fiber transmit and receive communications signals from the Central Control Stations to the ISUs, ensuring the IWS system will have end to end fiber communications signaling and connectivity.
