About this file
This document is a Questions and Answers clarification issued by the Franklin County Purchasing Department regarding Request for Proposal 2026-08-05 for Process Server Services for the Franklin County Child Support Enforcement Agency. The RFP seeks vendors to provide process server services, with the Scope of Work estimating approximately 2,000 service request packets annually, though this figure is an estimate and the actual volume may be lower. Proposals must be submitted in hard copy and electronic format (on flash or thumb drive) to the Franklin County Purchasing Department Office, Attn: Sandra Hernandez, 373 South High Street, 25th Floor, Columbus, Ohio 43215-6315, with a sealed proposal deadline of April 15, 2026, at 2:00 PM EDT. The proposal opening will occur virtually via Microsoft Teams. Vendor registration through the county's Bid Opportunities website is required but registration through OhioBuys is not mandatory.
Key operational details indicate that approximately 97% of service requests occur outside Franklin County but within Ohio, with less than 1% historically requiring 8-hour rush service. Vendors must include testimony services within their quoted unit pricing with no separate compensation provided. The RFP includes an MBE Set Aside designation, though this is not marked as a mandatory eligibility requirement. Vendors must register as county vendors prior to accessing the full RFP packet and downloading all required submission documents, including the scope of work, pricing forms, required affidavits, and exhibits.
