RFP 2026-06-04 Summary: Cancer Concierge/Navigation Services

This is a Request for Proposal (RFP) issued by the Franklin County Board of Commissioners on behalf of the Franklin County Cooperative Health Improvement Program, a self-funded benefits consortium serving approximately 6,500 employees, 2,500 spouses/domestic partners, and 5,300 dependent children across 40+ agencies in Franklin County, Ohio. The County seeks proposals from qualified vendors to provide Cancer Concierge/Navigation Services, including telephonic access to oncology-certified nurse specialists during business hours (8 AM-5 PM EST, Monday-Friday), virtual connections with oncologists specializing in specific cancer types, preventive and educational programs offered both virtually and in-person, and comprehensive data reporting on service utilization and return on investment. A Pre-Proposal Conference is scheduled for May 7, 2026 at 10:00 AM EST; written questions are due May 13, 2026 by 5:00 PM EST; proposals must be submitted by May 27, 2026 at 3:00 PM EST; and the estimated contract start date is February 1, 2027. The contract term runs from February 1, 2027 through December 31, 2031, with optional extension periods available at the County's discretion. The County intends to award one contract but reserves the right to award multiple contracts if deemed in the County's best interest.

Pricing and detailed cost structures are to be submitted on the vendor's Pricing Form included in the RFP; vendors must provide all services in accordance with contract terms, and any scope changes or rate modifications require written contract modifications approved by resolution of the Franklin County Board of Commissioners. The current Cancer Concierge service provider is CancerBridge; the Cooperative's broader vendor network includes United Healthcare/Optum (medical), Optum/United Behavioral Health (behavioral health), OptumRx (prescription), Aetna (dental), and others. Eligible members include benefits-eligible employees regardless of health plan enrollment, eligible dependents, and immediate family members. The County requires vendors to maintain comprehensive insurance coverage including general liability ($1,000,000), umbrella/excess coverage ($2,000,000), cyber insurance ($5,000,000), professional liability ($1,000,000), and workers' compensation as required by Ohio law. Proposals will be evaluated in phases based on completeness, compliance, firm background and experience, communications, member experience, reporting capabilities, implementation, services quality, pricing, references, subcontractors, and local preference (additional points for no offshore presence). Vendors must register with Franklin County's purchasing system, provide Certificates of Good Standing, complete required affidavits including lobbyist declarations and delinquent tax certifications, and comply with all applicable federal, state, and local laws including HIPAA and Ohio ethics requirements.

Section 1.0 General Information

1.1 Purpose

The Franklin County Board of Commissioners (County) serves as the administrator of the Franklin County Cooperative Health Improvement Program (Cooperative). The County is issuing this Request for Proposal (RFP) to seek proposals from qualified vendors to provide Cancer Concierge/Navigation services.

1.2 Organization Background and Overview

Franklin County formed the Cooperative in 2004 and entered into Intergovernmental Agreements with multiple other local government organizations. The majority of Cooperative members reside in Franklin County. A small number of employees reside in contiguous counties. (The current structure of the agencies serviced by the Cooperative is illustrated in Exhibit 1.2.1.) Agencies may enter and exit the Cooperative at the sole discretion of Franklin County.

All employee benefits and wellness programs are administered by Franklin County Human Resources – Benefits & Wellness (B&W), whose mission is ‘to provide affordable and sustainable health and wellness benefits to members of the Franklin County Cooperative with the ultimate goal of improving the physical and emotional health of our members’. Goals include developing sustainable programs that optimize quality, access and cost effectiveness, that are valued by plan participants and advance member health through data-driven, evidence-based design. Objectives include lifting barriers to positive behavior change, influencing cost-drivers that impact Cooperative programs and being a responsible steward of the public funding that supports the Cooperative.

The Cooperative offers members a comprehensive employee benefits program that includes medical, behavioral health, prescription drug, dental, vision, EAP, flexible spending accounts, disability, legal, pet and life insurance benefits as well as a robust wellness program. The majority of programs are self-funded.

Informative aspects of the Cooperative:

• Covers approximately 6,500 employees, 2,500 spouses/domestic partners and 5,300 dependent children

• Includes employees from 40+ agencies, many with their own HR, policies, culture, etc.

• Employees represent a variety of shifts, work environments (i.e., hybrid, “on the road”), and professions (i.e., elected officials, Sheriff’s deputies, etc.)

• Includes employees from over a dozen unions, i.e. AFSCME, OFT, FOP Capital City Lodge, etc.

• Offers a bundled health program which includes medical, pharmacy, behavioral health, dental, vision, EAP, life insurance and wellness benefit programs.

• Benefit, wellness and fiscal years run calendar year
