Scope of Work
Enhancements to the 2021 update to the Florida Ecological Greenways Network
The FSU Florida Natural Areas Inventory (FNAI) proposes to continue work on enhancements and updates to the Florida Ecological Greenways Network (FEGN) to support prioritization and decision-making in the Florida Forever program. This work will include both one-time activities to be accomplished in the current fiscal year, and ongoing activities that are expected to continue beyond this year, as noted further below. FNAI will subcontract and collaborate with the University of Florida Center for Landscape Conservation Planning (CLCP) in this effort and accomplish the following activities:
ACTIVITIES
1. Refine FEGN Florida Forever Strategic Priorities (FFSP) - In collaboration with CLCP, FNAI will further refine the Florida Forever Strategic Priorities first developed in the 2021 FEGN update. The FFSP represents strategic conservation priorities (within the overall FEGN priorities 1-3) that are relevant to Florida Forever acquisitions. This will include:
Consideration of additional wide-ranging species or landscape-level natural community connectivity needs to inform corridor bottlenecks;
Corridor connectivity analysis of eastern indigo snake following method used for panther and bear;
Evaluation of additional corridor modeling tools such as Circuitscape to identify critical bottlenecks for comparison with current analyses.
Refinement of Florida Forever Strategic Priorities is proposed to be an ongoing Activity that will be completed annually (by March 15).
2. Quarterly Updates of Florida Forever Strategic Priorities - FNAI will provide DEP with a GIS data layer quarterly for updates of the Florida Forever Strategic Priorities data layer. These updates primarily will address priorities affected by changes to conservation lands boundaries due to additional land acquisitions as well as significant land use changes. No changes will be made to overall FEGN priorities in these updates; updates will solely be made to strategic priorities within existing FEGN priority classes. This is proposed to be an ongoing activity that will be completed quarterly in future years as well.
3. Further Review FEGN High Priorities in Vicinity of FL Forever Projects - FNAI will conduct a more intensive assessment of FEGN Priorities 1-3 in the vicinity of Florida Forever Projects to develop more refined land protection focal areas. This will include aerial photo, land use, and parcel-based analysis, as well as exploration of alternative corridor modeling tools to inform spatial location-based prioritization of FEGN high priorities, and additional spatial prioritization methods if warranted. This assessment will further ensure that Florida Forever evaluations will be based on a comprehensive assessment of land acquisition projects’ contributions to landscape connectivity.
This is proposed to be an ongoing activity that will be completed annually.
4. Update Florida Forever Project Landscapes Single Resource Evaluation to Inform ARC Ranking - FNAI will revise the current Single Resource scoring of Florida Forever projects for the Landscapes resource category, based on the 2021 FEGN update and new Strategic Priorities. This update will likely follow a similar method to the current Single Resource scoring, with additional criteria reflecting FEGN Strategic Priorities. We will also update documentation in the Florida Forever Conservation Needs Assessment (FFCNA) Technical Report and Project Ranking Support Analysis report. Revision of this methodology is proposed to be a one-time activity (annual scoring and documentation updates will be covered under the separate ongoing Florida Forever Measures contract).
5. FEGN Web Data Viewer - In collaboration with CLCP, FNAI will collaborate to develop a web-based map viewer platform for the FEGN to serve as the central source for stakeholders and users, including Florida Wildlife Corridor Coalition, DEP Office of Greenways and Trails and Division of State Lands, Florida Forever project sponsors, conservation planners, and the public. This could be based on the same ESRI web-mapping platform that FNAI has used for applications such as the Florida Forever Conservation Data Viewer (https://www.fnai.org/webmaps/FFCNA_Map/index.html).
Special consideration will be given to communicating data versioning and source branding to emphasize this viewer as the primary online source for FEGN data and information. Development of this web viewer will be a one-time activity, with annual updates to incorporate new data.
6. Assess FEGN vis-à-vis other Planning Priority Areas - We will assess the co-location of FEGN high priorities with other planning priority areas such as military mission priorities, springsheds, and coastal landscapes, including managed retreat of natural resources due to sea level rise. Results will allow refinement of FEGN priorities in key areas, and provide additional context to assessments of Florida Forever projects’ contributions to landscape connectivity. This will result in a revised statewide FEGN data layer that will be provided as GIS data to DEP. This is proposed to be a one-time Activity.
