About this file

This is a Task Assignment Notification Form for DIP Contract No. PL263, issued by the Florida Department of Environmental Protection (DEP). The contract involves the Florida Natural Areas Inventory (FNAI) as the contractor, with Gary Knight serving as the Contractor Contact Manager and Joseph Wilson as the DEP Contract Manager. The task assignment was effective July 1, 2016, through June 15, 2017, and was approved on February 28, 2016.

The scope of work involves conducting an assessment of listed and rare plant species at the Marjorie Harris Carr Cross Florida Greenway, which spans four counties (Citrus, Levy, Marion, and Putnam) and includes portions of three major river systems. FNAI is responsible for surveying rare plants tracked by FNAI with a ranking of G3 or higher, visiting known populations documented prior to 2001 and during surveys from 2002-2015, and identifying new populations within the project area. The contractor must submit an assessment plan within 30 days, conduct field investigations using GPS technology and standard FNAI protocols, deliver ArcGIS 10.3 shapefiles with occurrence data, and provide a final report with two hard copies plus a digital copy by June 15, 2017. The total project cost is $29,355, payable upon delivery of the final report and associated data no later than June 16, 2017. Funding is provided through object code 139000, with a module designation of U1130 for fiscal year 2000, with a recorded amount of $20,355.

SCOPE OF WORK

Assessment of Listed and Rare Plant Species at Marjorie Harris Carr Cross Florida Greenway

Work period: July l , 2016 -June 15, 2017

I. LOCATION

The Marjorie Harris Carr Cross Florida Greenway (MHCCFG) spans most of the width of Florida from the Gulf of Mexico to the St. Johns River through Citrus, Levy, Marion, and Putnam counties and includes parts of three major river systems: the Withlacoochee, the Ocklawaha, and the St.

Johns. Although extensively fragmented by canal excavation, dams, locks, bridges, numerous roads, and abandoned agricultural lands, the MHCCFG harbors excellent examples of Florida's rapidly disappearing natural communities including bottomland forest, depression marsh, floodplain swamp, hydric hammock, maritime hammock, mesic hammock, mesic/wet flatwoods, sandhill, scrub, upland hardwood forest, and xeric hammock. These communities provide habitat for a number of FNAI, state, and federally listed plant species.

II. OBJECTIVES

One objective of this study is to visit known populations of rare plants documented on the MHCCFG prior to 2001, during the rare plant surveys of 2002-2004, and through incidental observations during natural community mapping (2007-08) and invasive plant surveys (2013-2015).

Verification of their presence/absence and condition is especially important for the older occurrences collected from 2008 and before. A second objective is to document new populations of known rare plants and occurrences of new rare plant species within the project area by surveying those natural communities with the greatest potential to support listed plants. A preliminary list of rare plants will be generated from the known suite of rare plants that occur on the MHCCFG and supplemented with additional species that potentially occur on the MHCCFG based on county records for Citrus, Levy, Marion, and Putnam counties. The method of field investigations will be to first identify potential rare plant species, then determine appropriate habitat type for each listed plant, and search potential habitat for the species. Documentation for each listed plant species occurrence will include the location (latitude/longitude), a count estimate, habitat information, and disturbances noted.

III. SCOPE OF WORK

The survey of rare plants on the MHCCFG will focus on searching natural community types with the highest potential of supporting listed species. The Florida Natural Areas Inventory (FNAI) will develop an assessment plan and schedule that will be submitted to the Florida Department of Environmental Protection (DEP) project manager for approval prior to commencing field investigations. The assessment plan and schedule will include: a list of potentially occurring listed plant species; a list of the natural communities that are likely to provide habitats for each species, the best survey season (i.e. approximate flowering and fruiting time for each species for which flowers or fruit are necessary for identification). A preliminary table of priority target species is attached to this scope of work .

Sampling locations will be selected prior to commencing field activities. The survey will focus on rare plants tracked by FNAJ and ranked G3 or higher, but other FNAI-tracked and state listed species will be recorded if encountered during field work. The site will be assessed by thoroughly searching (using meandering transects) potential habitat for each of the rare species identified as

1of4 potentially occurring on site. All species observed will be identified in the field in order to avoid disturbing potentially listed species or species occurring on-site in low numbers. The location of listed species will be recorded using GPS; data describing their reproductive and overall condition, as well as population size, will be documented using standard protocols developed by FNAI. A representative of each listed plant species located on the site will be photographed with a digital camera.

Following the field investigations, all GPS data will be converted into ArcGIS shape files for delivery to DEP. Data for each rare plant occurrence will include the following: common name;

scientific name; any synonyms; FNAI ranking; legal status; brief habitat description; and any protection or management recommendations or comments. Occurrence data also will be entered into the FNAJ Rare Plant Conservation Database. The final report to be submitted to DEP shall include a description of the field survey, a list of target species including rarity ranks and legal protection statuses, a table listing each of the rare species found, a color photograph and a brief ecological synopsis for each of the rare plant species found on site, and site specific management recommendations for each rare plant species found.

IV. DELIVERABLES

o ArcGIS 10.3 files:

• Populated Geodatabase or shapefile of rare plant species occurrences including observations on habitat, phenology, population size, and disturbances

• Incidental sightings of rare animals and/or invasive exotic plants o Final report (2 bard copies plus digital copy)

V. TIMELINE

This project will be initiated upon signing of the Task Assignment Notification Form. The assessment plan and schedule of proposed field investigations should be submitted to the DEP project manager within 30 days following the receipt of the signed task assignment or purchase order. Once the DEP project manager approves the assessment plan and schedule FNAI may begin field investigations.

All sampling will be completed and all reports and data will be delivered to the DEP project manager by June I 5, 2017. One invoice shall be submitted for the total amount upon delivery of the final report and associated data no later than June I 6, 2017.

VI. COST

Total project cost is $29,355

FNAI GLOBAL ELEMENT RANK

G1 = Critically imperiled globally because of extreme rarity (5 or fewer occurrences or less than 1000 individuals) or because of extreme vulnerability to extinction due to some natural or man-made factor.

G2 = Imperiled globally because of rarity (6 to 20 occurrences or less than 3000 individuals) or because of vulnerability to extinction due to some natural or man-made factor.

G3 = Either very rare and local throughout its range (21-100 occurrences or less than 10,000 individuals) or found locally in a restricted range or vulnerable to extinction from other factors.

G4 = Apparently secure globally (may be rare in parts of range).

GS= Demonstrably secure globally.

G#? =Tentative rank (e.g., G2?).

G#G# = Range of rank; insufficient data to assign specific global rank (e.g., G2G3).

G#Q = Rank of questionable species - ranked as species but questionable whether it is species or subspecies;

numbers have same definition as above (e.g., G2Q).

GNA = Ranking is not applicable because the element is not a suitable target for conservation (e.g. a hybrid species).

GNR = Element not yet ranked (temporary).

NT = Not tracked by the Florida Natural Areas Inventory

FNAI STATE ELEMENT RANK

S1 = Critically imperiled in Florida because of extreme rarity (5 or fewer occurrences or less than 1000 individuals) or because of extreme vulnerability to extinction due to some natural or man-made factor.
