About this contract
The Florida Department of Environmental Protection's Master Agreement PL263 provides scientific and technical services focused on the development, maintenance, and continued enhancement of ecological resource databases and geographic information systems. The primary vehicle is the Florida Natural Areas Inventory (FNAI) Biotics database and associated GIS platforms, which contain comprehensive species distribution data, conservation land information, and environmental resource assessments. Services available under this IDV encompass Element Occurrence Records management, data requests and special services, conservation lands mapping and acquisition project tracking, managed area documentation, Florida Forever program support and evaluation, conservation easement monitoring, invasive exotic plant surveys, rare species assessments, land acquisition proposal evaluations, and customized geographic analysis for state land management and acquisition planning initiatives.
Florida State University (through its Sponsored Research Services division and the Florida Natural Areas Inventory) serves as the prime contractor under this indefinite delivery master agreement with the Florida Department of Environmental Protection. The contract was originally executed on July 1, 2012, and extended through June 30, 2022, covering the entire state of Florida. Services are delivered on a task assignment basis combining fixed-price and fee-schedule compensation structures, with hourly labor rates ranging from $14.00 to $50.16 per hour plus 28 percent fringe benefits and 5 percent overhead costs. Individual task assignments have been issued continuously throughout the contract period for specialized services including database development, mapping projects, monitoring activities, and analytical support, with no guaranteed minimum work volume under the indefinite delivery vehicle structure.
