PL263 – Task Assignment 907 – Details
Survey and Monitoring Brazilian Pepper Extent and Changes in Waccasassa Bay Preserve State Park
Primary project objective(s):
The primary objective for this study is to assess the changes in cover of Brazilian pepper (Schinus terebinthifolia), with the focus on previously known locations of Brazilian pepper on Waccasassa Bay Preserve State Park (WBPSP).
A secondary objective is to examine the northerly extent of Brazilian pepper and examine its occupancy and cover in hammock plant communities. WBPSP is on the leading edge of the northward expansion of Brazilian pepper on Florida’s west coast, therefore monitoring is critical to understanding the current threat to native ecosystems and guide efficient treatments. The third objective is to assess the accuracy of categorization of the current landcover maps which will help in identifying potential areas for treatments, specifically the hammock communities and create a historic community map to help understand how habitat change relates to the invasion potential of an area.
Having accurate information on invasive species cover and distribution is a fundamental basis for land management.
WBPSP is observing rapid changes in Brazilian pepper cover and potential distribution. Information is needed to: 1) estimate cover class change which has occurred since 2010 in previously surveyed areas; 2) capturing the current amounts and spatial configuration of Brazilian pepper; 3) create high accuracy reference points which can be monitored at any time in the future; 4) create management plans if desired for the management of Brazilian pepper;
5) having accurate landcover maps is critical for planning; 6) understanding historic conditions helps understand changes which are occurring and informs current management.
Sample design and methods:
FNAI will survey all previously collected Brazilian pepper points and estimate cover using classes from previously surveys. In addition, we will create permanent reference monitoring locations in the form of photo points and plots along random transects throughout the park. The project will install 30 sub-meter accuracy transects distributed from the north to south throughout the preserve (Figure 1). At each transect, one 2.5 meter radius plot will be conducted at each habitat type (low marsh, high marsh, “ghost forests” or former hammocks with abundant dead trees, and hammock) to collect Daubenmire class estimates of Brazilian pepper cover, height, and DBH (live and dead will be noted). Reference photos will be taken at each 2.5 m plot. We will record FNAI natural community, structural cover classes, dominant species, other invasive plant species, and any FNAI tracked rare species. The center point of each plot will be recorded with a sub-meter accuracy GPS.

PL263 – Details for Task Assignment #907 (continued)
Plot data will allow managers to understand if the observed change represents a likely permanent change in cover type and, if so, what the current assemblage of species is. Permanent plots will be installed so Park staff can monitor these locations at any time in the future if desired. The Park will work with Florida Natural Areas Inventory (FNAI) to digitize and create historic habitat maps (1944-51 or earliest available) as well as create highly accurate current land cover maps based on ground-truthed observations. In addition, FNAI, with airboat support will conduct a field verification of current/historic habitat maps.
Management of Data:
FNAI staff will conduct surveys, archive data, and provide all raw data in one report due June 15, 2021 (deliverables mentioned below) to DEP/DRP and the Park.
The total amount allocated for this task assignment is $24,222 and can be amended if the DEPARTMENT determines a need. Work done under this Task is subject to the negotiated overhead rate of 5% as specified in the Master Agreement PL263. Any work completed by the CONTRACTOR in excess of $24,222 shall be at the CONTRACTOR’s sole discretion and the DEPARTMENT shall not be responsible for reimbursing the CONTRACTOR for such additional services unless this task assignment is specifically amended to allow for such additional work.
Project Deliverables (e.g., map, data, etc.):
Deliverables include 1 report including the following items:
(1) a point shapefile that identifies the Brazilian pepper, observed at each point, plot data collected, and any natural community data;
(2) a polygon shapefile containing the points of Brazilian pepper, natural community points, plots, and the boundaries of the current natural communities on the study area with attributes that list the FNAI natural community type or an altered landcover type if the area is heavily disturbed as well as any natural communities or other landcover types that may occur as inclusions within the delineated polygon;
(3) a polygon shapefile containing the boundaries of the historic natural communities on the study area as determined from historic aerial photography, field evidence, or original public land survey notes;
(4) a written description of the Brazilian pepper status and changes since last survey, current extent of Brazilian pepper, natural communities that occur on site, including a list of the dominant or characteristic plant species for each natural community observed;
(5) a point shapefile with locations and descriptions of FNAI-tracked, rare plant occurrences, rare animal occurrences, locations and descriptions of invasive plant occurrences.
(6) geo-referenced historical aerial photography
(7) geo-referenced plot photographs and data
(8) change analysis from historic conditions
(9) plot data summary
(10) Section with all data methodologies used, and section on summary of information
(11) Written protocol for continued monitoring, including section on how to analyze
Schedule:
Initial pilot surveys will be conducted in Summer-Fall of 2020 to examine the extent of the current coverage of Brazilian pepper and the full survey will be conducted in Fall-Winter of 2020 with the deliverables completed by June 15, 2021.
