PL263 – Task Assignment 905 – Details
Monitoring of Conservation Easements and Land Protection Agreements
Contractor will conduct site assessments to monitor Board of Trustees less-than-fee interests in the form of conservation easements or land protection agreements on private lands throughout the State. These conservation easements were acquired by the State to perpetuate existing land uses and conservation values on private lands while simultaneously allowing the landowner and his/her heirs and successors to continue to use the land.
Each conservation easement or land protection agreement enumerates certain rights retained by the landowner as grantor, prohibitions against certain activities, and rights granted to the State as grantee. The conditions of the property at the time the easement or agreement is executed are typically documented in a Baseline Documentation Report. The Division is responsible for ensuring that the grantor complies with all terms and prohibitions of the easement or agreement.
The Contractor shall monitor grantor compliance with the terms and conditions of conservation easements and land protection agreements held by the Board and provide updated resource descriptions and photo-documentation of sites where and when appropriate. The services will include, but will not necessarily be limited to, the following:
Examining agricultural and silvicultural practices for compliance with easement restrictions and best management practices
Assessing extent and quality of wetlands Reporting on presence and abundance of invasive exotic plants Determining the extent of new development and its compliance with easement restrictions Revisiting GPS photopoints and documenting any change with new photographs and descriptions of activities.
Producing de facto baseline documentation for those easements and agreements for which it was not originally done Preparing monitoring reports using the template form (Exhibit A) developed by the
Department.
Deliverables: Easements to be evaluated during fiscal year 2020-21 are listed in table 1. Contractor shall submit a monitoring report for each easement evaluated during the fall (2020) by January 4, 2021.
Monitoring reports for easements evaluated during the spring (2021) shall be delivered by June 4, 2021.
Invoice Schedule: Costs for completed monitoring reports are listed in Table 1.
Invoice for the Fall 2020 Conservation Easement Monitoring is due no later than January 15, 2021.
Invoice for the Spring 2021 Conservation Easement Monitoring is due no later than June 15, 2021.
Invoices shall be submitted electronically 15 days after the end of each quarter with final invoice due on June 15, 2021. Invoices should be sent to the DEP CONTRACT MANAGER, Deborah Burr, Deborah.Burr@FloridaDEP.gov and to Sheryl Boutin (sheryl.boutin@dep.state.fl.us).
All invoices shall include the corresponding reporting period. (For Example: Reporting Period:
July 1, 2020 – September 30, 2020).
