Contract Summary

This document is a Task Assignment Change Order Form for DEP Contract No. PL263, issued by the Florida Department of Environmental Protection. The contract involves the Florida Natural Areas Inventory (FNAI) as the contractor, with Dan Hipes serving as the Contractor Contract Manager and Deborah Burr as the DEP Contract Manager. Change Order Number 1 was executed in March 2022 to modify Task Assignment 1007 under this indefinite delivery contract vehicle.

The change order adds funds for additional survey work under Subtask 1.4 and removes Subtask 1.3 (training events). The original task amount of $70,980 is reduced by $1,172, resulting in a revised total of $69,808. The contract requires FNAI to complete four tasks supporting land management activities on Florida State Parks: (1) Invasive Plant Sampling Phase 3, including protocol development, data collection tools, and field surveys; (2) a literature review on aerial application of Naled for mosquito control; (3) development of an Arthropod Control Plan Web Map; and (4) analysis of long-term impacts of prescribed fire application. All invoices must be submitted by June 15, 2022. Deliverables range from April 2021 through June 2022, with payments allocated across the four tasks totaling $69,808.

RREVISED PER CHANGE ORDER NUMBER 1

PL263-Task Assignment 1007 Scope of Work

BNCR TASKS

This Scope of Work describes four separate tasks to be completed by the Florida Natural Areas Inventory (FNAI) during FY2022 to support land management activities on Florida State Parks.

Task 1: Invasive Plant Sampling on FL State Parks Phase 3

FNAI will continue to assist BNCR with the development of a standardized approach to monitoring invasives plants on Florida State Parks through:

1.1. Assist with planning and facilitation of up to 16 hours of meeting time (in summer 2021 through Jan/Feb 2022) with the DRP Invasives Coordinators to collect input on protocol changes.

Facilitation will include setting topic order, timeframes, and details for the agenda, gathering and reviewing any reference materials to share, and making sure there is a logical progression of topics and that critical topics aren’t missed. Input collected at the first meeting will be used to edit the existing protocol (v4) to develop a new draft which will be reviewed at the following meetings. If in-person meetings are not practical, given health restrictions, these meetings will be conducted remotely at a reduced cost.

1.2. Assisting with data collection form creation, sampling design, database development, and data analysis to reduce DRP workload. This will include the following:

1.2.1. Development of an ArcPro Python script that will allow users to select invasive plant survey or treatment points, lines, and polygons within management zones and output a summary report for NRTS transcription

1.2.2. Development of a ESRI geodatabase template for invasive plant data collection

1.2.3. Creation of a Field Maps form for invasive Plant Data collection based on the geodatabase template

1.2.4. Development of a script or other process that DRP staff can use to generate random points to guide invasive plant sampling

1.3. Providing two training events covering the use of the newly developed protocol for up to 25 attendees each. One event will be in Northern Florida (Gainesville or Tallahassee), and one will be in South/Central Florida (Wekiva area). Each training will last up to 2 days and will include a field and office component. Training will cover data collection using DRP Trimble TDC600 data loggers to collect data using ESRI Field Maps. If in-person training sessions are not practical, given health restrictions, they will be conducted remotely at a reduced cost.

1.4. Sampling for invasive plants at Florida State Parks lacking staff capacity (spring 2022). Sampling will be conducted using the transect between random points approach developed in 2021.

These surveys will be used to develop a reliable cost per acre to perform this work at other parks in the future. FNAI will also complete spatial summary of the data (not including comparison with existing NRTS records).

TTask 2: Review of literature on aerial application of Naled for mosquito control

FNAI will write a literature review summarizing current research on the potential for non-target impacts from the Ultra-Low Volume (ULV) aerial application of Naled (Dibrom) for control of adult mosquitos. We will address the following questions:

A. What are the current best practices for aerial ULV application of Naled?

B. What are the potential impacts on non-target native invertebrates, particularly rare, listed, and at-risk taxa? Impacts will be summarized by taxonomic group, life stage, season, habitat, etc, as appropriate for brevity.

C. What are the potential impacts on honeybees?

D. Are there bioaccumulation concerns that could impact vertebrates?

E. What restrictions could be considered to minimize impacts (concentration/rate, applications per year allowed, seasonality, time of day, etc.)?

Copies of all referenced literature will be provided.

Task 3: Arthropod Control Plan Web Map

FNAI will develop a web map to provide a single public access point for current Mosquito Control District (MCD) Arthropod Control Plans (ACP). The map will allow users to click on a state park or other conservation land, and get:

A. A link to download the current ACP B. Date of ACP approval.

C. Conservation Land Contact information D. MCD contact information.

Task 4: Summary and Analysis of the long-term impacts of DRP Prescribed Fire Application

FNAI will analyze patterns observed in DRP long-term land management database (NRTS) with the goals of demonstrating the benefit of prescribed fire in FL State Parks with a particular focus on:

trends in burn seasonality (growing/dormant) and frequency.

proportion of units burned (acres in burn to total unit size) pyrodiversity relationship between equipment availability and acreage burned development intensity/proximity and burn frequency potential climate change impacts relationship between fire seasonality and frequency and basal area of pine and non-pine, shrub height and cover (from F4 stand and NC data) summary of number staff (OPS vs FTE) involved in prescribed fire efforts and, as possible, discussion of historical staffing trends discussion of agency partnerships which help facilitate fire
