PL263 – Task Assignment 1005 – Details
Ecological Surveys and Natural Community Mapping at Bluffs of St. Theresa
Florida Natural Areas Inventory (FNAI) will complete current and historic natural community mapping at the Bluffs of St. Teresa acquisition managed by the Division of Recreation and Parks (Approx. 7,101 acres). This work will include using historic aerial photography, soil maps, land survey notes, recent aerial photography and field ground truthing. Additionally, FNAI will collect observations of any rare animals, rare plants and invasive exotic plants observed during natural community mapping work.
The Florida DEP (DEP) will provide boundaries of the site to FNAI as an ESRI shapefile. FNAI will review any existing data pertaining to natural communities on these properties. FNAI will acquire historic (ca. 1940) aerial photography for use in developing historic natural community maps. These photographs will be geo-referenced by FNAI. Using all available photography and soil information, FNAI will develop a natural community map to help guide DRP’s future fieldwork.
Field methods: FNAI field ecologists/botanists, in coordination with DEP staff, will ground-truth at least 60% of the historic natural plant community polygons greater than 10 acres to refine the draft map and to identify the historic natural community and current land cover for each polygon. Ground-truth locations will be documented in GIS point shapefiles with a series of attributes that describe the community structure and composition. Up to half of the required 60% may include locations and data from any previous mapping effort; however, current condition descriptions must be developed from data collected under this contract. The minimum data collected at any given point will include the date, surveyor, the natural community, vegetation notes, and community condition rank. Polygons not visited will be classified based on aerial photograph signature. Classification will be based on the 2010 edition of the FNAI Guide to the Natural Communities of Florida. Locations of rare animals, rare plants and invasive exotic plants encountered during ground truth work will be recorded.
Analysis and reporting methods: Plant community boundaries confirmed in the field will be reviewed and finalized in ArcGIS to produce or revise a historic natural community map that represents FNAI’s estimate of the Pre-Columbian land-cover. FNAI will then produce a current natural community map using the latest available imagery and information gathered during ground-truthing. FNAI field ecologists will prepare general descriptions of each natural community observed. These descriptions will include information on vegetation composition, dominant species, disturbance history, hydrological features, management considerations, and desired future conditions, and a representative photograph for each plant community type.
Agency review: In order to allow time for staff input before the maps are finalized, FNAI will provide DEP with the draft historical and current maps, as well as community descriptions, by September 10, 2021. DEP will provide any comments on the draft products by September 30, and FNAI will address all comments, editing the map as appropriate, to develop the final drafts.
Metadata: FNAI will generate metadata using Environmental Systems Research Institute (ESRI) ARCGIS© 10.x software or higher. Metadata will comply with the Federal Geographic Data Committee metadata standards. The process by which the data was created, and quality control was performed on digitization, field verification, data attribution and topological accuracy will be described in the metadata digital files.
Deliverables:
Description Date Cost Historic natural community maps along with Geo-referenced historical aerial photography.
Methodology description – FNAI will provide a Microsoft Word document describing the methods of all work conducted during this project.
Natural community descriptions – FNAI will provide a Microsoft Word document with generalized descriptions of each of the natural communities mapped and their desired conditions.
FNAI will provide ESRI shapefiles depicting the following:
Current natural community landcover for selected properties.
Historic natural community landcover for selected properties.
Ground truth locations describing the plant community including quality and condition for all tracts surveyed.
Locations and information on rare animals, rare plants and invasive exotic plants observed during natural community mapping work.
Draft due by Sept 10, 2021
Final due by Oct 10, 2021
$19,558
Payment and Invoice Schedule:
The CONTRACTOR shall submit one invoice, in the amount not to exceed $19,558 no later than October 15, 2021.
Invoices should be submitted electronically and should be sent to the DEP CONTRACT MANAGER, Deborah Burr, Deborah.Burr@FloridaDEP.gov and to Budget Representative, Sheryl Boutin Sheryl.Boutin@FloridaDEP.gov
