EXHIBIT “A”
Proposal for Electrical Improvements at Faver Dykes State Park
Contract Number CN304
Introduction: This proposal is for providing design and permitting services associated with electrical improvements at Faver Dykes State Park. The park is located at 1000 Faver Dykes Rd, St. Augustine, FL 32086 (Parcel # 1873100000). GPI is aware that Florida Power & Light (FP&L) has overhead electrical facilities that enter the park through Faver Dykes Rd. and that FDEP owns several parcels in the vicinity of the project that Faver Dykes Road traverses through leading up to the park entrance. At the park entrance, it is understood that overhead electrical lines continue through approximately 1.5 miles of park property to service the campground area. The campground area will be the location for this scope of services.
As discussed in a site scoping meeting on November 18, 2022, between prior FDEP Project Manager and prior GPI Project Manager; It is understood that FDEP wishes to provide new utility pedestals at approximately 30 camp sites at the rear of the park (Attachment 1). The client-provided pedestal specifications shall be installed at the rear of each camp site. The pedestal includes water and electrical connections. GPI understands that all camp sites currently have electrical and water service. This proposal does not include survey, archaeologists and DHR coordination, environmental impacts, other utility coordination or inclusion.
The following are general expectations:
Electrical upgrades will be required.
A new electrical system will be required in order to ensure the system is code compliant.
FP&L has the capacity to serve the development.
Minor adjustments will be made to water services in order to provide connection.
Water system modifications are not significant enough to require permit or specific design.
GPI understands that no other permitting except for building permit will need to be submitted, the fees for which are not included.
FDEP shall provide:
• Detailed pedestal specifications (electric and water)
• Sketch/detail of typical pedestal location relative to the camp site
• All existing As-Built information and/or design drawings, especially related to electrical and electrical service
• Photos of existing electrical service; panel(s) (inside and out), overhead services, transformers, etc
• Aerial Map with a sketch of the existing electrical services noted above.
As only building permits are anticipated (Electrical/Demolition), we anticipate that the work can be performed without survey services, and that a site sketch can be provided on scaled aerial imagery. This site sketch is expected to be sufficient for obtaining the necessary building permits.
Please see the tasks below pertaining to our proposed scope of services:
Task 1: Conceptual Layout
Description: GPI shall prepare a conceptual layout for input and review by park staff. This conceptual layout will also be utilized as a coordination tool for pre-application meetings with FP&L and St. Johns County. GPI will include 1 revised concept based on Client review prior to this task’s final deliverable.
