EXHIBIT “A”
Proposal for Redevelopment of a Covered Observation Deck
Contract Number CN304
Introduction: This proposal is for the design and permitting services associated with the reconstruction of an observation deck located at Weekie Wachee Springs State Park in Hernando County, FL. The state park is located at
6131 Commercial Way in Weekie Wachee, FL 34606 (Parcel ID R-Z SWM 17-0000-0030-0000). A detailed breakdown and description of individual task efforts is listed below.
GPI provide design and permitting services for replacing the observation deck overhanging Weekie Wachee Spring, at Weekie Wachee Springs State Park. The platform currently serves as a queuing area for customers waiting to enter the mermaid theatre for the upcoming show. The platform is currently cantilevered over the spring and has fallen into a state of disrepair over the years.
As discussed in the scoping meeting held on Tuesday April 27, 2021, the park wishes to reconstruct the deck, ideally without the cantilever overhanging the spring that currently exists as a cost saving effort. The park also wishes to cover the deck with an overhead hip-roof style pavilion or other pre-engineered covering.
GPI shall perform a special purpose survey for the project area as well as a structural investigation of the existing deck and its supporting concrete beam. GPI shall also coordinate a geotechnical investigation to ensure the structural integrity of the proposed design. For the purposes of this proposal, it is assumed that the proposed infrastructure will be limited to the size of the existing deck’s footprint, and therefore no additional stormwater permitting, civil site permitting, or design shall be required.
Task 1: Pre-Application Meeting Attendance
Description: GPI will arrange and attend a pre-application meeting with Hernando County. GPI shall also meet with
SWFWMD to determine the extent of permitting required based on the proposed activity. Finally GPI shall meet with the Department of State’s Division of Historical Resources. Meetings may be held in person, or digitally (Zoom, Teams, etc.).
Deliverables:
• Attendance of Hernando County Pre-Application Meeting
• Attendance of SWFWMD Pre-Application Meeting
• Attendance of Department of State DHR Pre-Application Meeting
• Meeting minutes for each meeting (electronic, pdf format)
Performance Measure: Deliverables will be reviewed by the Department to confirm they are complete, accurate, and timely.
Fixed Price Cost:
Task 1:
Firm Name Position Classification Hourly Rate Hours Total Fixed Price Cost
GPI Principal-In-Charge $ 197.34 0 $ -
GPI Senior Project Manager $ 177.18 15 $ 2,657.70

GPI Civil Designer $ 76.28 0 $ -
GPI Clerical $ 83.23 0 $ -
Subtotal for Task 1: $ 3,394.15
Task 2: Conceptual Structure Selection
Description: GPI shall assist FDEP with coordination with suppliers of pre-engineered structures and provide recommendations to the Client for appropriate overhead structures covering the new deck area. The intent of this task is to identify a structure that will establish the basis for structural design of the deck. For the purposes of this proposal, GPI assumes a pre-engineered structure shall be selected since this will likely be the most economical solution for the Client.
Please note that the assessment is limited to what is visible at the time of the site visit. Unknown conditions at the time of construction may result in additional design and construction tasks which are not covered by this scope or estimate.

GPI Project Engineer III $ 92.24 0 $ -
Subtotal for Task 2: $ 1,297.88
Task 3: Structural Inspection
Description: GPI shall perform a structural inspection on the existing infrastructure, including the concrete beam spanning the length of the deck. GPI shall evaluate the condition of the concrete beam, and the steel cantilevers, and determine what portions may be able to remain as the foundation of the existing structure, and what must be removed. It is assumed this concrete beam is also the top of a sheet pile wall. GPI shall inspect this beam and existing retaining wall to ensure that it is acceptable to support new construction.

Subtotal for Task 3: $ 2,359.19
Task 4: Geotechnical Services
Description: GPI shall utilize AREHNA Engineering for Geotechnical Services. The purpose of their geotechnical study is to obtain information on the general subsurface conditions at the project site. The subsurface materials encountered will then be evaluated with respect to the available project characteristics. In this regard, engineering assessments for the following items will be formulated:
• General location and description of potentially deleterious materials encountered in the borings which may have an impact on the proposed construction.
• Identification of the existing ground water levels and estimated normal seasonal high ground water fluctuations.
• Provide general recommendations regarding site suitability for construction for each portion of the property.
The following services will be performed to achieve the above-outlined objectives:
• Request state required utility location services from Sunshine811 which requires 48 hours for the utility member to mark or clear the site of known utilities.
• Perform two Standard Penetration (SPT) borings to depths of up to 30 feet below the existing ground surface. Borings are to terminate as lime rock is encountered. Samples will be collected, and Standard Penetration Test resistances will be measured continuously for the top ten feet and at approximate intervals of five feet thereafter. Upon completion, the boreholes will be backfilled with cement grout. Borings are expected to be terminated as soon as lime rock is encountered.
• Perform two hand auger borings with Dynamic Cone Penetrometer’s (DCPs) or Push Cone Penetrometer’s
(PPTs) (to record relative soil density) extending to a maximum depth of 6 feet. The hand auger borings will be performed along the top of the channel bank that is not accessible for the drill rig. The boreholes will be backfilled with soil cuttings upon completion.
• Complete one manual shallow test pit excavation on a concrete slab foundation to measure and examine the footing.
• The depth of any standing water will be recorded in the areas of the borings and depth of water table (if encountered) within the boreholes will be recorded.
• Visually classify and stratify soil samples in the laboratory using the Unified Soil Classification
System and conduct a laboratory testing program on representative samples, as appropriate.
• Letter report the results of the field exploration and engineering analysis with general geotechnical recommendations for the proposed construction. The results of the subsurface exploration will be presented in a written report signed and sealed by a professional engineer specializing in geotechnical engineering.
• Geotechnical Report of findings (electronic, pdf format)

Description: GPI will obtain a special purposes survey of the project area extending 10’ beyond the existing structure boundary in the proposed project areas. The proposed project area is anticipated to extend to the limits of the existing deck, as the project assumes that the post development footprint will be equal to or smaller than the existing deck’s footprint. The project will not provide a boundary survey. Survey drawings will establish horizontal control in the Florida State Plan Coordinate System and vertical control will be established locally.
