Tomoka State Park – Entrance Road Re-Paving and Cultural Resources Assessment Survey Contract Number: CN304, Task Assignment Number: 15 (Additional Work)

Introduction (TA 15 – Current): This proposal is for the design and permitting services associated with the paving of approximately 1.5 miles of existing dirt roads within Tomoka State Park. The approximately 1.5 miles is proposed 2-lane roadway (20 ft wide) from the existing paved entrance north to the Statue and south to the campground. The existing 1-lane one-way roadway (10 ft wide) throughout the campground area will remain unpaved. The project will also consist of minor pavement repairs for the existing paved entrance road at the interface with the proposed pavement.

The paving efforts will reduce roadway sedimentation and minimize park maintenance of the existing dirt roads as well as provide a stabilized access for park patrons to commute throughout the park.

The Tomoka State Park is located at 2099 N Beach St Ormond Beach in Volusia County (Parcel ID 13-3242- 0000-0310). A detailed breakdown and description of individual task efforts is listed below.

GPI and its subconsultants shall perform necessary survey and geotechnical work to ascertain the existing topography, layout the proposed asphalt roadway, ensure consistent existing subgrade, and design appropriate pavement section. This will also include coordination with the park to determine existing utility locations in an effort to avoid utility conflicts with proposed work. For the purposes of this proposal, it is not anticipated that there will be any utility relocations. As a known culturally significant site, we understand that the FDEP will provide appropriate Archeological monitoring during construction and coordination during the design phase. The typical roadway section will include 2 (two) -10’ lanes (two-way) with stormwater treatment intended to be handled with Vegetative Natural Buffers (VNB). Permitting efforts, as noted herein, are also included within this scope.

Introduction (TA 15 - Change Order #1 (SubTask(s) A)): This proposal will add Subtasks to the existing executed TA 15. The Subtasks are for the design and permitting services associated with the widening and repaving of approximately 2150 feet of existing paved entrance roads within Tomoka State Park. The approximately 0.41 miles on paved roadway consists of 120 feet of existing 2-lane roadway (20 ft wide) from North Beach Street to where the ingress/egress lanes bifurcates. The rest of the roadway consists of 1015’ of one way, 1-lane (9’ to 10’ wide) ingress road and 1015’ is one way, 1-lane (9’ to 10’ wide) egress road.

It is proposed to widen the 2-lane portion to 22’ wide and the 1-lane portion to 12’ wide and mill and re-pave the existing asphalt. This project will tie to the existing dirt road paving project.

The Tomoka State Park is located at 2099 N Beach St Ormond Beach in Volusia County (Parcel ID 13-3242- 0000-0310). A detailed breakdown and description of individual Subtask efforts is listed below.

GPI and its subconsultant shall perform necessary survey work to ascertain the existing topography, layout the widening of the existing asphalt roadway and design appropriate pavement section. GPI will utilize the Geotechnical data acquired from the dirt road paving project to design the pavement widening section.

The typical roadway section will include 2 (two) -11’ lanes (two-way) and 1 (one) 12’ lane. No stormwater requirement are anticipated. Permitting efforts, as noted herein, are also included within this scope.

Introduction (TA 15 - Change Order #1 (SubTasks B)): This proposal will add a Subtask to the existing executed TA 15. The Subtask is for the provision of a Cultural Resource Assessment Study for the original TA 15 project area (APE). This proposal consists of completing a Phase I cultural resources assessment survey (CRAS). The work will be completed to Division of Historical Resources (DHR) standards. The resulting report will comply with Rule 1a-46, Florida Administrative Code (FAC). Two previously recorded archaeological sites, 8VO0082 (Nocoroco) and 8VO4366 (Saw Dust), and one Resource Group, 8VO04310 (Mount Oswald Plantation), intersect portions of the APE. 8VO0082 is listed on the National Register of Historic Places. All areas of the proposed undertaking will be surveyed in accordance with Module 3, Guidelines for Use by Historical Preservation Professionals. A fully executed Rule 1a-32 (FAC) Archaeological Research Permit must be obtained from the Florida Bureau of Archaeological Research prior to the commencement of field investigations.

Subtask 1A: Survey Services (2,150 Linear Feet)

Description: Provide a topographic survey to meet the standards of practice as prescribed by the Florida Board of Professional Land Surveyors. The Survey will include: 0.41 miles of interior paved roads within the internal road system of Tomoka State Park and the sidewalk area at the north end of the park from the dirt parking area to the asphalt paved walkway. Also, include the dirt side road directly across from the Community Center to 50’ beyond the existing edge of pavement (including the entirety of the concrete H/C parking area and a 20’ direct path from the H/C parking area to the pavilion northeast of the H/C parking area). Locate the marked utilities at the southern end of the dirt road adjacent to the camp grounds (exposed waterline), the septic tank access locations (to be exposed by Park staff) in the waste disposal loop (please photograph these 3 access points).

Set Horizontal Control, State Plane Coordinates (NAD83/2011) Florida East Zone, US Survey Feet, using GPS / FPRN techniques, and field traverse, approximately every 1000’ along roadway to be used for design survey and construction control.

Set Vertical Control, North American Vertical Datum of 1988 (NAVD 88), US Survey Feet, using closed loop differential level runs from GPS derived NAVD88 elevations on set Horizontal Control points.

Locate all improvements and utilities, as evidence by above ground features.

Locate all underground utility designations identified by Park Staff.

Locate trees (12” diameter or greater) with size and species within 10’ of edge of paved entrance road and cut through locations (include all trees within the median).

Provide a topographic survey with 1’ contours within the project limits to extend to wood line or 15’ beyond the existing edge of paved entrance road, whichever is greater.

Provide elevation information every 100’, 15’ from the existing edge of paved entrance road into the wood line.

Topo of paved road will extend to include the beginning of dirt roadways. Survey the ranger station, employee parking area, transformer to the east of Ranger Station, and all pedestrian amenities.

Cross-Section elevations will be taken at 100 ft intervals. Include significant grade breaks, signs, natural variations, fences, curb, etc. between cross sections.

Tie all turnouts found along the roadway.

Exist roadway elevation information on N Beach St. 20' either side of entrance road and out to centerline of N Beach Rd. including loop locations all gate amenities and power source locations (pole inside gate)

Provide DTM file upon completion of survey work with established baseline of survey / centerline construction based upon centerline of existing dirt road.

GPI will rely on park staff to horizontally locate and field mark (paint & flags) all subsurface utility mains, excluding service lines, gravity sewer lines and irrigation lines in the locations noted above and any others within the extents of the project limits. Park staff to also uncover existing septic tank access locations within the dump station loop road to horizontally and vertically locate.

June 9, 2022 Dear Mr. Brown, PaleoWest is pleased to submit a scope of work and cost estimate to provide cultural resources services to comply with state regulations for the Tomoka State Park Dirt to Pave Project located in Tomoka State Park in Volusia County, FL.

Scope The scope of work proposed by PaleoWest is for completing a Phase I cultural resources assessment survey (CRAS). The work will be completed to Division of Historical Resources (DHR) standards. The resulting report will comply with Rule 1a-46, Florida Administrative Code (FAC).

The proposed scope entails surveying the APE (roadway subject to paving) (Figure 1).

The cost estimate assumes the following:

• Approval of research design for 1a-32 Archaeological Research Permit

• Approval to weigh and discard all non-modified shell recovered during survey

• Up to 50 artifacts recovered for analysis

• Up to 50 shovel test pits

• No new archaeological sites

• No human remains encountered

• One mobilization

Any tasks beyond this scope of work are subject to a separate scope and timeline.

Selected Relevant Work History

• Lambeth Citrus WRE CRAS (275 acres)

• Silver Springs Swim Area Recon Survey (1.2 acres)

• Grant Street Melbourne Survey (15 acres)

• Egret’s Reserve CRAS (62 acres)

Cost The professional fee for completing the tasks described above is $12,506.00 payable on a fixed-fee basis upon completion of the draft report. PaleoWest will apply for the 1A-32 permit within 3 days of signed contract. The deliverables will be submitted to the client within 15 business days of execution of the 1a-32 permit. The cost and terms outlined in this proposal are valid for up to 20 business days following the receipt of this document.

Sincerely, PALEOWEST

Jeffrey Moates, M.A., RPA | Program Manager
