RE: Request for Proposal – Lake Griffin Improvements
Dear Mr. Cobb;
Greenman-Pedersen, Inc. (GPI) is excited to offer the attached scope of professional services for the above referenced project. The anticipated tasks associated with this proposal are outlined in Exhibit A, along with a corresponding fee.
We welcome your input and are happy to review this information with you to ensure that there is a complete understanding of the proposed work.
As the scope pertaining to the desired improvements depends heavily on interpretations and direction of the St. Johns River Water Management District (SJRWMD), GPI shall structure this project in two separate phases. Information obtained in phase 1 will allow us to more accurately define the scope of phase 2.
We genuinely appreciate the opportunity and look forward to the project’s successful completion.
Sincerely, Greenman-Pedersen, Inc.

EXHIBIT “A”
Proposal for Electrical and Drainage Improvements at Lake Griffin State Park – Phase 1
Contract Number CN304
Introduction: This proposal is for providing design and permitting services associated with electrical upgrades and drainage improvements at Lake Griffin State Park in Fruitland Park, FL. GPI proposes two phases to be included in this project’s scope of services. Phase 1 (This scope) shall include services that pertain to due diligence, and towards electrical permitting that is expected to be a stand-alone permit. The second phase scope will include paving, drainage, and civil permitting and shall be provided following meetings with St. Johns River Water Management District (SJRWMD), FP&L, and Lake County. GPI is of the understanding that FDEP owns the following parcels in Lake County, FL in the immediate vicinity of the project.
Parcel # 031924000300002100 Parcel # 031924000300001800 Parcel # 031924000300002000 Parcel # 031924000100000100 Parcel # 031924000300001900 Parcel # 101924000200002600 Note: FDEP does not own parcel #031924000300001500, located North of the Park, although for the purposes of this proposal, there are electrical easements exist that traverse through this parcel to serve the park.
As discussed in a site scoping meeting on November 18, 2022 between the previous FDEP PM and the previous GPI PM, GPI is of the understanding that the park has three main objectives. These objectives include:
Providing electrical upgrades at 21 camp sites (phase 1) Paving the dirt road leading to the camp sites and within the campground (phase 2) Provide a stormwater solution for the site as it is experiencing drainage & erosion issues (phase 2).
Phase 1 - It is understood that FDEP wishes to provide new 50 AMP pedestals at 21 sites (Attachment 1). It is also understood that there are 8 sites that do not require electrical upgrade, and 10 sites that have already been upgraded to a 50 AMP services. The client-provided pedestal specification shall be installed at each of the 21 camp sites. The pedestal includes water and electrical connections. GPI understands that all camp sites currently have electrical and water service. This improved electrical design, along with the miscellaneous water connections that shall be provided with these pedestal installations shall be provided in this phase of development (phase 1). GPI will compile and organize the existing information and prepare conceptual plans for a pre-application meeting with the SJRWMD, FPL, and Lake County. This proposal does not include survey, archaeologists and DHR coordination, environmental impacts, other utility coordination or inclusion, or Phase 2 services (Geotechnical, Environmental, Civil Roadway Design).
The following are general expectations:
Electrical upgrades will be required A new electrical system will be required in order to ensure the system is code compliant FP&L has the capacity to serve the development Minor adjustments will be made to water services in order to provide connection Water system modifications are not significant enough to require permit or specific design GPI understands that no other permitting except for building permit will need to be submitted, the fees for which are not included.
FDEP shall provide:
• Detailed pedestal specifications (electric and water)
• Sketch/detail of typical pedestal location relative to the camp site
• All existing As-Built information and/or design drawings, especially related to electrical and electrical service
• Photos of existing electrical service; panel(s) (inside and out), overhead services, transformers, etc
• Aerial Map with a sketch of the existing electrical services noted above.
TA20
Phase 2 - GPI understands that there is approximately 1600’ of dirt roadway leading to and throughout the campsite that will need to be paved. This includes an approximately 700’ of a 2-lane roadway leading to the campsite area, and approximately 900’ of 1 lane roadway navigating throughout the site. GPI requests that the FDEP coordinate with the DHR to ensure that there are no Archeological concerns with the proposed paving project (likely an 18” to 20” impact depth for roadway cross section). SJRWMD and Lake County will provide direction regarding the necessary permitting. It is anticipated that the plan preparation and permitting will be performed in phase 2 of the project, under a separate scope of services.
In addition to paving, it is understood that the site is experiencing drainage issues. It appears that there is an existing stormwater system that has not been maintained in multiple areas and has become buried allowing stormwater to flow through the site in an uncontrolled manner during storm events. There does not appear to be public record of this stormwater facility having been permitted. It is also understood that a culvert(s) discharging to a wetland area(s) has become blocked. It appears that that the culvert(s) may be cleaned out as a maintenance issue and may not require design or permits. GPI will attempt to ascertain a directive from SJRWMD regarding the maintenance of the existing system as part of Phase 1. The stormwater design retrofits, and their extents, will be provided in phase 2.
Please see the tasks below pertaining to our proposed scope of services in PHASE 1 of this contract:

Electrical plans shall include plans and specifications to upgrade the existing electrical service(s) as required for the addition of new 50A RV pedestals for all the sites indicated on the attached map (sites 1, 3-7, 9-11, 13-15, 20-25, 28, & 32-35) This includes load calculations per the latest adopted version of the National Electrical Code. The attached map (attachment 1) indicates 50A sites as well as sites that don’t need to be upgraded (26, 27, 29-32, 39 & 40).
However, the latest Florida adopted NEC code has increased the load calculations for RV sites, so even though the existing 50A sites are noted to not require upgrading, the services and feeders to the sites may still require upgrades to meet the latest edition of the NEC. Plans will include a riser diagram showing proposed wire/conduit sizing for each service as well as the feeders to each of the new 50A pedestals.
As the new pedestals include a water service, and each camp site is assumed to have a water service of sufficient capacity; a typical detail showing the water connection shall be provided. It is expected that this reconnection will not require civil planning or permitting.
GPI shall also prepare an Engineer’s Quantity sheet.
