About this file
This is a Level 2 Health, Safety and Environmental Specifications exhibit for IFB 250406 issued by the Orange County Transportation Authority (OCTA) for tree maintenance and pruning services. The specification document establishes mandatory health, safety, and environmental compliance requirements that all contractors, subcontractors, suppliers, and employees must follow throughout the contract term. The contractor must comply with all applicable OCTA HSEC requirements, project site requirements, and bus yard and rail safety rules. A designated Health and Safety Representative who qualifies as a Qualified Individual must be assigned by the contractor prior to performing any work activities. The contractor bears primary responsibility for identifying hazards, implementing appropriate control measures, and maintaining safe conditions throughout the duration of work to protect employees, the public, and property.
The specifications require contractors to develop and maintain all federally, state, and locally mandated health, safety, and environmental programs. Immediate notification to OCTA's designated representative is required for any incident including property damage, recordable injuries or illnesses, environmental spills or releases, and visits by regulatory agencies such as Cal/OSHA, DTSC, or EPA. Verbal notification must be followed by a written preliminary incident report within 24 hours, with serious injuries or incidents requiring formal investigation and review. The contractor must provide all necessary tools, equipment, and safety protective devices and must instruct all employees and subcontractors in hazard identification and mitigation relevant to their assigned work. Non-compliance with these specifications, including repeated unsafe acts or serious violations, may result in corrective action ranging from suspension of work and site removal to contract termination at OCTA's discretion. Environmental compliance extends to all federal, state, and local regulations governing noise, air quality, water quality, stormwater, hazardous materials, contaminated soils, and cultural or archaeological resources.
