About this file
This is a Price Summary Sheet for Exhibit B of an Invitation for Bid (IFB 250406) issued by the Orange County Transportation Authority (OCTA) for tree maintenance and pruning services in California. The contract encompasses comprehensive tree care services across multiple tree and shrub species of varying sizes (small, medium, large, and extra-large). The scope includes 82 line items covering maintenance services for approximately 76 different tree and shrub types, plus tree removal, stump grinding, and palm tree skinning services. The contract offers two pricing structures: a one-year term running from February 1, 2025 through January 31, 2026, and a two-year term effective September 1, 2026 through August 31, 2028. Contractors must submit firm-fixed unit prices for all line items, with failure to quote any item resulting in a non-responsive bid. The estimated annual quantities are provided for evaluation purposes only and do not guarantee minimum or maximum usage levels. Billing shall be broken down by property and line item.
All prices quoted must be firm-fixed and fully burdened, including direct costs, indirect costs, prevailing wages, fuel costs, disposal fees, cleanup fees, travel time, trip charges, overhead, freight, and profits. This is designated as a prevailing wage contract. Parts used for replacement materials not covered by the unit prices shall be invoiced at the contractor's cost plus a specified markup percentage, with all parts exceeding $500 per unit requiring supporting cost documentation. For cost analysis, the parts markup will be weighted at 10 percent while the lump sum total price will be weighted at 90 percent. Award will be made to the responsive, responsible bidder offering the lowest weighted total. The contract requires that bona fide proof of cost increases be submitted with a minimum of 90 days advance written notice, with no retroactive adjustments permitted. Contractors must guarantee that quoted prices are equal to or less than prices quoted to any other local, state, or federal government entity for services of equal or lesser scope, with no price increases permitted during the contract term.

PARTS MARK-UP
All parts (tree/shrubbery) used that are related to the services outlined in the Scope of Work, Exhibit A, shall be invoiced at the Contractor’s cost plus a mark-up, as specified below. “Parts” shall be limited to incidental replacement materials not otherwise covered by the unit prices listed above.
Percent Cost Mark-Up:
For cost analysis purposes, the percentage mark-up listed above will be weighted at 10 % and the lump sum total price will be weighted at 90 %. Award will be made to the responsive, responsible bidder with the lowest sum of the weighted amount.
All parts over $500 per unit will require documentation of cost. Contractor shall be required to provide supporting documentation to confirm the actual cost of providing the replacement parts. Payments are contingent upon Contractor providing proof of cost.
PRICE INCREASES /DECREASES:
All price decreases will automatically be extended to Authority. Authority requires bona fide proof of cost increases on Contracts prior to any price adjustment. A minimum of ninety (90) days advance notice in writing is required to secure such adjustment. No retroactive price adjustments will be considered. Authority may enforce, adjust, negotiate, or cancel escalating price Contracts or take any other action it deems appropriate, as it sees fit. The net dollar amount of profit will remain firm during the period of the Agreement. Adjustments increasing the Contractor’s profit will not be allowed.
FIRM DISCOUNT AND PRICING STRUCTURE:
Bidder guarantees that prices quoted are equal to or less than prices quoted to any other local, State or Federal government entity for services of equal or lesser scope. Bidder agrees that no price increases shall be passed along to Authority during the term of this Agreement.
