About this file
This is a Safety Awareness Guide for the Orange County Streetcar (OC Streetcar) Yard and Maintenance Storage Facility, developed by the Orange County Transportation Authority (OCTA). The document establishes mandatory safety requirements and protocols for all personnel, visitors, vendors, and contractors working at the facility located at 2008 W. 5th Street, Santa Ana, CA 92703. The guide covers operational safety across multiple functional areas including track access, roadway worker protection, electrical hazards, motor vehicle operations, and specialty work. All individuals must sign in at the security desk upon arrival and display OCTA-issued badges. Track access is strictly prohibited without prior authorization, and anyone performing work within 6 feet of tracks or 10 feet of overhead powerlines must receive specialized training. The facility operates under the principle that unsafe acts may result in immediate site removal, and all workers possess stop-work authority to halt operations when unsafe conditions or behaviors are observed.
The Safety Awareness Guide specifies detailed personal protective equipment (PPE) requirements, including orange high-visibility vests, closed-toe shoes, and for maintenance shop work, ASTM F2413 EH-rated safety shoes and clear safety glasses with side shields. All specialty work—including hot work, confined space entry, chemical/spill response, and lockout/tagout procedures—requires qualified individuals with prior OCC authorization. Critical safety protocols include treating all overhead wires and electrical equipment as energized unless verified and grounded by qualified personnel, maintaining a 10-foot distance from overhead power lines, expecting rail vehicle movement at any time with rail vehicles having right-of-way, and prohibiting personal electronic device use within 6 feet of any track. Blue flag or blue light protection indicates active work on, under, or between streetcars, while red flag protection indicates track out-of-service status. Emergency contacts and incident reporting procedures are centralized through the Operations Control Center at (888) 560-5050.
