1.0 INTRODUCTION
This statement of work (SOW) describes the contractor required services necessary to perform an asbestos survey, review material from previously performed asbestos surveys, incorporate all information gathered into a new database management system, create an Asbestos Management Plan, create an Asbestos Operation and Maintenance Plan, and train personnel for the VA Health Care System (HCS), Fargo, ND. The work will be accomplished at the Fargo, ND VA campus located at 2101 Elm St N, Fargo, ND 58102.
1.1 Scope:
This SOW outlines the requirements for performing asbestos surveys and incorporating the new information gathered and from previously performed asbestos surveys into a new database management system. Contractor will be responsible for fully executing required visual surveying and bulk sampling throughout the campus. Previously collected survey data shall incorporated into the database, work is required to verify sampling locations and confirm the validity of older survey results along with new survey information. This SOW addresses some of the many services, materials, equipment, and labor required to provide the Fargo VA HCS with a comprehensive management tool capable of quickly identifying all asbestos hazards for
437-22-107 Fargo VA HCS ACM Inspection Service Contract - 2022 Page 5 of 104 the facility in text and graphic formats. The contractor will provide a consistent and effective program for managing Asbestos Containing Materials (ACMs) in accordance with Asbestos Hazard Emergency Response Act (AHERA) and National Emission Standard for Hazardous Air Pollutants (NESHAPS) requirements. The final survey results and database, in conjunction with the management plans, shall provide a means of planning repairs, renovations, and demolition projects, prioritizing health risks and planning to respond to emergency situations.
Assessments under this scope include identification, sampling, and analysis of samples from both the interior and exterior of VA HCS facilities. ACM survey results will specify the type (both friable and non-friable materials) and the quantity of ACMs in either linear or square feet, as appropriate, and specify existing health risks using the AHERA Rating system, (40 CFR 763.88). This information is not available from previously performed assessments.
1.2 Background:
Asbestos abatement activities have occurred from 1983 to the present. A facility-wide asbestos assessment for all structures was first conducted in 1984, and most recently in 2008.
Renovation and repair projects of existing facilities have routinely included asbestos abatement in those areas within the limits of such contracts. See attachment #1 for building and steam tunnel layouts. See attachment #2 for the 2008 asbestos survey.
1.2.1 Interior:
The Fargo VA HCS campus is made up of 17 buildings that first started construction in 1929 with major expansions in 1945 and 1983 but have also been under constant renovations of various magnitudes over the last 92 years. Currently the campus has approximately 576,000 interior gross square feet (GSF).
1.2.2 Roofs:
Built up tar, EPDM fully adhered and rock ballasted, and white membrane roofs are present on campus. These roofs are concentrated on the main hospital, but are also present on buildings 3, 10, 12, 39, 40, and walkways totaling approximately 129,500 GSF. Due to the
ACM Inspection Service Contract - 2022 Page 6 of 104 nature of how the main hospital is constructed there are approximately 40 – 50 different discernible roof sections and elevations.
1.2.3 Steam Tunnel:
There is a steam tunnel on campus approximately 2,000 GSF connecting building 10, boiler plant, to buildings 11, 12, 13, and the main hospital.
1.3 Timeline:
The contractor will have 120 calendar days from the notice to proceed (NTP) to delivery of final report, database, supporting documentation, photos, training etc. for contract closeout.
