1.0 BUILDING INFORMATION
Building #10 was originally constructed in 1945 and a 1976 renovation extended the building to the south; limited renovations are evident in the building.
The interior floor finishes included floor tile, ceramic tile, and concrete; the interior wall finishes included gypsum wallboard, concrete block, concrete, plaster, and brick; and the interior ceiling finishes included concrete and metal. The roofing system is a flat rubber-membrane roof; the exterior of the structure is brick.
The piping systems were insulated; fiberglass insulation (without hard fittings), millboard insulation (with hard fittings), and mag block insulation (with hard fittings) are located throughout the structure. Generator breeching and boiler breeching were observed in the structure. HVAC systems located in the structure consisted of steam radiators, electric radiators, and a forced air furnace equipped with heating coils.
2.0 ASBESTOS SURVEY INFORMATION
Building #10 was surveyed as part of a larger project for the VA. This report is part of “Volume 2” of a two volume series. This report includes building specific information only; please refer to the opening section of “Volume 2” for methodologies, definitions, and other pertinent supporting information.
A total of 48 samples were collected from suspect asbestos-containing materials (ACM) on October 15, 2008 and an additional 11 samples were collected on November 12, 2008.
Laboratory analysis results indicate 16 of these samples tested positive for asbestos.

2.3 Cost Estimates
Legend Technical Services Inc. estimates abatement costs (removal & disposal) of ACM as follows:
ACM QUANTITY UNIT COST TOTAL COST
Asbestos Floor Tile Mastic (all types) 261 ft2 $10.00/ft2 $2,610.00 Asbestos Pipe Insulation (all types) 38 ft
127 fittings $25.00/ft
$60.00/fitting $8,570.00 Asbestos Window Glazing (all types) 39 ea $225.00/ea $8,775.00 Asbestos Sink Undercoating 2 ea $150.00/ea $300.00 Asbestos HVAC Canvas Connector 1 ea $250.00/ea $250.00 Asbestos Tank Insulation 1 ea $2,500.00/ea $2,500.00 Asbestos Boiler Breeching 3 ea $5,000.00/ea $15,000.00 Asbestos Door/Window Caulk 3 ea $125.00/ea $375.00
Total Estimated Abatement Costs: $38,380.00
2.4 Survey Notes
LEGEND identified and sampled tank insulation on the blow-down tank in the mechanical room;
a review of the data indicates the insulation contains asbestos. The tank is approximately 7’ tall and 4’ in diameter (113 ft2).
LEGEND identified and sampled boiler breeching on 3 exhaust stacks, one for each boiler, in the boiler room; a review of the data indicates the breeching contains asbestos. Each exhaust stack is approximately 28’ tall and 4’ in diameter for the vertical portion and 15’ tall, 3’ wide, and 5’ long for the horizontal portion (557 ft2 each).
LEGEND identified and sampled Mag Block Pipe Insulation and Hard Fittings in the building; a review of the data indicates all samples of the Mag Block Pipe Insulation and two samples (#54, #57) of the Hard Fittings did not contain asbestos. However, one sample (#19) of the Hard
LEGEND No. 0800912 BUILDING #10 Page 3 of 3
Fittings on Mag Block Pipe Insulation tested positive for asbestos; all the Hard Fittings on Mag Block Pipe Insulation appear identical (homogeneous). A review of available records indicates the piping in the building was abated in the earlier 1980s and re-insulated. LEGEND believes the pipes were re-insulated with non-ACM Mag Block Pipe Insulation and a mix of non-ACM/ACM Hard Fittings at that time; which would be consistent with the tunnel system which was abated/re-insulated at the same time. Due to this, all Hard Fittings on Mag Block Pipe Insulation (including elbows and T-fittings) must be treated as ACM.
