1.0 BUILDING INFORMATION

The tunnel system was originally constructed in 1945; it begins at Building #10, runs west connecting to Building #13 and Building #12, turns south connecting to Building #11, and ends at Building #1/9/46. The tunnel system can be readily accessed from Building #1/9/46, #10, and #13; in addition to three manholes north of Building #1/9/46.

The piping systems were insulated; fiberglass insulation (without hard fittings), millboard insulation (with hard fittings), and mag block insulation (with hard fittings) are located in the tunnel system.

2.0 ASBESTOS SURVEY INFORMATION

The tunnel system was surveyed as part of a larger project for the VA. This report is part of “Volume 2” of a two volume series. This report includes tunnel system specific information only; please refer to the opening section of “Volume 2” for methodologies, definitions, and other pertinent supporting information.

A total of 4 samples were collected from suspect asbestos-containing materials (ACM) on November 7, 2008. Laboratory analysis results indicate 2 of these samples tested positive for asbestos.

2.1 Suspect Materials Identified and Sampled

Encapsulant on Fiberglass Insulation Millboard Pipe Insulation Hard Fittings on Mag Block Pipe Insulation Mag Block Pipe Insulation

The Asbestos Bulk Sample Results Table includes asbestos sampling data.

2.2 Asbestos Containing Materials

Hard Fittings on Mag Block Pipe Insulation Millboard Pipe Insulation Hard Fittings on Millboard Pipe Insulation (assumed)

The ACM Locations/ Friable Materials Assessments Table includes ACM locations data.

2.3 Cost Estimates

Legend Technical Services Inc. estimates abatement costs (removal & disposal) of ACM as follows:

ACM QUANTITY UNIT COST TOTAL COST

Asbestos Pipe Insulation (all types) 18 ft 17 fittings

$100.00/ft

$100.00/fitting $3,500.00

Total Estimated Abatement Costs: $3,500.00

2.4 Survey Notes

LEGEND identified Mag Block Pipe Insulation in the tunnel system, site observations imply it was installed in 1976 and a review of the laboratory data indicates it does not contain asbestos;

however, the laboratory data also indicates the Hard Fittings on the Mag Block Pipe Insulation do contain asbestos. LEGEND noted several Hard Fittings on Mag Block Pipe Insualtion in each manhole location.

LEGEND identified Millboard Pipe Insulation in the tunnel system, site observations imply it was installed in 1945 and a review of the laboratory data indicates it does contain asbestos; in addition, LEGEND assumed the Hard Fittings on Millboard Pipe Insulation do contain asbestos.

LEGEND noted the Millboard Pipe Insulation and Hard Fittings on Millboard Pipe Insulation in the tunnel system by Building #13, only.
