Time: 12:00 PM CST Date: December 9, 2021 Location: Fargo VA Health Care System -----, Contracting Officer Jean Cave, Contract Specialist
1. Offeror’s Question
· VA’s Answer
1. Document C03+36C26322Q0029: The SF1449 indicates a due date of Wednesday, 12-15-2021 (12:00 CST). However, on page 33 of 104, it indicates the submittal date is Friday, 12-10-2021 (9:00am CST). Please clarify which is the acceptable date.
· Currently offers are due 12/15/2021 at 12:00 PM CST, but likely to get pushed out to 12/21/2021 at 12:00 PM CST.
2. Is the “new database management system” already in place?
· Currently there is no database management system in Fargo. The contractor for this project will be creating the first one that will be used for the foreseeable future.
3. Is the intent of the contract to create a new database?
· Yes. This database will be used for asbestos tracking on campus for the foreseeable future.
4. If the database is in place, how will we interface with it?
· Currently there is no database management system in Fargo. Please see SOW for current software in use here in Fargo.
5. Do we input Data directly into the database (if it exists)?
· Currently there is no database management system in Fargo. Please see SOW for current software in use here in Fargo.
6. Is the a list of the 17 buildings with the number of floors, the square footage per floor, and if a basement exists?
· See attachment 1 of SOW.
7. Are any of the roofs under warranty?
· Most of the roofs are no longer under warranties. See map on page 3 for roof locations currently under warranty.
8. Are any permit-required confined spaces included in the areas to be inspected?
· Yes. It is the contractor’s responsibility to follow local confined space SOP, see attachment 3, and the VA observe. One such area is the steam tunnel.
9. Attachment #1: Missing attachment. Please provide missing attachment for building & steam tunnel layouts.
· Please see attachment 1.
10. Attachment #2: Missing attachment. Please provide the previous 2008 Asbestos Survey.
· Please see attachment 2.
11. This is too rushed, extend the question period and the due date.
· Questions are due 12/9/2021 at 12:00 PM CST and offers are currently due 12/15/2021 at 12:00 PM CST.
12. Do you have a set number of asbestos samples for the contractors to bid? So, everyone is bidding on the same work scope?
· VA shall not set a “number of asbestos samples”, offerors shall determine the number of samples they need to take to provide a complete report based on the solicitation, SOW, attachments, etc. that all offerors have access to.
13. Establish a set number of asbestos bulk samples to bid like 500, then include a unit rate for additional samples.
· VA shall not set a “number of asbestos samples”, offerors shall determine the number of samples they need to take to provide a complete report based on the solicitation, SOW, attachments, etc. that all offerors have access to.
14. The RFP indicates this is a destructive survey, do you want holes punched into walls, ceilings, flooring?
· We do not expect holes “punched” anywhere. If there is a reasonable suspicion that there may be ACM behind a partition/wall/barrier/etc. that needs to be tested, then an access hole will be created to allow access to test the suspect material. The hole will then need to be patched to match. If a location is suspected that it cannot be repaired discuss with COR on how to proceed. All test locations should be in inconspicuous locations and patched to match back to before sampling conditions. If the prime contractor does not have experience in finish work, then it is expected that they will hire a licensed journeyman level sub with experience to perform the work for them. Suspect ACM locations will be discovered through investigation, survey, inspection, past survey information review, experience, etc. from the contractor. Prime will use the appropriate sub for all utility work/access/sampling/etc.
15. A trench was stated that had to be opened up to test for pipes below (basement hallway of Bldg. 9)? Who will cut open the concrete and repair?
· The trench has sectioned concrete covers that are removable. Most of the trench is currently beneath LVT in the hallway, the covers are exposed in BA-09 and easily removed. If LVT needs to be removed it is the responsibility of the contractor to put the LVT back to the condition it was found in. If the prime contractor does not have experience in tile work, then it is expected that they will hire someone with experience to perform the work for them.
16. RFP states floor tile to be repaired if sampled, who purchases, matches, and installs the new floor tiles?
· It is the responsibility of the prime contractor to put the LVT back to the condition it was found in. If the prime contractor does not have experience in tile work, then it is expected that they will hire someone with experience to perform the work for them. Prime will use the appropriate sub for all utility work/access/sampling/etc.
17. The RFP is not clear, are previous sampling report sample results to be used or the materials resampled?
· Previous sampling reports will be made available, but they are to be used to help identify areas needing sampling. No results from previous surveys will be used for this contract.
18. Wiring is to be sampled? Who hires the electrician to cut the wires, shut down the electrical, and who pays to replace the wiring?
· If there is a reasonable suspicion that wiring may contain asbestos, then it will be tested. It is the responsibility of the prime contractor to safely sample the wiring insulation. If the prime contractor does not have experience in this work, then it is expected that they will hire a licensed journeyman level sub with experience to perform the work for them. Prime will use the appropriate sub for all utility work/access/sampling/etc.
19. Hood ducting, countertops, fume hoods are to be sampled. This is destructive sampling, who replaces the damaged sampled equipment?
· Sampling of this equipment and furniture should not destroy them. Take inconspicuous samples and repair sample locations as needed, coordinate with COR.
20. Are roofing samples to be collected? If so, who hires the roofer to cut and repair the holes. A licensed roofing contractor has to make the cuts into DPM roofing or the warranty is void. If that is included, we need to know how many different roofs area present.
· See SOW and attachments for roofing layout and square footage. It is the responsibility of the prime contractor to sample roofing material. If the prime contractor does not have experience in this work, then it is expected that they will hire a licensed journeyman level sub with experience to perform the work for them. Prime will use the appropriate sub for all utility work/access/sampling/etc.
