About this file
This file is a comprehensive technical specification document for HVAC modernization and sustainability improvements at the Admiralty National Monument Juneau Ranger District (ANM-JRD) Compound in Juneau, Alaska, covering approximately 36,010 square feet across three buildings.
The project scope includes demolition of the existing fuel oil heating system and installation of a district heating system with electric boilers, replacement of HVAC controls with a direct digital control (DDC) system compatible with BACnet protocol, and various mechanical, electrical, and envelope improvements. The base bid encompasses removal of the existing oil boiler, associated piping, and fuel storage infrastructure; installation of electric boilers in the office building with direct burial piping to serve the warehouse and dry storage buildings; upgrading the existing Automated Logic DDC control system; electrical work including new service, CT cabinet, and utility meter socket; and commissioning of all HVAC systems. Two additive alternates are available: Alternate No. 1 covers dry storage ventilation improvements including a heat recovery unit with carbon monoxide and nitrogen oxide sensors, and Alternate No. 2 includes BTU meters in all three buildings with integration into the existing metering system. The specifications detail extensive requirements for materials, installation procedures, testing and balancing, quality control, and training. Key performance standards include commissioning procedures with functional performance testing, testing and adjusting and balancing (TAB) to within specified tolerances, indoor air quality monitoring with CO2 sensors, and comprehensive operation and maintenance documentation. The project allows specific downtime windows: one month maximum for office building heating system downtime (June-July), two months maximum for other buildings, one week for electrical service interruption, and two weeks maximum for trenching and restoration. All work must comply with 2024 International Building Code, International Energy Conservation Code, International Mechanical Code, International Fire Code, International Plumbing Code, and NFPA 70 standards.
