2. Project Location and Access
Project is located at the Admiralty National Monument – Juneau Ranger District Administrative Site at 8510 Mendenhall Loop Rd in Juneau, AK. Juneau is a remote community in Southeast Alaska, and is not connected to the mainland road system. It is accessible via commercial airline, Alaska Marine Highway System ferry service, and barge line.
3. Background
The Admiralty National Monument – Juneau Ranger District (ANM-JRD) Compound consists of three buildings:
· 20,244 SF two story office building (Office)
· 11,678 SF single story high-bay storage building (Dry Storage)
· 4,088 SF single story warehouse (Warehouse) The three buildings are currently heated by a single centralized oil-fired boiler at the office that supplies hydronic heat via direct bury pipeline to the Warehouse and Dry Storage buildings constructed in 2005 and 2007. The office and warehouse mechanical systems include central heating and ventilation systems. The dry storage mechanical systems include central heating and individually control exhaust fans.
Deficiencies of the existing HVAC system and associated systems and construction are as follows:
1. Lack of redundancy for heating supply. When there is a boiler outage, all three buildings are affected and without heat.
2. Areas of the office and warehouse buildings often fail to meet set point during the heating season.
3. Frequent boiler outages due to equipment failure.
4. When there is a boiler outage, the underground heating fluid distribution lines often leak heating fluid into the concrete vault whenever the lines cool off.
5. The connections of the underground heat distribution line are delaminating and failing.
4. Performance Period
All work shall be completed by December 31st, 2026.
5. Coordination and Prosecution of Work
The following special controls will affect the Contractor’s prosecution of work:
1. The buildings will be in operation during the entire construction period. The contractor will cooperate with the Government during construction operations to minimize conflicts and facilitate site operations.
2. Contractor shall use barricades and signs for traffic control and reroute pedestrian walkways as necessary.
3. Contractor shall take special care to limit disruption to occupants, ensure continued occupant and public safety, and ensure utilities are not interrupted outside of allotted timeframes.
4. For scheduled utility outages, the contractor shall inform the COR a minimum of 14 calendar days in advance.
5. Refer to Section 011000 Part 1.10 of the attached specifications for more detailed information of site and facility interruption allowances.
6. If utility outage downtime will be greater than time allotted, provide temporary service of the same capacity as that which is out of service for the remaining duration.
6. Reference Codes, Standards, and Specifications
1. The Contractor shall construct the work specified herein in accordance with the requirements of the Contract Documents and the referenced portions of those referenced codes, standards, and specifications listed herein.
2. All construction shall comply with the following:
A. 2024 editions of the International Building Code (IBC), International Plumbing Code (IPC), International Fire Code (IFC), and International Mechanical Code (IMC).
B. 2024 edition of the Uniform Plumbing Code C. National Electrical Code (NEC) 2020 edition D. National Fire Protection Association (NFPA) 70 E. NFPA 101 Life Safety Code F. J. Other codes, reference standards, specifications and regulations referred to within these specifications (even though not specifically listed here) are also fully applicable to the solicitation and any resultant contract.
3. In case of conflict between codes, reference standards, Drawings and the other Contract Documents, the most stringent requirements shall govern. All conflicts shall be brought to the attention of the CO for clarification and directions prior to ordering or providing any materials or furnishing labor. The Contractor shall bid for the most stringent requirements.
7. Information about the Site
Bidders are urged and expected to inspect the site where the work will be performed.
There will not be a Pre-Bid Tour for the project. Prospective bidders are encouraged to tour the site prior to biding.
With their offer, the Contractor acknowledges that they have taken the necessary steps to ascertain the nature and location of work and have investigated and satisfied themselves as to the general and local conditions that can affect the work or its cost. Any failure of the contractor to take the actions described and acknowledged in this paragraph will not relieve the Contractor from the responsibility of estimating properly the difficulty and cost of successfully performing the work, or for proceeding to successfully perform the work without additional expenses to the Government.

The Government may charge to the Contractor any additional cost of inspection or test when work is not ready at the time specified by the Contractor for inspection or test, or when prior rejection makes reinspection or retest necessary. The Government shall perform all inspections and tests in a manner that will not unnecessarily delay the work. Special, full size, and performance tests shall be performed as described in the contract.

I. Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately.
