Summary of ANM-JRD Compound HVAC Modernization Construction Drawings

This document set comprises architectural and mechanical construction drawings for the ANM-JRD Compound HVAC Modernization project located at the Juneau Ranger District of Tongass National Forest in Alaska. The project, prepared by Alaska Energy Engineering LLC under registered professional engineer James A. Rehfeldt (ME-8987), includes comprehensive specifications for heating system upgrades, direct bury piping installation, and digital direct control (DDC) system implementation across three buildings: the Office Building, Warehouse Building, and Storage Building.

The heating system (M601) replacement includes two concrete pad-mounted boilers (B-1 and B-2) connected to existing heat sink/heat recovery piping serving all three buildings at specified flow rates (72 GPM to Storage, 28 GPM to Warehouse, 72 GPM to Office). The project incorporates 2-inch and 1.5-inch heat source/heat recovery direct bury piping with expansion loops, eight boreholes for loopfield installation, wall penetrations, and anchors per manufacturer specifications. Control infrastructure (M702) requires installation of DDC conductors, CAT6 cables, and conduit routing between three control panels (PNL-3 in Office Building, PNL-1 in Warehouse, PNL-2 in Storage Building). The warehouse and storage building controls include supply fan sequencing with temperature reset, low-limit safeties set at 38°F, occupied/unoccupied mode scheduling, CO and NO2 monitoring sensors with alarm thresholds, exhaust fan control tied to humidity and air quality parameters, and energy metering with 5-minute interval archiving. All work must comply with utility locate requirements, record drawings, and manufacturer installation instructions, with pipe insulation repair required where balance valves are replaced.

A. Scope: Replace the existing DDC control, monitoring and alarm sequence with the following sequence.

B. Control

1. Supply Fan Controller: An existing magnetic starter supplies power to the fan motor.

a. Auto: Fan and system operate in accordance with the control sequence.

b. Hand: Fan and system operate in occupied mode.

c. Off: Fan is off and system is in unoccupied mode.

2. Safeties

a. Smoke/Fire Alarm (ASU-2 Only): When a fire alarm is activated at the fire alarm control panel, place the system in unoccupied mode.

b. Low Limit Thermostat: When the low limit temperature drops to 38℉, disable the fan, position the mixing dampers to full recirculation, and position the heating coil valve to fully open.

When the mixed air temperature rises to 50°F, automatically restore system operation. When the low limit control occurs three times in 24 hours, disable the system until manually reset.

3. Schedule: Schedule the system to operate in occupied and unoccupied modes.

4. Occupied Mode: Operate the system as follows.

a. Supply Fan: Enabled.

b. Supply Air Temperature Control

1) Supply Air Temperature Setpoint: Reset the setpoint with outside temperature as follows. Vary the setpoint linearly between the two control points.

a) Tosa<20°F, Tsa = 72°F

b) Tosa>60°F, Tsa=60°F

2) Warm Up: When the system enters occupied mode, position the dampers to the full recirculation position until the return air temperature reaches 68℉.

3) Normal: Sequentially modulate the mixing dampers and heating coil valve to maintain the supply air temperature setpoint.

a) Maintain a minimum mixed air temperature of 45°F.

b) Maintain a minimum outside airflow of 1,200 cfm as set by the TAB contractor with the FTU supply air dampers set to the minimum position.

5. Unoccupied Mode: Operate the system as follows.

a. Supply Fan: Disabled.

b. Dampers: Full recirculation position.

c. Heating Coil: Disabled.

B. Display and Monitoring: Provide a graphic display of the system and points. Archive all points at 5-minute intervals.

C. Alarms

1. Critical

a. Supply Fan: Activate when the fan status differs from command.

b. Low Limit: Activate if system is disabled due to low limit control.

2. Non-critical

a. Supply Air Temperature: Activate after the system has been in occupied mode 15 minutes and the supply air temperature differs from the setpoint by 5°F for 30 minutes.

b. Filter Alarm: Activate when the filter differential pressure exceeds 0.25" w.g.

c. Low Limit: Activate if a low limit safety occurs.

D. Trend Reports

1. Fans: Supply fan command; Supply fan status

2. Temperature: Outside air temperature; Room temperature setpoint, Room temperature; Supply air setpoint; Supply air temperature; Outside air damper position, Heating coil valve position.

A. Scope: Replace the existing DDC control, monitoring and alarm sequence with the following sequence.

B. Controller: A manual starter supplies power to the fan motor.

C. Control

1. Occupied Mode: When HV-1 is in normal occupied mode, enable the exhaust fan.

2. Unoccupied and Warmup Mode: When AHU3-1 is in unoccupied or warmup mode, disable the exhaust fan.

D. Display and Monitoring: Display and archive all points shown on the control diagram.

1. Enable EF-1 and EF-2 and Heating Coil HC-1 when any of the following occurs:

a. Humidity: Enable when building humidity level exceeds 60% for 5 minutes and disable when it is below 50% RH for 5 minutes.

b. Carbon Monoxide (CO): Enable when the CO level at any sensor exceeds 10 ppm for one minute and disable when CO level is below 5 ppm for 5 minutes.

c. Nitrogen Dioxide (NO2): Enable when the NO2 level at any sensor exceeds 5 ppm for one minute and enable when NO2 drops below 1 ppm for 5 minutes.

2. Heating Coil HC-1

a. Outside Temperature Above 32℉: When EF-1 or EF-2 is operating, open the outside air damper and modulate the control valve to maintain 50℉ supply air temperature.

b. Outside Temperature 32℉ of Below

1) When EF-1 and EF-2 are not operating, open the control valve to 30%.

2) When EF-1 or EF-2 is operating, modulate the control valve to maintain 50℉ supply air temperature.
