About this file

This is a Questions and Answers document for Solicitation 1240BJ26Q0001 addressing clarifications and design decisions for the JRD Compound HVAC and Envelope Improvements project in Juneau, Alaska. The document resolves 13 key inquiries from contractors regarding telecommunications infrastructure, electrical systems, network equipment, demolition scope, and facility access. Notable clarifications include: existing raceways may be reused if capacity allows, with replacement of the 4-strand fiber optic cable between office and warehouse buildings with 12-strand single mode fiber acceptable; the new instrument transformer shall be fed from the new Main Distribution Panel per revised drawings, with the existing MDP circuiting removed as a drafting error; the owner will provide necessary network switches, port programming, Cat6 patch cables, and media converters for the BTU meter installation; the owner will relocate any loads using the duplex receptacle powering the rack power strip prior to project commencement; all circuiting and raceways associated with removed equipment, including the 100-amp feed serving the boiler room, shall be demolished with only the conduit abandoned in place; additional fiber pathway to the warehouse is required despite existing OSP fiber due to insufficient strand capacity for future Forest Service needs; the owner will supply UPS and network switch for the new cabinet in Dry Storage while the contractor provides the power strip and connects the government-furnished switch to the contractor-provided patch panel; contractor staging area is designated in the parking lot west of the office building; access through the Dry Storage Building is permitted for trenching activities which must be completed within two weeks; EPS insulation is specified for the 10-inch foam; the CBJ wastewater department can accept the propylene glycol volume in the system via the sanitary sewer; and FTU access is available through attic hatches or plenum access points.

Questions and Answers for Solicitation 1240BJ26Q0001 - JRD Compound Heating - Ventilation - Air Conditioning & Envelope Improvements

1. During our site visit it was observed that some existing raceways and fiber optic cables are in place between the Office Building, Warehouse, & Storage building. Will it be acceptable to use the existing raceways and fiber optic cable for the telecom network? Or is it desired to have new raceway and fiber optic cables be installed?

a. Existing raceways may be used if capacity is available.

b. It is acceptable to replace the existing 4 strand fiber optic cable between the office and the warehouse with a new 12 strand single mode fiber optic cable, in lieu of running a separate 6 strand fiber optic cable.

2. Sheet E1.1 shows the instrument transformer in the ceiling space of A-114, fed from the existing MDP. Sheet E3.1 shows the instrument transformer being fed from the new MDP. There is a shunt trip circuit established in the existing MDP. Is it desired to feed the instrument transformer from the existing shunt trip circuit in the existing MDP or a new circuit from the new MDP?

a. The new instrument transformer is intended to be fed from the new MDP, per sheet E3.1. On sheet E1.1, omit the circuiting between the existing MDP and the new instrument transformer. That circuiting is a drafting error.

3. It was observed on site that there are no available ports on the existing switches in the warehouse building, that could be used for the BTU meter. Will all necessary network switches, port programming, and Cat6 patch cables be provided by the owner?

a. The owner will provide necessary network switches, port programming, Cat6 patch cables, and media converter(s).

4. Note 2 on sheet E1.4 tells up that the rack power strip is to be power from the adjacent existing receptacle. It was observed on site that this duplex receptacle was being utilized. Will any loads using this receptacle be relocated by the owner prior to project commencement?

a. Yes

5. Sheet ED1.0 shows us removing electrical connections from the boiler, day tank, CP1, CP-2, & CP-3. It also shows removal of the disconnects for CP-1, CP-2, & CP-3. It does not show us removing the 100A feed serving A-102 which in turn feeds all of this equipment. Is that 100A feed to remain for future use or is it to be demolished as well?

a. Per the demolition sheet note 2 on sheet E0.0, all circuiting and raceways associated with removed equipment shall also be removed. The PP-1 panel schedule on sheet E4-1 identifies the circuit for CP-1,2,3, and this circuit is noted to be removed. The circuit breaker is incorrectly identified as a 20/3 breaker. The true size of the CP-1,2,3 circuit breaker is 100/3, and its circuiting is routed to the boiler room with 3 No. 2 and 1 No. 6 GND wiring. The conduit appears to be routed underground. The intent of the design is to remove the circuiting associated with the CP-1,2,3 circuit breaker. The raceway may be abandoned in place.

6. Please confirm need for fiber pathway to warehouse. There appear to be OSP fiber and 25pr phone line already routed to a data rack, although this is not confirmed. Warehouse data rack has Underslab conduits that appear to match those entering office building comm room wall, with appropriate cables to match.

a. Existing fiber cable has insufficient strands for future Forest Service needs. Therefore, additional fiber pathway to warehouse is needed.

7. Please confirm party to supply PDU, UPS, network switch for new cabinet shown in Dry Storage. Sheet note 2 indicates power strip, but nothing regarding how to connect contractor supplied patch panel to it.

a. Owner will supply UPS and network switch. Contractor to provide power strip and shall connect government furnished switch to contractor provided patch panel.

8. Note 4, Sheet E1.4 indicates to connect BTU meter via CAT6 to new data cabinet. There is no media convertor or network switch indicated to connect patch cord to.

a. The owner shall furnish media converters and network switches.

9. Lay down area for contractor materials? Job Trailer?

a. As noted on C-1: Contractor Staging Area designated for part of the parking lot west of the office building.

10. Will access to USFS facilities and equipment beyond utility trenches between the three buildings be necessary during excavation activities? If so, could access be accomplished by driving through the Dry Storage Building?

a. Per Spec Section 011000 Part 1.10 C, trenching and restoring shall be completed within 2 weeks. Yes, access will need to be maintained to the fenced yard, but this can be accomplished by driving through the Dry Storage Building during this 2-week time period.

11. What is the product spec for the 10” thick foam called out on sheet A7.0. Can a basis of design be provided?

a. Per note 2 on sheet A7.0, it states using EPS insulation.

12. Will CBJ Wastewater department accept the propylene glycol?

a. The CBJ wastewater division can accept up to several hundred gallons of propylene glycol delivered via the sanitary sewer collection system. Our calculations, based on our measurement of the existing concentration and the system volume shown on the as-built drawings, determined the volume of pure propylene glycol in the system is below this threshold.

13. How are the FTUs accessed?

a. There are access hatches available at all FTUs in the attic or via the plenum.
