About this file
This is a Buy American Certification document issued by the Kenton County Airport Board for the Cincinnati/Northern Kentucky International Airport's 2026 Fall Protection Systems Installation project. The document outlines federal compliance requirements for steel and manufactured goods used in three distinct bid packages: the Storm Water Treatment Plant fall protection systems with a 120-day completion timeline, the T3 Parking Deck fall protection components requiring 45 days for completion, and the comprehensive Concourse A Roof fall protection systems with a 300-day completion timeline. A mandatory pre-bid meeting and site visit are scheduled for Thursday, March 19, 2026 at 10:00 am at CVG Centre Administrative Offices in Erlanger, Kentucky. Written questions must be submitted by 11:59 pm on Friday, April 3, 2026, with answers posted by Tuesday, April 7, 2026 at 11:59 pm. Sealed bids must be received electronically by Thursday, April 16, 2026 at 2:00 pm, with no late submissions accepted unless extended by addendum. Bidders may propose for any or all three packages and must demonstrate a minimum of 3-5 years of relevant fall protection system installation experience with at least one successfully completed project at an operational airport facility within the past five years.
As a matter of bid responsiveness, all bidders must complete and submit a signed certification statement indicating compliance with 49 USC 50101, which mandates that all steel and manufactured goods be produced in the United States unless the FAA has issued a waiver, the product is listed as an Excepted Article in Federal Acquisition Regulation subpart 25.108, or is included in the FAA Nationwide Buy American Waivers Issued list. Bidders must select one of four certification options: installing only U.S.-produced steel and manufactured products; installing only specified construction materials manufactured in the United States; installing products with FAA-issued waivers; or installing excepted products. Bidders selecting the fourth certification option that cannot comply with 100 percent Buy American preferences may qualify for a Type 2, 3, or 4 waiver but must submit formal waiver requests with supporting documentation within 15 calendar days of being selected as the responsive bidder. The project is financed by local funds with an estimated total installation cost of $2,447,000, comprising approximately $1,910,000 for Concourse A, $113,000 for the T3 Parking Deck, and $424,000 for the Storm Water Treatment Plant. Upon award, bidders must provide 100 percent performance and payment bonds from a surety rated at least "A" by Best Insurance Reports and authorize $10,000,000 commercial general liability and automobile liability coverage per occurrence. Liquidated damages of $500 per day apply for schedule delays, and a one-year installation warranty is required following final acceptance.
