About this file
This document contains an asbestos survey report and related federal contract opportunity. The asbestos survey report details testing conducted at Building 46 of the James H. Quillen VA Medical Center, where asbestos-containing materials were identified in vinyl flooring in the kitchen and second floor bathroom. The report provides sampling locations, results, and estimates approximately 360 square feet of asbestos-containing flooring in the kitchen.
The related federal contract opportunity is a solicitation to restore exteriors of historical quarters buildings at the James H. Quillen VA Medical Center. The work includes restoration, renovation, and repairs to Buildings 15, 45, 46 and 47, such as replacing wood, installing water barriers, painting, roof work, tuckpointing, and extending downspouts. The period of performance is 400 days. The solicitation provides details on tasks, submittal requirements, and general project information like the place and period of performance, scheduling, security, parking and system outage coordination.

Building Description:
Building 46 is a two-story dwelling with a full basement. It is currently unoccupied, but was formerly a residence. The front of the residence faces south and has a concrete porch extending along the entire south side with four large columns. The dwelling is wood frame construction. The exterior of the residence is covered in wood siding, with a brick foundation. Doors and windows are constructed of wood, with additional metal storm windows enclosing most of the original windows. The interior of the basement is constructed of brick walls with a concrete floor. There is no insulated pipe insulation in the basement. The wooden sub-flooring and floor joists are exposed except in the laundry room, which has a plaster ceiling. There is also plaster on the stairwell leading to the first floor. The heating, ventilation, and air-conditioning (HVAC) unit and ductwork are located in the basement.
The first and second floors are constructed of plaster ceilings and walls. The plaster ceiling in the kitchen / breakfast area is covered with another ceiling of suspended, fibrous tiles. The floors are hardwoods covered with carpeting, except in the kitchen, breakfast room, and bathrooms. The floors in the kitchen, breakfast room, and first floor bathroom are covered in vinyl sheet flooring. The second floor bathroom is finished with carpet over ceramic tile, but there is exposed vinyl tile in the bathroom closet, which may extend underneath the ceramic tile. The attic is entirely constructed of wood, with no insulation.
Sampling Strategy:
The building was surveyed for materials suspected of containing asbestos. Samples of suspect surfacing and miscellaneous materials were observed. No suspect thermal system insulation was identified. Roofing materials were excluded from the survey, as per the scope of work.
Nine (9) samples of building materials were collected for asbestos analysis:
♦ One sample of ceiling tile was collected from the kitchen / breakfast area.
♦ Three samples of plaster were collected, one from each floor.
♦ Three samples of flooring were collected. One sample was taken from the triple-layered flooring in the kitchen / breakfast room. A second sample was collected from the first floor bathroom and the third sample was taken in the second floor bathroom.
♦ Two samples of exterior window glazing were collected, one from the east, south and west sides of the home.

Discussion of Results:
Asbestos containing material (ACM) was identified in flooring materials located in the kitchen / breakfast areas and the second floor bathroom.
The kitchen and adjoining breakfast area has three layers of flooring. The top layer is over a layer of plywood. Underneath the plywood is another layer of vinyl sheet flooring. The third layer is 9” by 9” vinyl tile that is determined to be ACM. The underlying black mastic for this tile is also ACM. The amount of ACM flooring in the kitchen / breakfast area is approximately 360 square feet.
The second floor bathroom is carpeted, with ceramic tile underneath. The small closet in the bathroom has approximately 4 square feet of green vinyl tile, which was determined to be ACM. It is not known whether the vinyl tile extends underneath the ceramic tile, but if that is the case, it would increase the amount of ACM in the second floor bathroom to approximately 25 square feet.
